In this context, the flows and the underlying global critical infrastructure are emerging as objects of high-level strategic importance. The book pays special attention to one of the least recognized but perhaps most fundamental challenges related to the global commons, namely the conceptual and practical challenge of inter-domain relationships-between maritime, air, space, and cyber-flows that bring about not only opportunities but also new vulnerabilities. We are currently witnessing expansion of the Internet off our planet. The proliferation of new space-based internet connectivity has been accompanied by much discussion about the potential impact on astronomy. Scientists are increasingly concerned that mega-constellations proposed by SpaceX, OneWeb, Amazon and Facebook, might wreak havoc on scientific research and transform our view of the stars. These commercial operators plan to launch hundreds of thousands of satellites into Low-Earth Orbit (LEO) in the coming decade, representing a 1000% increase on objects currently in orbit. This book examines this new space race in the context of historical rivalries, for it is clear that mega-constellations are being actively pursued by a US administration determined to dominate LEO as tensions with China rise. This creates a risk of interference with earth-based scientific activities that use optical and radio frequency techniques to study the universe. This book examines these developments in the context of the Outer Space Treaty (OST), which provides all States with the freedom of scientific investigation, exploration and use of outer space, while balancing this with obligations to avoid interference with the space activities of other States. It draws upon interviews with some of Europe’s leading astronomers in order to highlight the extent to which the issue will require legal and regulatory reform of mega-constellation licensing processes, to ensure the integrity of astronomical science is preserved. The race to dominate LEO also comes at a time when the monopolistic power of Facebook, Amazon and other TechGiants, is under renewed scrutiny in western democracies. The author argues that a new governance framework for launch and operational licenses is urgently required, in which impact risk assessments, scale and proportionality, and stakeholder consultation processes should play important roles. The contributors in this volume revisit “tragedy of the commons” (also referred to as “drama” or “comedy” of the commons) and examine new data and theories to mitigate pressures and devise models for sustainable communal welfare and development. They present twelve archaeological, historic, and ethnographic cases of user-managed resources to demonstrate that very basic community-level participatory governance can be a successful strategy to manage short-term risk and benefits. Economic, technological, city and transport planning and human behaviour solutions are often hampered by ineffective implementation. Approaches to these implementation problems assume that transport ownership can only be public (owned by state entities) or private (corporate or personal). Another option – largely unexplored to date – is communal ownership of transport. Community-Owned Transport proposes and develops the notion that communal ownership has a historical basis and provides unique opportunities for providing personal mobility. It looks at the historical roots of modern urban transport’s failings as those of technological change and the associated governing of transport systems, particularly the role of public sector institutions. Community ownership is explored through the new ‘sharing economy’ developments – car sharing, ridesharing and bicycle share schemes – and older social innovations in ecovillages and communal living. Models and practices of community ownership of transport are provided and this study also discusses how community ownership might contribute to sustainable transport. It uses four case studies to illustrate the challenges presented by the sustainable management of common property from an interdisciplinary perspective - from the Lake District, Yorkshire Dales, North Norfolk coast and the Cambrian Mountains.
