Book excerpt: The area of work and family is a hot topic in the social sciences and appeals to scholars in a wide range of disciplines. There are few edited volumes in this area, however, and this may be the only one that focuses on low-income families--a particularly important group in this era of welfare-to-work policy. Interdisciplinary in nature, the volume brings together contributors from the fields of psychology, social work, sociology, demography, economics, human development and family studies, and public policy. It presents important work-family topics from the point of view of low-income families at a time in history when welfare to work programs have become standard. Divided into four parts, each section addresses a different aspect of the topic, consisting of a big picture lead essay which is followed by three papers that critique, extend, and supplement the final paper. Many of the chapters address important social policy issues, giving the volume an applied focus which will make it of interest to many groups. Serving to organize the volume, these issues and others have been encapsulated into four sets of anchor questions: *How has the availability, content, and stability of the jobs available for the working poor changed in recent decades? How do work circumstances for low-income families vary as a function of gender, family structure, race, ethnicity, and geography? What implications do these changes have for the widening inequality between the haves and have-nots? *What features of work timing matter for families? What do we know about the impacts of shift work, long hours, seasonal work, and temporary work on employees, their family relationships, and their children's development? *How are the child care needs of low-income families being met? What challenges do these families face with regard to child care, and how can child-care services be strengthened to support parents and to enhance child development? *How are the challenges of managing work and family experienced by low-income men and women? The primary audience for the book is academicians and their students, policy specialists, and people charged with developing and evaluating family-focused programs. The volume will be appropriate for classroom use in upper-level undergraduate courses and graduate courses in the fields of family sociology, demography, human development and family studies, women's studies, labor studies, and social work.

Book excerpt: In the Fall of 2003, the Pennsylvania Build Initiative convened a Rate Policy Task Force to broadly examine the issue of child care rates and make recommendations for action. The Task Force goal was two-fold: (1) to suggest ways that the rate and payment process currently used by the Pennsylvania Department of Public Welfare (DPW) can better support the children and families who receive subsidized child care; and (2) to begin thinking about how DPW rates can be aligned with the early care and education finance approaches used by other public agencies and private funders. While Task Force members represented many of the Commonwealth's early childhood programs and fund administrators, the group decided early on that it was essential to gather information from a much broader group of providers, consumers and administrators. To this end, Task Force members suggested that a series of forums--discussion groups guided by facilitators and a common set of questions--be convened across the state. The Pennsylvania Child Care Association (PACCA) agreed to coordinate this effort. In February and March of 2004, forums were held in the following eight regions: Lehigh, Norristown, Philadelphia, Harrisburg, Scranton, Monroeville, Franklin and State College. Lessons learned from the forum, coupled with ideas and research gleaned from Task Force members, form the basis of this report. Section I summarizes key issues raised at the forums, and includes concerns and suggestions made by forum participants. Section II summarizes Task Force deliberations, research and ideas from other states. Section III offers recommendations from the Task Force. Book excerpt: In California today, many licensed early care and education (ECE) programs--and a large number of license-exempt providers--receive public dollars to care for children of low-income families. While, a generation ago, the term "subsidized child care" carried a very specific meaning, referring to certain forms of center-based care that were required to meet higher standards, it is now a much more general term covering the entire regulatory and programmatic spectrum. As a result, because of this diversity of requirements due to two different licensing standards, it is important to understand whether there are significant differences in the quality of early education and care that subsidy-eligible children receive, depending on what is available to and/or preferred by their families. This policy brief focuses on differences in staff characteristics between licensed centers that receive public dollars solely through vouchers, and those that receive public dollars through a contract with Head Start or the California Department of Education. Specifically, the authors focus on three issues--professional preparation, staff stability (turnover and tenure), and staff diversity (including ethnicity and language)--using findings from the California Early Care and Education Workforce Study (Whitebook et al., 2006a&b). While the findings do not definitively speak to the quality of various programs that receive public subsidy, they do suggest considerable differences in staffing across sectors and types of center-based care. The period between birth and kindergarten is a critical time for child development, and socioeconomic disparities that begin early in children’s lives contribute to starkly different long-term outcomes for adults. Yet, compared to other advanced economies, high-quality child care and preschool in the United States are scarce and prohibitively expensive for many middle-class and most disadvantaged families. To what extent can early-life interventions provide these children with the opportunities that their affluent peers enjoy and contribute to reduced social inequality in the long term? Cradle to Kindergarten offers a comprehensive, evidence-based strategy that diagnoses the obstacles to accessible early education and charts a path to opportunity for all children. The U.S. government invests less in children under the age of five than do most other developed nations. Most working families must seek private childcare, which means that children from low-income households, who would benefit most from high-quality early education, are the least likely to attend them. Existing policies, such as pre-kindergarten in some states are only partial solutions. To address these deficiencies, the authors propose to overhaul the early care system, beginning with a federal paid parental leave policy that provides both mothers and fathers with time and financial support after the birth of a child. They also advocate increased public benefits, including an expansion of the child care tax credit, and a new child care assurance program that subsidizes the cost of early care for low- and moderate-income families. They also propose that universal, high-quality early education in the states should start by age three, and a reform of the Head Start program that would include more intensive services for families living in areas of concentrated poverty and experiencing multiple adversities from the earliest point in these most disadvantaged children’s lives. They conclude with an implementation plan and contend that these reforms are attainable within a ten-year timeline. Reducing educational and economic inequalities requires that all children have robust opportunities to learn, fully develop their capacities, and have a fair shot at success. Cradle to Kindergarten presents a blueprint for fulfilling this promise by expanding access to educational and financial resources at a critical stage of child development.

The study involved a review of current research findings, interviews with staff of child resource and referral agencies, and an examination of child care consumer education provided in the Job Opportunities and Basic Skills (JOBS) program. This report presents the results of these inquiries. Chapter I identifies sources of consumer information on child care. Three public subsidy programs discussed are the Family Support Act, Child Care and Development Block Grant, and the Title IV-A At-Risk Child Care Program. Chapter II considers parents as child care consumers, examining the ways parents search for child care, the kinds of child care families use and the kinds they really want, and the child care characteristics that satisfy parents. In chapter III, the same issues are examined with respect to low-income parents. In addition, constraints facing low-income child care users, including transportation problems, time constraints, lack of money and expertise, and problems related to cultural differences, are discussed. Finally, chapter IV focuses on the provision of child care consumer education, identifying essential program features, points in time when consumer education should be provided, delivery methods, and information provided to JOBS participants.
