Contrary to common assumptions, this volume argues that the German concept of the West was not born in the twentieth century, but can be traced from a much earlier time. In the nineteenth century, “the West” became associated with notions of progress, liberty, civilization, and modernity. It signified the future through the opposition to antonyms such as “Russia” and “the East,” and was deployed as a tool for forging German identities. Examining the shifting meanings, political uses, and transnational circulations of the idea of “the West” sheds new light on German intellectual history from the post-Napoleonic era to the Cold War.

However, the historical record does not sustain this narrative. Daniel Marwecki's pathbreaking analysis deconstructs the myths surrounding the odd alliance between Israel and post-war democratic Germany. Thorough archival research shows how German policymakers often had disingenuous, cynical or even partly antisemitic motivations, seeking to whitewash their Nazi past by supporting the new Israeli state. This is the true context of West Germany's crucial backing of Israel in the 1950s and '60s. German economic and military support greatly contributed to Israel's early consolidation and eventual regional hegemony. This initial alliance has affected Germany's role in the Israeli-Palestinian conflict to the present day. Marwecki reassesses German foreign policymaking and identity-shaping, and raises difficult questions about German responsibility after the Holocaust, exploring the many ways in which the genocide of European Jews and the dispossession of the Palestinians have become tragically intertwined in the Middle East's international politics. Book excerpt: The rich history of encounters prior to World War I between people from German-speaking parts of Europe and people of African descent has gone largely unnoticed in the historical literature—not least because Germany became a nation and engaged in colonization much later than other European nations. This volume presents intersections of Black and German history over eight centuries while mapping continuities and ruptures in Germans' perceptions of Blacks. Juxtaposing these intersections demonstrates that negative German perceptions of Blackness proceeded from nineteenth-century racial theories, and that earlier constructions of “race” were far more differentiated. The contributors present a wide range of Black–German encounters, from representations of Black saints in religious medieval art to Black Hessians fighting in the American Revolutionary War, from Cameroonian children being educated in Germany to African American agriculturalists in Germany's protectorate, Togoland. Each chapter probes individual and collective responses to these intercultural points of contact.

Book excerpt: The rise or resurgence of revisionist, repressive and authoritarian powers threatens the Western, US-led international order upon which Germany’s post-war security and prosperity were founded. With Washington increasingly focused on China’s rise in Asia, Europe must be able to defend itself against Russia, and will depend upon German military capabilities to do so. Years of neglect and structural underfunding, however, have hollowed out Germany’s armed forces. Much of the political leadership in Berlin has not yet adjusted to new realities or appreciated the urgency with which it needs to do so. Bastian Giegerich and Maximilian Terhalle argue that Germany’s current strategic culture is inadequate. It informs a security policy that fails to meet contemporary strategic challenges, thereby endangering Berlin’s European allies, the Western order and Germany itself. They contend that: Germany should embrace its historic responsibility to defend Western liberal values and the Western order that upholds them. Rather than rejecting the use of military force, Germany should wed its commitment to liberal values to an understanding of the role of power – including military power – in international affairs. The authors show why Germany should seek to foster a strategic culture that would be compatible with those of other leading Western nations and allow Germans to perceive the world through a strategic lens. In doing so, they also outline possible elements of a new security policy.

The build-up of Germany’s current account surplus over the last decade does not lend itself to a single-factor explanation, as both global and domestic factors, as well as policy changes led to increased savings and lower investment. All sectors contributed to the build-up of the surplus. Although fiscal consolidation and higher household savings played a role, the corporate sector experienced a more pronounced shift. This paper provides a retrospective on these developments and explores whether the factors contributing to the surplus are likely to be reversed going forward. Although there are common global drivers for the non-financial corporations shift to a net lender position, several German-specific factors played a role, notably the labor market reforms in the 2000s, the business tax reforms, and the globalization of German firms’ production chains. The households’ saving–investment gap widened in the early 2000s as the pension reforms and growing income inequality boosted households’ savings and residential investment declined by the end of the reunification construction boom.
