Book Targeted Implementable and Practical Energy Relief Measures for Households in Europe

Download or read book Targeted Implementable and Practical Energy Relief Measures for Households in Europe written by Mr. Nicolas Arregui and published by International Monetary Fund. This book was released on 2022-12-16 with total page 24 pages. Available in PDF, EPUB and Kindle. Book excerpt: The recommended way of helping households during the ongoing European energy crisis is to allow price signals to operate freely while providing targeted compensation to the vulnerable. In practice, however, institutional, political, and technical constraints have led many European governments to adopt broad, price-suppressing measures, which impede the adjustment in demand, have high fiscal costs, and widen cross-country gaps in prices. This paper focuses on easy-to-implement, second-best policies. Bonuses or rebates on energy bills (that are not linked to the current volume of consumption) or block tariffs are simple options which would improve on the current policy design in many countries. To avoid stoking inflation, fiscal policy should not add to aggregate demand, so relief for energy bills should be targeted and coupled with offsetting fiscal measures. One option is to reclaim the relief from the better-off through income taxation, which would also make support more progressive.

Book How to Avoid a Climate Disaster

Download or read book How to Avoid a Climate Disaster written by Bill Gates and published by Vintage. This book was released on 2021-02-16 with total page 201 pages. Available in PDF, EPUB and Kindle. Book excerpt: #1 NEW YORK TIMES BEST SELLER • In this urgent, authoritative book, Bill Gates sets out a wide-ranging, practical—and accessible—plan for how the world can get to zero greenhouse gas emissions in time to avoid a climate catastrophe. Bill Gates has spent a decade investigating the causes and effects of climate change. With the help of experts in the fields of physics, chemistry, biology, engineering, political science, and finance, he has focused on what must be done in order to stop the planet's slide to certain environmental disaster. In this book, he not only explains why we need to work toward net-zero emissions of greenhouse gases, but also details what we need to do to achieve this profoundly important goal. He gives us a clear-eyed description of the challenges we face. Drawing on his understanding of innovation and what it takes to get new ideas into the market, he describes the areas in which technology is already helping to reduce emissions, where and how the current technology can be made to function more effectively, where breakthrough technologies are needed, and who is working on these essential innovations. Finally, he lays out a concrete, practical plan for achieving the goal of zero emissions—suggesting not only policies that governments should adopt, but what we as individuals can do to keep our government, our employers, and ourselves accountable in this crucial enterprise. As Bill Gates makes clear, achieving zero emissions will not be simple or easy to do, but if we follow the plan he sets out here, it is a goal firmly within our reach.

Book Energy and Civilization

Download or read book Energy and Civilization written by Vaclav Smil and published by MIT Press. This book was released on 2018-11-13 with total page 564 pages. Available in PDF, EPUB and Kindle. Book excerpt: A comprehensive account of how energy has shaped society throughout history, from pre-agricultural foraging societies through today's fossil fuel–driven civilization. "I wait for new Smil books the way some people wait for the next 'Star Wars' movie. In his latest book, Energy and Civilization: A History, he goes deep and broad to explain how innovations in humans' ability to turn energy into heat, light, and motion have been a driving force behind our cultural and economic progress over the past 10,000 years. —Bill Gates, Gates Notes, Best Books of the Year Energy is the only universal currency; it is necessary for getting anything done. The conversion of energy on Earth ranges from terra-forming forces of plate tectonics to cumulative erosive effects of raindrops. Life on Earth depends on the photosynthetic conversion of solar energy into plant biomass. Humans have come to rely on many more energy flows—ranging from fossil fuels to photovoltaic generation of electricity—for their civilized existence. In this monumental history, Vaclav Smil provides a comprehensive account of how energy has shaped society, from pre-agricultural foraging societies through today's fossil fuel–driven civilization. Humans are the only species that can systematically harness energies outside their bodies, using the power of their intellect and an enormous variety of artifacts—from the simplest tools to internal combustion engines and nuclear reactors. The epochal transition to fossil fuels affected everything: agriculture, industry, transportation, weapons, communication, economics, urbanization, quality of life, politics, and the environment. Smil describes humanity's energy eras in panoramic and interdisciplinary fashion, offering readers a magisterial overview. This book is an extensively updated and expanded version of Smil's Energy in World History (1994). Smil has incorporated an enormous amount of new material, reflecting the dramatic developments in energy studies over the last two decades and his own research over that time.

Book National Audit Office NAO Cross Government Infrastructure Investment The Impact on Consumer Bills Volume II HC 812 II

Download or read book National Audit Office NAO Cross Government Infrastructure Investment The Impact on Consumer Bills Volume II HC 812 II written by Great Britain: National Audit Office and published by The Stationery Office. This book was released on 2013-11-13 with total page 46 pages. Available in PDF, EPUB and Kindle. Book excerpt: Government and regulators do not know by how much overall expected new investment by the private sector in infrastructure will increase household utility bills and whether bills will be affordable. The National Audit Office has recommended that the Treasury ensure there are mechanisms to assess the cumulative impact of infrastructure investment on consumer bills. This report, which focuses on the energy, water and, to a lesser extent, telecoms sectors, recognizes that the UK requires significant investment in new infrastructure. The Treasury expects that over two-thirds of the £310 billion worth of the planned infrastructure it has identified will be privately financed, owned and operated but paid for by consumers through their utility bills. High levels of expected new investment in infrastructure mean that energy and water bills may rise significantly from current levels. The available projections suggest that increases in both energy and water bills will continue to outstrip inflation, on average, up to 2030. This is particularly concerning, given that energy and water bills have increased significantly in recent years, while incomes have not. The affordability of utility bills can be assessed only in the context of wider pressures on household expenditure, including an understanding of all household bills as well as potential trends in household incomes. There is a range of schemes to support vulnerable consumers but without a fuller understanding of affordability in the round, government and regulators cannot assess the adequacy of these schemes, now or in the future

Book Electrify

  • Author : Saul Griffith
  • Publisher : MIT Press
  • Release : 2021-10-12
  • ISBN : 0262046237
  • Pages : 285 pages

Download or read book Electrify written by Saul Griffith and published by MIT Press. This book was released on 2021-10-12 with total page 285 pages. Available in PDF, EPUB and Kindle. Book excerpt: An optimistic--but realistic and feasible--action plan for fighting climate change while creating new jobs and a healthier environment: electrify everything. Climate change is a planetary emergency. We have to do something now—but what? Saul Griffith has a plan. In Electrify, Griffith lays out a detailed blueprint—optimistic but feasible—for fighting climate change while creating millions of new jobs and a healthier environment. Griffith’s plan can be summed up simply: electrify everything. He explains exactly what it would take to transform our infrastructure, update our grid, and adapt our households to make this possible. Billionaires may contemplate escaping our worn-out planet on a private rocket ship to Mars, but the rest of us, Griffith says, will stay and fight for the future. Griffith, an engineer and inventor, calls for grid neutrality, ensuring that households, businesses, and utilities operate as equals; we will have to rewrite regulations that were created for a fossil-fueled world, mobilize industry as we did in World War II, and offer low-interest “climate loans.” Griffith’s plan doesn’t rely on big, not-yet-invented innovations, but on thousands of little inventions and cost reductions. We can still have our cars and our houses—but the cars will be electric and solar panels will cover our roofs. For a world trying to bounce back from a pandemic and economic crisis, there is no other project that would create as many jobs—up to twenty-five million, according to one economic analysis. Is this politically possible? We can change politics along with everything else.
