The authors discuss methods to ensure financial integrity, monitor ethical practices, and comply with ethical rules; emphasize the importance of investigation by management outside of law enforcement activities; and demonstrate the management controls necessary to ensure the ethical practice of government. Book excerpt: Adherence to the highest ethical standards and moral values is inherent in the mission of government organizations, as their purpose is to serve the public interest. Practitioners and scholars have long agreed that ethics and morality are two fundamental principles of the civil service. Nevertheless, cases of unethical behavior by public officials abound worldwide and civil servants report that they are frequently exposed to dishonest conduct in the workplace. The paucity of public administration scholarship on the drivers of unethical behavior not only contrasts with considerable work in other disciplines but is also compounded by a methodological delay relative to other fields. To fill this gap, the present dissertation uses meta-analysis to synthesize the evidence of 137 experiments in 73 articles for 12 causes of unethical behavior, and discusses areas in which public administration scholars can spearhead future research and theory on ethics. Findings show that specific types of social influences, greed, individualism, self-justifications, exposure to incremental dishonesty, loss aversion, challenging performance goals, and excessive time pressure increase dishonest behavior. On the contrary, monitoring employees, moral reminders, and individuals’ willingness to maintain a positive self-image decrease unethical conduct. Evidence that self-control depletion affects unethical behavior is mixed. For each of the twelve determinants of unethical behavior, heterogeneity measures and publication bias indices are computed and discussed. The majority of the experiments included in the meta-analyses were designed to investigate the behavioral mechanisms that drive unethical behavior across human relations, situations, and time, without reference to any specific jobs, professions, or types of organization. Regardless, results speak clearly to issues native to public administration, such as the Friedrich-Finer debate on the role of internal and external controls to curb dishonesty; transparency and openness in government; inadequacies of performance measurement and management reforms; corruption; and codes of ethics for government service. Areas in which public administration literature can advance knowledge include investigations employing field experimental and quasi-experimental designs to understand the influence of ethical leadership, exposure to good examples, willingness to help others and conflict of interest on individuals’ dishonesty.

The findings in this research will help bring awareness to an ongoing challenge and comprehend the effects of ethical behaviors on employees. Additionally, results can encourage public organizations to create stricter ethical policies, find better levels of measurement and take higher consideration of employees' emotions. Thus, creating a positive environment for all.

His scathing critique was but the latest attack on an agency better known as the "Small Scandal Administration." Loans to criminals, government contracts for minority "fronts," the classification of American Motors as a small business, Whitewater, and other scandals—the Small Business Administration has lurched from one embarrassment to another. Despite the scandals and the policy failures, the SBA thrives and small business remains a sacred cow in American politics. Part of this sacredness comes from the agency's longstanding record of pioneering affirmative action. Jonathan Bean reveals that even before the Civil Rights Act of 1964, the SBA promoted African American businesses, encouraged the hiring of minorities, and monitored the employment practices of loan recipients. Under Nixon, the agency expanded racial preferences. During the Reagan administration, politicians wrapped themselves in the mantle of minority enterprise even as they denounced quotas elsewhere. Created by Congress in 1953, the SBA does not conform to traditional interpretations of interest-group democracy. Even though the public—and Congress—favors small enterprise, there has never been a unified group of small business owners requesting the government's help. Indeed, the SBA often has failed to address the real problems of "Mom and Pop" shop owners, fueling the ongoing debate about the agency's viability.

Book excerpt: Although the linking of "ethics" and "politics" may seem more like the ingredients for a comedian's monologue, it is a sober issue and one that affects every American—especially when it comes to state politics, where the cynical might say ethics can never survive. To find examples of the latest corruption du jour, all one has to do is turn to the newspaper, or switch on the local newscast (think Illinois and New Jersey). Scandals have been ubiquitous since the beginning of the Republic, but it wasn't until 1954 that ethical self-regulation began to move legislatively beyond bribery statutes to address deeper issues—those which, in New York Governor Thomas Dewey's words, skulked in the "shadowlands of conduct." Rosenson begins her exploration with that moment when New York became the first state to enact a general ethics law, setting standards and guidelines for behavior. Unforgiving and illuminating, she examines the many laws that have been enacted since and the reasons that many of these law came into being. It is crucial to the functioning of a democratic government to understand how and why ethics laws vary across legislatures, and it is surprising to discover that many states have become far more stringent than the U.S. Congress in laws and regulations. Using both qualitative historical sources and rigorous statistical analysis, Rosenson examines when and why, from 1954 to the present, legislators have enacted ethics laws that seem to threaten their own well-being. Among the economic, political, and institutional factors considered that have helped or hindered the passage of these laws, the most consistent was pure scandal, abetted by the media. To have good government, one must be able to trust it, and this book can help all citizens understand and find their way out of the shadowlands into the light.

In this revised second edition of The Recall, Joseph F. Zimmerman examines the rise of the recall in the United States and its use by American voters. Proponents of the recall believe the threat of removal from office would ensure that elected officials would act in accord with the public's will, while opponents fear their use would disrupt and inhibit public officers in the performance of their duties. Zimmerman provides a detailed analysis of how the recall has functioned in practice and discovers that the recall has seldom been employed against elected state officials. Although used more often against local government officials, the rate is still not exceptionally high when one considers the extremely large number of elected officials. After a century of use in the United States, the recall has not produced a new era of public official responsibility as hoped for by proponents, but neither has it caused extensive disruption of state and local governments, the original concern of early opponents.
