Book excerpt: The question of what to do with radioactive waste has dogged political administrations of nuclear-powered electricity-producing nations since the inception of the technology in the 1950s. As the issue rises to the forefront of current energy and environmental policy debates, a critical policy analysis of radioactive waste management in the UK provides important insights for the future. Nuclear Waste Politics sets out a detailed historical and social scientific analysis of radioactive waste management and disposal in the UK from the 1950s up to the present day; drawing international comparisons with Sweden, Finland, Canada and the US. A theoretical framework is presented for analysing nuclear politics: blending literatures on technology policy, environmental ethics and the geography and politics of scale. The book proffers a new theory of "ethical incrementalism" and practical policy suggestions to facilitate a fair and efficient siting process for radioactive waste management facilities. The book argues that a move away from centralised, high capital investment national siting towards a regional approach using deep borehole disposal, could resolve many of the problems that the high stakes, inflexible "megaproject" approach has caused across the world. This book is an important resource for academics and researchers in the areas of environmental management, energy policy, and science and technology studies.

Book excerpt: The UK Government's position as an advocate for nuclear power makes it difficult for the public to trust it as an impartial source of information. Technically competent public bodies that are independent of Government - such as the Health & Safety Executive and Office for Nuclear Regulation - are in a much better position to engender public trust and influence risk perceptions. The Committee calls on these regulators to make greater efforts to communicate risk to the public and develop their role as trusted sources of information for lay people, in addition to providing risk information for technical audiences. There is also a lack of strategic coordination across Government when it comes to risk communication. A senior individual in Government should lead a Risk Communication Strategy team, drawing together existing expertise within Departments and public bodies - and be visibly responsible for overseeing risk communication. Furthermore, the decision to class the Fukushima incident at the same 'Level Seven' magnitude as Chernobyl - despite there being significantly lower levels of radioactive material released into the atmosphere and no deaths directly attributable to the accident - demonstrates the need to revise the scale used to communicate the magnitude of nuclear accidents. The global body responsible for the International Nuclear and Radiological Event Scale (INES) should review the scale. This report also calls on sources to emphasise to the public that exceeding recommended minimal radiation exposure levels may not pose any risk to people or the environment

Book excerpt: This book investigates the widespread and persistent relationship between disasters and gender-based violence, drawing on new research with victim-survivors to show how the two forms of harm constitute ‘layered disasters’ in particular places, intensifying and reproducing one another. The evidence is now overwhelming that disasters and gender-based violence are closely connected, not just in moments of crisis but in the years that follow as the social, economic and environmental impacts of disasters play out. This book addresses two key gaps in research. First, it examines what causes the relationship between disasters and gender-based violence to be so widespread and so enduring. Second, it highlights victim-survivors’ own accounts of gender-based violence and disasters. It does so by presenting findings from original research on cyclones and flooding in Bangladesh and the UK and a review of global evidence on the Covid-19 pandemic. Drawing on feminist theories, it conceptualises the coincidence of gender-based violence, disasters and other aggravating factors in particular places as ‘layered disasters.’ Taking an intersectional approach that emphasises the connections between culture, place, patriarchy, racism, poverty, settler-colonialism, environmental degradation and climate change, the authors show the significance of gender-based violence in creating vulnerability to future disasters. Forefronting victim-survivors’ experiences and understandings, the book explores the important role of trauma, and how those affected go about the process of survival and recovery. Understanding disasters as layered casts light on why tackling gender-based violence must be a key priority in disaster planning, management and recovery. The book concludes by exploring critiques of existing formal responses, which often ignore or underplay gender-based violence. The book will be of interest to all those interested in understanding the causes and impacts of disasters, as well as scholars and researchers of gender and gender-based violence.
