During that period, governmental authority and traditional governmental functions have gradually shifted to local authorities at the municipal level. In keeping with this trend, the governments have attempted to diminish their role in the provision of social, human, and communal services and encouraged nongovernmental organizations to penetrate the arena of services previously supplied by the government. In the community domain, neighborhood organizations that encourage citizen involvement and participation in policymaking and decisions concerning their life and well-being have gained increasing influence. In this regard, the emergence of the community council and its development as a unique entity in the municipal arena is particularly noteworthy. The community council reflects an advanced stage in the development of community and voluntary organizations that lacked the organizational and professional infrastructure, know-how, and technologies, as well as the competence to cope with the powerful governmental and municipal establish ment. The community council reflects the developed civic consciousness of the city's residents, who demand responses to their changing and heterogeneous needs. In this context, neighborhood residents have sought to establish a powerful and influential organization that serves them and represents their interests vis-a.-vis the municipal and governmental authorities.

Book excerpt: This book pursues a dual objective: on the one hand, it focuses on the actual and potential roles of civil society in developing new forms of political, economic, and socio-cultural cooperation between the European Union and its neighbours. On the other hand, through this investigation of civil society networks we will contribute to debate on the EU’s role as promoter of greater regional co-operation. The rationale for this collection is thus defined by changing political relationships between the 27-member European Union and countries in its immediate vicinity. These transformations include the ongoing but by no means straightforward process of Turkey’s EU membership, an evolving (and complex) partnership with Russia and the development of deeper political, economic and social relationships with many other neighbouring countries. More specifically, the work presented here involves comparative studies of how the EU is perceived by civil society actors both within and outside the EU. We ask whether the EU’s promotion of cross-border co-operation (e.g. though the European Neighbourhood Policy) is empowering civil society within member states and in neighbouring countries such as Russia, Moldova, Turkey and Morocco. Book excerpt: For decades now, scholars and politicians alike have argued that the concentration of poverty in city housing projects would produce distrust, alienation, apathy, and social isolation—the disappearance of what sociologists call social capital. But relatively few have examined precisely how such poverty affects social capital or have considered for what reasons living in a poor neighborhood results in such undesirable effects. This book examines a neglected Puerto Rican enclave in Boston to consider the pros and cons of social scientific thinking about the true nature of ghettos in America. Mario Luis Small dismantles the theory that poor urban neighborhoods are inevitably deprived of social capital. He shows that the conditions specified in this theory are vaguely defined and variable among poor communities. According to Small, structural conditions such as unemployment or a failed system of familial relations must be acknowledged as affecting the urban poor, but individual motivations and the importance of timing must be considered as well. Brimming with fresh theoretical insights, Villa Victoria is an elegant work of sociology that will be essential to students of urban poverty.

Book excerpt: Originally published in 1986, this book is based on research carried out in 102 County secondary and Church of England secondary and primary schools in London, the North West Region and the West Midlands. It analyses data collected from interviews with 102 headteachers, 67 religious education teachers and 139 parents whose children were attending Church schools. The book is divided into four main areas. First it examines pupil admission policies, illustrating their effect both with the schools and on the neighbourhood. Second, it outlines the policies and practices adopted by Church school governors in appointing teaching staff and discusses the implications of these policies. The third area deals with school worship, assemblies and religious education and their place in the life of the school. The study highlights important issues and challenges facing schools especially where there is considerable religious diversity among pupils. It discusses some of the difficulties of implementing the law relating to the daily act of worship and why some schools observe the law while others disregard it. Key issues are explored which are central to the teaching of religious education: How RE teachers respond to religious diversity; why Christianity may or may not be given a central place in RE classes; what parents and RE teachers hope RE classes will achieve for pupils by the time they leave school. The fourth area focusses on multicultural education and illustrates the divergent views of headteachers on the aims, purposes and relevance on multicultural education.

Our thanks go to all those who took part in this year's MLDM. We appre- ate their submissions and the ideas shared with the Program Committee. We received over 205 submissions from all over the world to the International Conference on - chine Learning and Data Mining, MLDM 2009. The Program Committee carefully selected the best papers for this year’s program and gave detailed comments on each submitted paper. There were 63 papers selected for oral presentation and 17 papers for poster presentation. The topics range from theoretical topics for classification, clustering, association rule and pattern mining to specific data-mining methods for the different multimedia data types such as image mining, text mining, video mining and Web mining. Among these topics this year were special contributions to subtopics such as attribute discre- zation and data preparation, novelty and outlier detection, and distances and simila- ties.
