Book excerpt: This book gives a coherent explanation of the socio-economic dynamics of Japan from the thirteenth to the twentieth centuries by means of the evolution of internalized culture and the role of culture in the ordering of the market. The author argues that not only institutions but also culture matters in the ordering of the market and economic behavior. In the Occident, institutions have been pivotal in structuring and ordering the market economy and coordinating incentives of economic agents, as is emphasized by Douglas North. The author of this book argues that culture, defined as historically transmitted beliefs and values specific to each nation, may fulfill similar roles by establishing conventions and norms of behavior of individuals. Japan before the Meiji Restoration (1868) seems to be a typical case. The book presents an analysis of the formation of its internalized part of mental model, owing to religious reform in Buddhism in the thirteenth century and the consequent emergence of commerce-based growth driven by a decline in transaction costs in the Tokugawa Era, from the seventeenth through the mid-nineteenth centuries. Institutions had been largely inefficient due to serious cultural conflicts among classes, especially between the samurai and aristocrats. The relative costs of establishing and enforcing institutions were low in the Occident where internalized beliefs were based on the concept of public, by and large common among individuals; by contrast, in Japan, where internalized beliefs were strongly influenced by others nearby, that differed significantly among individuals, the costs were high because of difficulty in sharing mental models. The economic development of the Occident owed largely to the development of industrial technology nurtured under the development of various institutional devices to coordinate activities, whereas the economic growth of Japan during the Tokugawa Era was caused by the decrease in transaction costs in commercial activities owing to the standardization of conduct nurtured through the deliberate development of culture and to the efforts of small producers enhanced by religious motivation. After the Meiji Restoration, Occidental institutions and industrial technology flowed into Japan rapidly, and the Japanese enthusiastically absorbed the Occidental cultural system crystalized in Enlightenment values. At the same time, the struggle of Meiji leaders to establish national integrity and spirit was an attempt to adapt imported Occidental institutions to the traditional internalized culture and to maintain the merits of historical tradition as much as possible. The book argues that it is not easy to implement fusion or substitution of traditional internalized culture with any “advanced” culture of foreign societies.

Scott O’Bryan reinterprets this seemingly familiar history through an innovative exploration, not of the anatomy of growth itself, but of the history of growth as a set of discourses by which Japanese "growth performance" as "economic miracle" came to be articulated. The premise of his work is simple: To our understandings of the material changes that took place in Japan during the second half of the twentieth century we must also add perspectives that account for growth as a new idea around the world, one that emerged alongside rapid economic expansion in postwar Japan and underwrote the modes by which it was imagined, forecast, pursued, and regulated. In an accessible, lively style, O’Bryan traces the history of growth as an object of social scientific knowledge and as a new analytical paradigm that came to govern the terms by which Japanese understood their national purposes and imagined a newly materialist vision of social and individual prosperity. Several intersecting obsessions worked together after the war to create an agenda of social reform through rapid macroeconomic increase. Epistemological developments within social science provided the conceptual instruments by which technocrats gave birth to a shared lexicon of growth. Meanwhile, reformers combined prewar Marxist critiques with new modes of macroeconomic understanding to mobilize long-standing fears of overpopulation and "backwardness" and argue for a growthist vision of national reformation. O’Bryan also presents surprising accounts of the key role played by the ideal of full employment in national conceptions of recovery and of a new valorization of consumption in the postwar world that was taking shape. Both of these, he argues, formed critical components in a constellation of ideas that even in the context of relative poverty and uncertainty coalesced into a powerful vision of a materially prosperous future. Even as Japan became the premier icon of the growthist ideal, neither the faith in rapid growth as a prescription for national reform nor the ascendancy of social scientific epistemologies that provided its technical support was unique to Japanese experience. The Growth Idea thus helps to historicize a concept of never-ending growth that continues to undergird our most basic beliefs about the success of nations and the operations of the global economy. It is a particularly timely contribution given current imperatives to reconceive ideas of purpose and prosperity in an age of resource depletion and global warming.

Book excerpt: Premature announcements of the eclipse of nation states under 'globalization' and 'empire' stand exposed as the 21st century's first economic crisis underlines their continuing importance. A predominantly cultural study of nationalism was unable to resist the 'globalization' thesis. Focusing on selected Asian cases, this book argues that nationalisms have always contained political economies as well as cultural politics. Placing nation-states centrally in our understanding of modern capitalism, it challenges the 'globalization' thesis. Rather than eclipse, nations and nationalisms have undergone changes under the impact of neoliberalism since the 1970s. Classical 20th century developmental nationalisms emphasised citizenship, economy and future orientations. Later cultural nationalisms - 'Asian values', 'Hindutva', 'Confucianism' or 'Nihonjiron' - stressed identity, culture and past orientations. Amid neoliberalism's flagrantly unequal political economy, not primarily concerned with material production or productivity, they glorified static conceptions of 'original' cultures and identities - whether religious, ethnic or other - and justified inequality as cultural difference. In contrast to the popular mobilizations which powered developmental nationalisms, cultural nationalisms throve on neoliberalism's disengagement and disenfranchisement, albeit partially compensated by the political baptism of newly enriched groups. Extremist wings of cultural nationalism in some countries were a function of this lack of popular support. This book was published as a special issue of Third World Quarterly.
