This Cooperative Agreement was established on 31 October 2001 for a five year period spanning from 1 November 2001 to 31 October 2006, to provide technical assistance in cultural resources management to Department of Defense installations. The annual summary report presented herein covers the research activities conducted to date on six separate task orders issued during the second year of the Cooperative Agreement, 1 November 2002 to 31 October 2003. The six task orders are as follows: Task Order 2002-01: Fort Hood Cultural Resources Support, 2002; Task Order 2002-02: Temporal Predictive Archaeological Model for Fort Hood, TX; Task Order 2002-03: Constructing a Programmatic Agreement and Updating Cultural Resource Management Plans for 611 CES (U.S. Air Force), Alaska; Task Order 2002-04: Data Recovery Mitigation Test Project at Site 41CV595. Fort Hood, TX; Task Order 2002-06: Cultural Resources Assistance to Fort Knox, KY; and Task Order 2002-07: Cultural Resources Assistance to Eglin AFB, FL.

This report concludes that competition for federal lands in the West, regional habitat degradation in the East and on the Pacific Coast, and new scientific principles will make achievement of the core DoD resource management concerns of legal compliance and preservation of the military mission an increasingly complex issue. DoD will be required to interpret these goals in broad terms, to pay increased attention to the implications of trends in land use and land use policy outside the boundaries of the 25 million acres of DoD lands, and to develop new capabilities to cope with this complexity. Even the perspectives of the 104th Congress, with its emphasis on cost/benefit considerations and its potential willingness to consider justified exemptions, point to the need for DoD to bring additional analytic capabilities to the question of resource management. The report concludes that while issues of hazardous waste cleanup and management have dominated DoD environmental budgets, those issues are largely separable from the military mission and function under carefully scripted procedures. In contrast, resource management has a direct effect on the military mission and is likely to emerge as DoD's most fundamental environmental challenge.

The installation's mission is: to command, control, and operate Fort Belvoir and assigned attached units, to provide installation support to authorized activities and personnel assigned to or located in the geographical support area of Fort Belvoir, and to plan and maintain mobilization readiness for FB and tenant activities. Fort Belvoir is responsible for the stewardship of the cultural and historical resources located within its boundaries. Fort Belvoir s cultural resources responsibilities are defined by a wide range of laws, principally the National Historic Preservation Act (NHPA) of 1966, as amended, which requires Federal agencies to identify, inventory, evaluate, and protect properties listed in or eligible for listing in the National Register of Historic Places (National Register), and by DoD and DA regulations, including Army Regulation (AR) 200-4. Among other items, AR 200-4 requires that Fort Belvoir prepare an Integrated Cultural Resource Management Plan (ICRMP).

Eight (8) task orders were awarded in 2000. They include Integrated Cultural Resources Management Plans for Fort Hamilton, New York and Fort Campbell, Kentucky; a HABS/HAER Documentation project at Rock Island Arsenal, Illinois; a Cultural Resources Inventory and Evaluation for the proposed Automotive Technology Evaluation Facility at Aberdeen Proving Ground, Maryland; and Installation Cold War Inventory and Assessments at Fort Monmouth, New Jersey, Pine Bluff Arsenal, Arkansas, Umatilla Chemical Depot, Oregon, and the Soldier System Center, Natick, Massachusetts. The projects are at varying stages of progress: a draft lCRMP has been submitted to Fort Hamilton for review; draft reports are presently being written for Fort Monmouth, Pine Bluff, Umatilla and Fort Campbell (ICRMP); the survey at Aberdeen will begin in January 2001 and the projects at Rock Island and the Soldiers System Center will be initiated in the spring of 2001.

Book excerpt: The Legacy Resource Management Program, created after Congressional passage of the Defense Appropriations Act of 1991, requires a comprehensive, integrated resource management program for Department of Defense (DoD) installations and properties. To help meet the goals of the Legacy Program, researchers conducted an assessment of current resource programs. Objectives of this phase of the research were to (1) identify instances where natural resource and cultural resource programs have succeeded in coordinating management activities and (2) determine properties and processes that foster coordinated resource management. To meet these objectives, researchers conducted case studies of seven exemplary installations/activities. The studies showed that understaffing, particularly for cultural resources management, is a universal problem; a qualified, committed staff is considered the most important factor is establishing and maintaining a successful resources program. Inadequate funding does not inhibit coordination and project review between cultural and natural resources staffs, but it has prevented many installations from developing complete resource inventories. Strong command support and accurate information from installation resource inventories were also identified as critical factors in successful resource management.
