Book excerpt: The economic activity that drives growth in developing countries is heavily concentrated in cities. Catchphrases such as “metropolitan areas are the engines that pull the national economy” turn out to be fairly accurate. But the same advantages of metropolitan areas that draw investment also draw migrants who need jobs and housing, lead to demands for better infrastructure and social services, and result in increased congestion, environmental harm, and social problems. The challenges for metropolitan public finance are to capture a share of the economic growth to adequately finance new and growing expenditures and to organize governance so that services can be delivered in a cost-effective way, giving the local population a voice in fiscal decision making. At the same time, care must be taken to avoid overregulation and overtaxation, which will hamper the now quite mobile economic engine of private investment and entrepreneurial initiative. Metropolitan planning has become a reality in most large urban areas, even though the planning agencies are often ineffective in moving things forward and in linking their plans with the fiscal and financial realities of metropolitan government. A growing number of success stories in metropolitan finance and management, together with accumulated experience and proper efforts and support, could be extended to a broader array of forward-looking programs to address the growing public service needs of metropolitan-area populations. Nevertheless, sweeping metropolitan-area fiscal reforms have been few and far between; the urban policy reform agenda is still a long one; and there is a reasonable prospect that closing the gaps between what we know how to do and what is actually being done will continue to be difficult and slow. This book identifies the most important issues in metropolitan governance and finance in developing countries, describes the practice, explores the gap between practice and what theory suggests should be done, and lays out the reform paths that might be considered. Part of the solution will rest in rethinking expenditure assignments and instruments of finance. The “right” approach also will depend on the flexibility of political leaders to relinquish some control in order to find a better solution to the metropolitan finance problem.

The first important step towards systematically evaluating the suitability of SOM models for these purposes is to test their simulations against real data. Book excerpt: The NATO ARW in Irkutsk was an excellent occasion for the coming together of Eastern and Western scientists who are involved in tropospheric science; the workshop has greatly contributed to the scientific and social understanding among the participants from the many different countries. Many new personal contacts were made which will help to strengthen future collaborations. In particular, the Lake Baikal area and the Limnological Institute offer splendid opportunities for environmental research which, in part, is already on going. For most participants it was the first time to see the impressive nature of the Lake Baikal region. Hopefully, there will be a chance for a follow-up event in Siberia where researchers from the East and West can again meet and engage in fruitful scientific dialogue. The book contains extended abstracts of the lectures and the poster presentations presented at the NATO ARW "Global Atmospheric Change and its Impact on Regional Air Quality" Irkutsk, Lake Baikal, Russian Federation, August 21-27, 2001. The ARW was composed of 22 oral presentations by key lecturers and 6 additional shorter oral presentations from participants. In a special poster session the 36 poster contributions were presented and discussed. Unfortunately not all contributors submitted extended abstracts, however, to compensate two contributions have been added from 2 participants who were originally invited but were unable to attend.

Book excerpt: Africa is not on track to meeting the Sustainable Development Goal (SDG) 2 targets to end hunger and ensure access by all people to safe, nutritious and sufficient food all year round and to end all forms of malnutrition. The number of hungry people on the continent has risen by 47.9 million since 2014 and now stands at 250.3 million, or nearly one-fifth of the population. The 2017, 2018 and 2019 editions of this report explain that this gradual deterioration of food security was due to conflict, weather extremes, and economic slowdowns and downturns, often overlapping. A continued worsening of food security is expected also for 2020 as a result of the COVID-19 pandemic. In addition to hunger, across all countries in Africa millions of people suffer from widespread micronutrient deficiencies, and overweight and obesity are emerging as significant health concerns in many countries. This report shows that the food system in Africa does not provide food at a cost that makes nutritious food affordable to a majority of the population, and this is reflected in the high disease burden associated with maternal and child malnutrition, high body-mass, micronutrient deficiencies and dietary risk factors. The report also shows that current food consumption patterns impose high health and environmental costs, which are not reflected in food prices. The findings presented in this report highlight the importance of prioritizing the transformation of food systems to ensure access to affordable and healthy diets for all, produced in a sustainable manner.

The preparation of analytical methodologies and tools for carrying out assessments of vulnerability and adaptation to climate change is therefore of prime importance to these countries. Such assessments are needed to both fulfill the reporting requirements of the countries under the FCCC as well as to prepare their own climate change adaptation and mitigation plans. The vulnerability and adaptation assessment guidelines prepared by the U.S. Country Studies Program bring together all the latest knowledge and experience from around the world on both vulnerability analysis as well as adaptation methodologies. It is currently being applied successfully by scientists in over fifty countries from all the regions of the globe. This guidance is being published to share it with the wider scientific community interested in global climate change issues. This guidance document has two primary purposes: • To assist countries in making decisions about the scope and methods for their vulnerability and adaptation assessments, • To provide countries with guidance and step-by-step instructions on each of the basic elements of vulnerability and adaptation assessments.

They explained some of the viewpoints in recent debates about the future security environment. Debates in China are generally concealed, and frequently authors pretend they do not exist. However muted they may be, China's debates about the future nevertheless exist and merit attention if we are to understand the premises of China's national strategy and set a baseline from which to measure any future change in these premises.

Book excerpt: In this book, 23 scholars from Ukraine, France, Great Britain, Russia, and Denmark celebrate the 70th birthday of the archaeologist, A.N. Sceglov. Sceglov is one of the pioneers in the investigation and history of ancient Crimea, as well as a widely recognized authority in the studies of northern Black Sea antiquities. The Tarchankut expedition established by Sceglov in 1959 explored a number of sites of the remote chora of Tauric Chersonesos. Panskoe I ranks among the most prominent of them, and Sceglov has devoted more than 30 years of his life to this unique and exceptionally well-preserved Greek settlement. The contributions to this publication shed new light on a vast range of Black Sea issues: from the earliest settlements and their functions to the formation of a Russian science of classical antiquities. In focus are the important Greek cities Histira, Olbia, Chersonesos, and Herakleia Pontike, the cities' material culture and their relationship to their own rural territory and to their non-Greek neighbors. Until now most research in this area has been conducted solely by Russians and published in Russian, but now the rest of the world is able to get a glimpse of the Black Sea area during antiquity. Pia Guldager Bilde is the director of the Danish National Research Foundation's Centre for Black Sea Studies, in Aarhus. Jakob Munk Hte and Vladimir F. Stolba are both researchers at the same center.
