Book excerpt: The study intends to assist in planning for cultural heritage conservation in project environmental assessments, and complement instructions under operational directives on both environmental assessment, and cultural property. Based on library research, and discussions with Africa experts, the study cautions on the information provided on the subject, since both qualitative, and quantitative findings have serious data gaps. The changing nature of African culture is taken into account, in reflecting on cultural heritage issues, for little is known about site distribution, since geographical distribution varies considerably form one country to another. Undoubtedly, Africa is the continent paramount in studies of human evolution, both in human paleontology, and the archaeology of human origins, however, archaeology in Sub-Saharan Africa is a relatively recent innovation. Descriptions on traditional, and colonial architecture, including cultural landscapes identify the result of human interventions, including the rich traditions of daily life through its material culture. Projects on cultural heritage issues should contain an executive summary; policy, legal and administrative frameworks; and, concise project description, to assess the dimensions of socioeconomic conditions. Mitigating measures should include site conservation, archaeology recovery, and enhancement of site improvements.

However, cultural heritage resources in many parts of the developing world are gradually becoming key in social (e.g. communities’ identities and museums), economic (heritage tourism and eco-tourism), educational (curriculum development), civic (intergenerational awareness), and international resources management (e.g. UNESCO). In universities, African cultural heritage resources are facing a challenge of being brought into various academic discourses and syllabi in a rather reactive and/or haphazard approach, resulting in failure to fully address and research these resources’ conservation needs to ensure that their use in multiple platforms and by various stakeholders is sustainable. This book seeks to place African cultural heritage studies and conservation practices within an international and modern world discourse of conservation by presenting its varied themes and topics that are important for the development of the wider field of cultural heritage studies and management.

Book excerpt: The Sustainable Development Goals (SDGs) adopted by the UN in 2015 have influenced the actions of international and intergovernmental organisations and governments around the world, and have dictated priorities for international aid spending. Culture, including heritage, is often presented as fundamental to addressing the SDGs: since 2010, the United Nations has adopted no fewer than five major policy recommendations that assert its importance as a driver and enabler of development. Yet, heritage is marginalized from the Sustainable Development Goals. Rethinking Heritage for Sustainable Development constitutes a substantial and original assessment of whether and how heritage has contributed to three key dimensions of sustainable development (namely poverty reduction, gender equality and environmental sustainability) within the context of its marginalisation from the Sustainable Development Goals and from previous international development agendas. Sophia Labadi adopts a novel, inclusive, large-scale and systematic approach, providing the first comprehensive history of the international approaches on culture (including heritage) for development, from 1970 to the present day. This book is also the first to assess the negative and positive impacts of all the international projects implemented in sub-Saharan Africa by a consortium of UN organisations that aimed to provide evidence for the contribution of heritage for development in time for the negotiation of the SDGs.
