Cantopop, its particular form of pop music, was popular throughout China and East Asia from the 1970s. So why is Hong Kong’s creative industry today in a state of stagnation? Cultural Policy and East Asian Rivalry unravels the challenges faced by the creative industries in Hong Kong in relation to the wider East Asian context in countries including Singapore, Japan, Korea, Vietnam, Malaysia and China. Based on a four-year study of the gaming industry in Hong Kong, this book explores the barriers that creative industries face in the region. Fung argues that a lack of cultural policy in Hong Kong has damaged the gaming industry and by extension all creative industries in the region by rendering them uncompetitive. Conversely, the growing strength of cultural policy in other countries across the region has created further barriers for the industry.

It addresses the shift in official thinking toward the role of popular culture in the political life of states brought about by the massive circulation of cultural commodities and the possibilities for attaining "soft power". In contrast to earlier studies, this volume pays particular attention to the role of states and cross-state cultural interactions in these processes. It is the first major attempt to look at these issues comparatively and to provide an important corrective to the limitations of existing scholarship on popular culture in Asia that have usually neglected its political aspects. As part of this move, the essays in this volume suggest a widening of disciplinary perspectives. Hitherto, the preponderance of relevant studies has been in cultural and media fields, anthropology or history. Here the contributors explicitly draw on other disciplinary perspectives – political science and international relations, political economy, law, and policy studies – to explore the complex interrelationships between the state, politics and economics, and popular culture. The essays in this book offer the most detailed and probing examination to date of the cultural dimension of the Cold War in Southeast Asia. Southeast Asian culture from the late 1940s to the late 1970s was primarily shaped by a long-standing search for national identity and independence, which took place in the context of intense rivalry between the United States and the Soviet Union, with the Peoples' Republic of China emerging in 1949 as another major international competitor for influence in Southeast Asia. Based on fieldwork in Burma, Indonesia, Laos, Malaysia, the Philippines, Singapore, Thailand, and Vietnam, the essays in this collection analyze the ways in which art, literature, film, theater, spectacle, physical culture, and the popular press represented Southeast Asian responses to the Cold War and commemorated that era's violent conflicts long after tensions had subsided. The widespread diffusion of the Internet, and the concomitant rise of non-professional online publishing and social networking, is creating new communities among the consumers of these cultural commodities. Rivalry for leadership in the sphere of the culture industries provides a fertile field for the study of soft market power versus hard political power. The competing national discourses of the 'Korean Wave' (hallyu) and Japan's 'Gross National Cool' indicate a struggle for new forms of influence in the East Asian region, a struggle that is becoming more intense as China, too, starts to exert soft power influence on a global scale in the form of cultural industries and foreign aid. Complicated Currents: Media Flows, Soft Power and East Asia addresses transnational production and consumption of media products such as cinema, television dramas, popular music, comics and animation in Japan, South Korea and China. Its multidisciplinary approaches include cultural studies, gender studies, media studies, and a content analysis of the popular discourse of otherness in the East Asian context. He contrasts the great traditions of Confucian East Asia with the Southeast Asian cultures and the South Asian traditions of Hinduism and Islam, and explores the national differences within these larger civilizations. Breaking with modern political theory, Pye believes that power differs profoundly from one culture to another. In Asia the masses of the people are group-oriented and respectful of authority, while their leaders are more concerned with dignity and upholding collective pride than with problem-solving. As culture decides the course of political development, Pye shows how Asian societies, confronted with the task of setting up modern nation-states, respond by fashioning paternalistic forms of power that satisfy their deep psychological craving for security. By analyzing artifacts from diverse media including travelogues, records of speech, photographs, radio broadcasts, surgical techniques, tattoos, anthropometric postcards, fiction, the popular press, film and soundtracks—an archive that chronicles the quotidian experiences of the colonized—their essays shed light on the politics of inclusion and exclusion that underpinned Japanese empire. One way this volume sets itself apart is in its use of affect as a key analytical category. Colonial politics depended heavily on the sentiments and moods aroused by media representations of race, and authorities promoted strategies that included the colonized as imperial subjects while simultaneously excluding them on the basis of "natural" differences. Chapters demonstrate how this dynamic operated by showing the close attention of empire to intimate matters including language, dress, sexuality, family, and hygiene. The focus on affect elucidates the representational logic of both imperialist and racist discourses by providing a way to talk about inequalities that are not clear cut, to show gradations of power or shifts in definitions of normality that are otherwise difficult to discern, and to present a finely grained perspective on everyday life under racist empire. It also alerts us to the subtle, often unseen ways in which imperial or racist affects may operate beyond the reach of our methodologies. Taken together, the essays in this volume bring the case of Japanese empire into comparative proximity with other imperial situations and contribute to a deeper, more sophisticated understanding of the role that race has played in East Asian empire.
