Book excerpt: "This research paper uses a qualitative approach to argue that while efforts by senior leaders to incorporate the Army Reserve as a partner in an interdependent Total Force have been significant, no attempts have been made to address the underlying cultural differences between the components. In order to make long lasting changes to an organization, leaders must act now to address the underlying cultural differences between the two components and transform both to a shared culture. Otherwise, recent progress that has been achieved towards a Total Force could be destined to fail. This paper argues for implementing four recommendations to forge a common Army culture and institutionalize the progress that has already been made towards the Total Force concept. The first recommendation is to increase marketing, recruitment, and leadership communication in the Army Reserve. This increase would emphasize the Army Reserve as an operational force and dispel the notion of a “weekend warrior”. This would build trust in the reserve components and provide reserve component Soldiers with realistic expectations of their service and help them to be better prepared when they are called to deploy. The second recommendation is to reorganize the Title XI support to the Army Reserve by disestablishing the active Army’s training support structure and harvesting those positions into operational multicomponent units and embedded positions throughout the Army Reserve. The result would significantly increase the readiness of the Army Reserve and the development of a shared culture by moving personnel to where they can have the biggest impact on the unit while ensuring a cross pollination of both component’s cultures and experiences."--Abstract.

Rather than facing an ideologically driven great power alliance, the new threat appears to be emanating from failed or failing states. And rather than preparing to deter, and if necessary, defeat, a military super power the United States has entered into long, costly, and uncertain nation building efforts that are falling out of favor with the American public facing a deep recession. Nation building efforts in Iraq and Afghanistan have exposed an imbalance in the capabilities of the departments and agencies and an inability to achieve a unity of effort, a whole of government effort. High level commissions recommend a reallocation of resources to achieve a new balance in the instruments of power and major reorganizations to affect a better orchestration of the instruments. Others are completely redefining national security. Traditionally, threats to national security were military problems with military solutions. What were considered issues of foreign policy -- including pandemics and environmental degradation -- are increasingly cast as national security matters. They are not military problems with military solutions. A national security strategy aligns ends, ways, and means. Finding a new alignment must take place in an environment of a deep and wide recession, partisan gridlock, and uncertainty about the very meaning of national security. This book presents the reader with the information necessary to engage in an informed debate on national security strategy and the system that supports it.

Book excerpt: The transformation of the Army into a strategically responsive, expeditionary force that is dominant across the full spectrum of operations requires significant cultural, doctrinal and organizational change as well as advanced technological solutions. Such changes and technology must support the Army at every point on the spectrum of operations and must be suitable for the current as well as future forces. These changes and technologies must offer far-reaching capabilities that enable the Capstone Concept for Joint Operations (CCJO) and the Army's Future Force Capstone Concept. Simply improving existing platforms, doctrine, organizations and Army culture does not support the transformation envisioned in either of the aforementioned conceptual documents. Achieving this robust water transport capability requires new ways and means - enabled by truly transformational doctrine, organizations, training, materiel, leadership and education, personnel and facilities (DOTMLPF) and policy. The major shift in Army watercraft operation focuses on our ability to rapidly project and sustain operational forces within and through the littoral areas of the world. Expeditionary units and enabling technologies provide the commander the water transport capability to achieve positional advantage over operational and tactical distances. These water transport assets are not limited to operating in major or minor ports, but can also operate in austere port environments or over bare beaches. To maximize effectiveness, combat forces must be able to move autonomously, plan and rehearse while en route, and arrive in an immediately employable configuration. Transformation also emphasizes an improved link between operations and logistics, resulting in precise, reliable distributed support and sustainment to the warfighter. Future watercraft, and the units that employ them, must be fast, efficient, and agile; able to move with precision in a quickly changing environment. They must be capable of moving intact current and future force units forward of the strategic port; delivering platforms laden with retail supply; or delivering humanitarian and disaster relief materiel, all the while staying fully aware of the current and future operational situation. Army water transport forces provide the combatant commanders the maneuver capability to rapidly move forces, support and sustainment to the right place, at the right time, and in the right quantities. As the Army transforms, potential adversaries will adopt anti-access strategies. State or non-state forces will rely on anti-access measures to delay or counter the application of U.S. military capabilities. Future adversaries will marshal their limited assets and focus them on the most likely points of entry into the region. Traditionally, these are major air and seaports or major geographical choke points that must be navigated to achieve entry. Joint Force enabling concepts, units and technologies must provide the operational commander lift assets that bypass these known points, diminishing any asymmetrical advantage held by an adversary. They must allow the commander to pick the time and place of their choosing to initiate action and, thereby, to seize and hold the initiative in a tactical environment. Army watercraft and Army soldier-mariners must be fully trained, equipped and capable of operating in this dynamic joint environment. Chapters will be updated accordingly as DOD and Army leadership make decisions regarding DOTMLPF and policy that inform further development of ATTP 4-15. This publication applies to the Active Army, the Army National Guard (ARNG)/Army National Guard of the United States (ARNGUS), and the United States Army Reserve (USAR) unless otherwise stated. Thus, the issue continues to capture the attention of policymakers who seek ways to overcome these impediments and facilitate greater integration. This priority has been addressed most recently by national commissions addressing the future of both the Army and the Air Force. While each of these sets of proposals provides ideas for enhancing integration and providing a greater total force culture, the proposals are neither complete nor fully reflective of all potentially relevant policies and practices. Further, the policy prescriptions are service specific and do not reflect broader insights that cut across services. Last, none of these efforts clearly define the desired purpose and end state for integration against which integration initiatives can be evaluated. For these reasons, a more comprehensive analysis is needed of policies and practices that can contribute to the ultimate objective of improving total force integration and achieving a total force culture. The objective of this study is to provide insights on policies that can foster cross-component integration and incentives for cross-component service that contribute to the most effective total force possible and benefit individual service members, as well as both the active and reserve components. The focus of this report is on factors that can increase cross-component knowledge and awareness, which contribute to achieving the larger goal of cross-component integration.
