Book excerpt: Little is known about the relative efficiency with which alternative educational policies, set by central governments, actually influence pupil achievement. This study examines the influence of economic wealth and government spending policies on school completion rates among pupils in Mexico's states, 1973-1979. The study finds that economic factors largely determine a state's school completion rate. In addition, the evidence suggests that the provision of more places within public preschools is the most cost-effective strategy for raising primary school completion. Reducing the pupil teacher ratio is related to school completion in the short-run but is an inefficient strategy. Increasing the percentage of teachers possessing paper credentials also yields low returns relative to costs.

Book excerpt: Beginning in 1983, the Mexican government implemented one of the most extensive programs of market-oriented reform in the developing world. Downsizing the State examines a key element of this reform program: the privatization of public firms. After providing a broad overview of the growth and decline of public ownership in Mexico, Dag MacLeod analyzes the process of privatization in three key industries - aviation, telecommunications, and railroads. Drawing upon interviews with government officials, business executives, and labor leaders as well data from government archives and corporate documents, MacLeod highlights the difficulties of linking market reforms to improved public welfare. Privatization failed to live up to its promise of raising living standards or decentralizing the economy. Indeed, privatization actually increased the concentration of wealth in Mexico while redirecting the economy toward foreign markets. Downsizing the State is a theoretically innovative account of how actors and institutions may construct capitalist markets so that they actually resemble the asocial ideal of neoclassical economics: facilitating exchange among actors while denying the obligations and commitments that attach to other types of social relations.

Feeding Mexico: The Political Uses of Food since 1910 traces the Mexican government's intervention in the regulation, production, and distribution of food from the days of Cardenas to the recent privatization inspired by NAFTA. Professor Ochoa argues that the real goals of the government's food subsidies were political, driven by presidential desires to court urban labor. Many of the agencies and policies were hastily set in place in response to short-term political or economic crises. Since the goals were not to alleviate poverty, but to provide modest subsidies to urban consumers, the policies did not eliminate destitution or malnutrition in the country. Despite the minimal achievements of these interventionist policies, the State Food Agency provided a symbol of the state's concern for the workers. The elimination of the Agency in the 1990s prompted social protest and unrest. Feeding Mexico is the first study to examine the creation of networks to deliver food products, the relationship of these channels of distribution to the food crisis, and the role of the state in trying to ameliorate the problem. Based on exhaustive research of new archival material and richly documented with statistical tables, this book exposes the dynamics and outcome of social policy in twentieth-century Mexico.
