During a single period of heightened U.S. assistance known as Plan Colombia, the Colombian military killed more than 5,000 civilians. In Plan Colombia John Lindsay-Poland narrates a 2005 massacre in the San José de Apartadó Peace Community and the subsequent investigation, official cover-up, and response from the international community. He examines how the multibillion-dollar U.S. military aid and official indifference contributed to the Colombian military's atrocities. Drawing on his human rights activism and interviews with military officers, community members, and human rights defenders, Lindsay-Poland describes grassroots initiatives in Colombia and the United States that resisted militarized policy and created alternatives to war. Although they had few resources, these initiatives offered models for constructing just and peaceful relationships between the United States and other nations. Yet, despite the civilian death toll and documented atrocities, Washington, DC, considered Plan Colombia's counterinsurgency campaign to be so successful that it became the dominant blueprint for U.S. military intervention around the world.

Each chapter delves into specific ethical and methodological challenges, with particular attention to unequal power relations in the co-creation of knowledge, questions about representation and ownership, and the adaptation of methodological approaches to contexts of mobility. Book excerpt: The Beagle conflict was a territorial dispute between Argentina and Chile over the determination of the layout of the eastern mouth of the Beagle Channel, which affected the sovereignty of the islands located south of the channel, and east of Cape Horn and its adjacent maritime spaces. The first antecedents of the conflict date back to 1888, seven years after the signing of the Treaty of Limits. In 1901, the first Argentine map appeared in which some of the islands in question were drawn as within Argentinas control. Despite the small size of the islands, their strategic value between the Atlantic and Pacific oceans caused a long conflict between the two South American states that went on for much of the 20th century, causing a number of minor incidents, and almost culminating in a major war. The conflict focused on the dispute over the sovereignty of the islands and the oceanic rights generated by them to Chile, but it was not limited exclusively to these islands. Volume 1 of The Beagle Conflict mini-series covers the origins of the dispute and border clashes between the two countries from the time of the independence of Chile and Argentina from the Spanish Crown, until early 1978, and is illustrated with original photographs, custom-drawn artworks and maps.

This Forum was unique in examining the water problems of the Americas and identifying water management experience gleaned in other parts of the world that might be useful in addressing the problems of the Americas. The sessions illustrated how the water problems of the Americas are common problems, differing only in degree from basin to basin. There was unanimity among the participants about the need for all inhabitants of the Americas to work together to ensure that everyone has access to adequate quantities of healthy water supplies and to appropriate sanitation services. This volume’s approach is to identify different responses and policies that address common issues and learn from contrasts and experiences. The value and potential that this approach affords is that it provides critical judgments about what has worked well and what needs to be done to gain a better future for the Americas’ water resources and society. Some issues covered in the volume are so pressing and urgent, chief among them is serving the unserved, that any delays putting out new facilities in many a rural areas of Central America may cost lives and reduce the outlook for children. Additionally, the volume makes clear that the outlook for the poorest and the future of hundreds of growing cities are threatened by climate change. This book looks into the future by analyzing present and relevant data and gains insight from the different developmental stages of the hemisphere.

Book excerpt: This book examines the most polemical atrocity of the Spanish Civil War: the massacre of 2,500 political prisoners by Republican security forces in the villages of Paracuellos and Torrejâon de Ardoz near Madrid in November/December 1936. The atrocity took place while Santiago Carrillo -- later Communist Party leader in the 1970s -- was responsible for public order. Although Carrillo played a key role in the transition to democracy after Franco's death in 1975, he passed away at the age of 97 in 2012 still denying any involvement in 'Paracuellos' (the generic term for the massacres). The issue of Carrillo's responsibility has been the focus of much historical research. Julius Ruiz places Paracuellos in the wider context of the 'Red Terror' in Madrid, where a minimum of 8,000 'fascists' were murdered after the failure of military rebellion in July 1936. He rejects both 'revisionist' right-wing writers such as Cesar Vidal who cite Paracuellos as evidence that the Republic committed Soviet-style genocide and left-wing historians such as Paul Preston, who in his Spanish Holocaust argues that the massacres were primarily the responsibility of the Soviet secret police, the NKVD. The book argues that Republican actions influenced the Soviets, not the other way round: Paracuellos intensified Stalin's fears of a 'Fifth Column' within the USSR that facilitated the Great Terror of 1937-38. It concludes that the perpetrators were primarily members of the Provincial Committee of Public Investigation (CPIP), a murderous all-leftist revolutionary tribunal created in August 1936, and that its work of eliminating the 'Fifth Column' (an imaginary clandestine Francoist organisation) was supported not just by Carrillo, but also by the Republican government. In Autumn 2015 the book was serialised in El Mundo, Spain's second largest selling daily, to great acclaim.
