In particular, the book analyzes how the Russian government uses cyber operations, disinformation, protests, assassinations, coup d'états, and perhaps even explosions to destroy democracies from within, and what the United States and other NATO countries can do to defend themselves from Russia's onslaught. The Kremlin has been using cyber operations as a tool of foreign policy against the political infrastructure of NATO member states for over a decade. Alongside these cyber operations, the Russian government has launched a diverse and devious set of activities which at first glance may appear chaotic. Russian military scholars and doctrine elegantly categorizes these activities as components of a single strategic playbook —information warfare. This concept breaks down the binary boundaries of war and peace and views war as a continuous sliding scale of conflict, vacillating between the two extremes of peace and war but never quite reaching either. The Russian government has applied information warfare activities across NATO members to achieve various objectives. What are these objectives? What are the factors that most likely influence Russia's decision to launch certain types of cyber operations against political infrastructure and how are they integrated with the Kremlin's other information warfare activities? To what extent are these cyber operations and information warfare campaigns effective in achieving Moscow's purported goals? Dr. Bilyana Lilly addresses these questions and uses her findings to recommend improvements in the design of U.S. policy to counter Russian adversarial behavior in cyberspace by understanding under what conditions, against what election components, and for what purposes within broader information warfare campaigns Russia uses specific types of cyber operations against political infrastructure.

Its principle question asks, has individual privacy and collective security been successfully managed and balanced? The author begins by assessing several technologically-based problems facing British law enforcement agencies, including use of the Internet; the existence of ‘darknet’; untraceable Internet telephone calls and messages; smart encrypted device direct messaging applications; and commercially available encryption software. These problems are then related to the traceability and typecasting of potential terrorists, showing that law enforcement agencies are searching for needles in the ever-expanding haystacks. To this end, the book examines the bulk powers of digital surveillance introduced by the Investigatory Powers Act 2016. The book then moves on to assess whether these new powers and the new legislative safeguards introduced are compatible with international human rights standards. The author creates a ‘digital rights criterion’ from which to challenge the bulk surveillance powers against human rights norms. Lord Carlile of Berriew CBE QC in recommending this book notes this particular legal advancement, commenting that rightly so the author concludes the UK has fairly balanced individual privacy with collective security. The book further analyses the potential impact on intelligence exchange between the EU and the UK, following Brexit. Using the US as a case study, the book shows that UK laws must remain within the ambit of EU law and the Court of Justice of the European Union's (CJEU's) jurisprudence, to maintain the effectiveness of the exchange. It addresses the topics with regard to terrorism and counterterrorism methods and will be of interest to researchers, academics, professionals, and students researching counterterrorism and digital electronic communications, international human rights, data protection, and international intelligence exchange.

Book excerpt: This book examines the concept of witness protection which is still at an early developmental stage in several African countries including Nigeria, from a legal and institutional perspective. Recent developments in Nigeria highlight the need to clarify legal and conceptual issues within the existing legal framework for protecting witnesses. Using the Nigerian case study, the book illustrates some obscurities inherent in the concept of witness protection. These are highlighted around five critical areas: the definition of witness protection; the scope of beneficiaries requiring protection; the nature of crimes necessitating protection; the nature of protective measures; and the administrative control of witness protection. Specifically, this book draws from the existing literature and practices of witness protection and adopts two distinct perspectives: the criminal justice perspectives and human rights perspectives as heuristic tools for analysing the concept and to separate the disparate influences that shape how it is construed. These distinctions are utilised throughout the book as an integrated way of conceptualising the concept of witness protection. By discussing the practice of witness protection within the Nigerian context, the book contributes to African conversations on the topic of witness protection. The clarifications made in this book are utilised in making normative proposals for developing a legal framework for witness protection in Nigeria. They are also useful for other African countries interested in developing a witness protection framework as part of criminal justice reform.
