Book excerpt: Excerpt from The Crown Colonies of Great Britain: An Inquiry Into Their Political Economy, Fiscal Systems, and Trade A second edition of this pamphlet has been found necessary in order to meet a demand, and it will be also useful by appearing almost at the same time as a new pamphlet just issued* At the end of the West Indian chapter some additional matter affecting those colonies, which appeared in former pamphlets, has been condensed and inserted for convenience of reference. The two pamphlets now contain a complete statement as far as these colonies are concerned. A memo, (on the appointment of a Commission of Inquiry), dated 3rd August, 1886, was issued by Sir William Robinson, Governor of Trinidad. In this document the Governor argues in favour of the abolition of the chief export duties and the import duties on food articles. The document is a valuable contribution, and must materially aid in determining the West Indian Administrations to adopt a sound, free trade policy. Sir William says: "Liberating trade from fiscal discouragement means, therefore, without doubt, a considerably larger import trade than we now possess, an improved condition of our people, socially and physically, and a corresponding decrease in certain items of expenditure. Collaterally it means a greater export of sugar, asphalt, cocoa, bananas, cocoa-nuts, oranges, ground nuts, tobacco, fibres, and every other production, now cultivated or to be hereafter cultivated, to the United States and England, as all international trade necessarily means an interchange of cargoes."
