Book excerpt: China's dramatic economic growth in the last two decades of the last century and the prospect of its rise as a great power in this new one have greatly increased its weight and importance in world affairs. Consequently the progress, or lack of progress, of China's transition to democracy has become a central concern of the international community. This timely collection brings together many well-known scholars to systematically explore China's current government and assess that transition toward democracy. The contributors seek to bridge the gap between normative theories of democracy and empirical studies of China's political development by providing a comprehensive overview of China's domestic history, economy, and public political ideologies. Overall the volume contends that Chinese culture and Confucianism are not the obstacles to democratic transition that some scholars have said they are, and that the success of market reforms has eroded authoritarian rule. This weakening does not guarantee a successful transition, however, and the contributors show that there are many reasons to be skeptical about the short-term prospects for democracy in China, including historical failures, the underdevelopment of civil society, political apathy, and competing social values. Though China's political culture is essentially neither anti-democratic not pro-democratic, it must still overcome many obstacles in order to achieve democracy.

This book is the first to analyse artworks as forms of counter-revanchism in the context of the rise of the global city. How do artists channel the global spatial conflicts of the 21st century through their behaviours, actions, and constructions in and on the actually existing conditions of the street? What does it mean for artists—the very symbol of freedom of personal expression—to shut down space? To refuse entry? To block others’ passage? The late critical geographer Neil Smith’s influential writing on the revanchist city is used as a theoretical frame for understanding how contemporary artists engender the public sphere through their work in public urban spaces. Each chapter is a case study that analyses artworks that have taken the form of walls and barricades in China, USA, UK, Ukraine, and Mexico. In doing so, the author draws upon diverse fields including art history, geography, philosophy, political science, theatre studies, and urban studies to situate the art in a broader context of the humanities with the aim of modelling interdisciplinary research grounded in an ethics of solidarity with global social justice work. Collectively these case studies reveal how artists’ local responses to urban revanchism since the end of the Cold War are productive reorientations of social relations and harbingers of worlds to come. By using plain language and avoiding excessive academic jargon, the book is accessible to a wide variety of readers. It will appeal to scholars and graduate students in the fields of studio art, modern and contemporary art history, performance studies, visual culture, and visual studies; especially in relation to those interested in conceptual practices, performance art, site-specificity, public art, political activism, and socially engaged art. This fundamental change took place under the Chinese Communist Party (CCP), which has been ideologically and politically predisposed to suppress private ownership. In Dancing with the Devil, Yi-min Lin explains how and why such a paradoxical reality came about. He shows that private ownership became a necessary evil for the CCP because the public sector was increasingly unable to address two essential concerns for regime survival: employment and revenue. Focusing on political actors as major change agents, Lin examines how their self-interested behavior led to the decline of public ownership in the context of China's evolving demographics and fiscal system. The constraints and incentives associated with these factors help explain CCP leaders' initial decision to allow limited private economic activities at the outset of reform. They also shed light on the ballooning opportunism among lower officials, which undermined the vitality of public enterprises. Furthermore, they hold a key to understanding the timing of the massive privatization in the late 1990s, as well as its tempo and spread thereafter. Dancing with the Devil illustrates how the driving forces developed and played out in these intertwined episodes of the story. In so doing, it offers new insights into the mechanisms of China's economic transformation and enriches theories of institutional change.
