Warfighting domains, including air, land, and sea, where the United States has dominated for almost one half-century, are increasingly being tested by traditional states, as well as non-state actors. Globalization has facilitated the ability of less capable nations to garner critical warfighting technology. The parity in technology between nations at war is no longer as great. This leveled the playing field and allowed for non-state actors to have dramatic influence on powerful nations, which has not been the case in the past. Fiscal limitations, unsustainable operations tempos, inadequate training, and current operational planning paradigms and processes have put the United States Military in a perilous situation and hindered its ability to conduct effective and efficient defense. The greatest calamity that could arise from these realities is the inability to address XDS in full-spectrum combat operations against a near-peer adversary.

While much was written on the topic, the Department of Defense has yet to codify this concept into Joint Doctrine. However, in 2015 the U.S. Special Operations Command published Operating in the Human Domain which sought to establish a new doctrinal domain alongside the traditional domains of air, land, maritime, space, and cyberspace. As a result, the Joint Staff is currently drafting the Joint Concept for Human Aspects of Military Operations. This paper reviews the future operating environment to establish the importance of socio-cultural factors to success in future military operations. Then, weaknesses within current Joint Doctrine are assessed to demonstrate the need for doctrine that will elevate the human domain within military planning. Next the paper reviews efforts by the U.S. and the U.K. to adapt current doctrine to codify lessons learned from Iraq and Afghanistan. A brief review detailing how cyber became a domain provides insight into the practicality and necessity of adding the human domain. This paper also seeks to demonstrate that the Department of Defense must ensure the Joint Force retains the capabilities to operate within the human domain. Finally, the paper concludes with recommendations that will ensure socio-cultural factors are codified in doctrine thereby enabling the U.S. military to successfully plan for and operate in future conflicts."--Abstract.

Nuclear and conventional arsenals continue to develop alongside anti-satellite programs, autonomous robotics or drones, cyber operations, biotechnology, and other innovations barely imagined in the early nuclear age. The concept of cross-domain deterrence (CDD) emerged near the end of the George W. Bush administration as policymakers and commanders confronted emerging threats to vital military systems in space and cyberspace. The Pentagon now recognizes five operational environments or so-called domains (land, sea, air, space, and cyberspace), and CDD poses serious problems in practice. In Cross-Domain Deterrence, Erik Gartzke and Jon R. Lindsay assess the theoretical relevance of CDD for the field of International Relations. As a general concept, CDD posits that how actors choose to deter affects the quality of the deterrence they achieve. Contributors to this volume include senior and junior scholars and national security practitioners. Their chapters probe the analytical utility of CDD by examining how differences across, and combinations of, different military and non-military instruments can affect choices and outcomes in coercive policy in historical and contemporary cases.

For several years, US forces have encountered conflicts primarily in the air and land domains. Overtime, military forces faced many operational challenges and obstacles while fighting within these domains, ultimately attempting to counter the threat capabilities by achieving superiority in both land and air. Beginning in the early 1970’s, the US military developed, tested and formalized a concept, known and executed, as AirLand battle to counter the Soviet conventional threat during the Cold War era. Adversaries saw the success of AirLand battle and sought ways to fracture the concept. Today, as adversaries leverage technological advances, the concept of AirLand battle is ever evolving, and for the US ability to maintain the same level of success as the AirLand battle of the past, their new concept must be focused on multiple domains with the necessity of operating in a joint force capacity. AirLand battle is no longer conducive to meeting the threats or defeating the challenges posed by today’s enemy. As such, in a rapidly changing and demanding environment, I would contend that the need to enhance fires capability across all domains to achieve optimal military effectiveness against an advanced and capable adversary is imperative for future joint operations. The aim of this paper will be to analyze the implications of cross domain fires in multi-domain battle (MDB). Research and evaluation will consist of examining the operational environment, MDB concept and cross domain fires, service fires capabilities and historical analysis of Coastal Artillery’s cross domain capabilities. Additionally, this paper will focus on emerging threats from state and non-state actors, concluding with recommendations to enhance cross domain fires synergy and leveraging advanced technologies to integrate and synchronize fires across joint services operating in a multi-domain battle environment"--Abstract.

Book excerpt: This is the first book to examine the concept of anti-access and area denial warfare, providing a definitive introduction to both conceptual theories and historical examples of this strategy. Also referred to by the acronym "A2/AD," anti-access warfare has been identified in American strategic planning as the most likely strategy to be employed by the People's Republic of China or by the Islamic Republic of Iran in any future conflict with the United States. While previous studies of the subject have emphasized the effects on the joint force and, air forces in particular, this important new study advances the understanding of sea power by identifying the naval roots of the development of the anti-access concept. The study of anti-access or area denial strategies for use against American power projection capabilities has strong naval roots-which have been largely ignored by the most influential commentators. Sustained long-range power projection is both a unique strength of U.S. military forces and a requirement for an activist foreign policy and forward defense. In more recent years, the logic of the anti-access approach has been identified by the Department of Defense as a threat to this U.S. capability and the joint force. The conclusions in Anti-Access Warfare differ from most commentary on anti-access strategy. Rather than a technology-driven post-Cold War phenomenon, the anti-access approach has been a routine element of grand strategy used by strategically weaker powers to confront stronger powers throughout history. But they have been largely unsuccessful when confronting a stronger maritime power. Although high technology weapons capabilities enhance the threat, they also can be used to mitigate the threat. Rather than arguing against reliance on maritime forces-presumably because they are no longer survivable-the historical analysis argues that maritime capabilities are key in "breaking the great walls" of countries like Iran and China.

General John Pershing and other AEF leaders promulgated an inadequate prewar doctrine, with only minor modification, as the official doctrine of the AEF. Many early American attacks suffered from these unrealistic ideas that retained too much faith in the infantry rifleman on the modern battlefield. However, many AEF divisions adjusted their doctrine and operational methods as they fought, preparing more comprehensive attack plans, employing flexible infantry formations, and maximizing firepower to seize limited objectives.
