Of all these challenges, the inaccessibility of clean water supply for both the rural and urban populace is the most pressing challenge, which has been exacerbated by extensive pollution and climate change crises. The issue of water access and supply affects both rural and urban populations. At rural areas water is accessed in yard taps and in arid regions through water kiosks managed by private owners. Among the urban poor, water access is compromised by poor supply infrastructure especially among informal settlers and risks such as contamination during the supply chain are imminent This book therefore seeks to close this knowledge gap by 1) generating a water resources inventory for Sub-Saharan Africa region, 2) exploring the water crises in both its urban and rural settings, 3) understanding the causatives of the crises and 4) suggesting viable solutions to manage the water challenges using named case studies. The aim is to improve understanding on the region’s water problems and advise scholars and policymakers on priority research areas and action plans to better water management for sustainable development.

Book excerpt: This book provides a comprehensive analysis of the benefits and challenges of intensifying groundwater irrigation in Sub-Saharan Africa (SSA) for improving smallholder agrarian livelihoods. Only about 3% of the groundwater resources of Sub-Saharan Africa are used for irrigated agriculture despite the subcontinent’s relative abundance of groundwater. The majority of the region’s smallholders are highly dependent on seasonal dryland cropping, making them extremely vulnerable to uncertain weather patterns and droughts. Improved irrigation capabilities through sustainable groundwater development could unleash smallholder farming and make it a major driver of economic growth, poverty reduction, climate resilience, and improved food security. So, why is groundwater so underused? Tapping into groundwater requires a major shift in farming practices and it has its own challenges and requirements – smallholder access to land and finance for irrigation infrastructure and equipment, gendered and equitable adoption options. This whole list is framed in terms of what the smallholder farmers need. Hence, this should also be put in this context, supply chains, energy access, resource availability, and institutional support. The chapters in this book present a picture that is not only heterogeneous across the region, but also hold some common denominators. They serve to enrich the discourse and help better understand the barriers along the pathways toward the sustainable and transformative adoption of groundwater irrigation. The scientific information provided herein would be of interest to researchers, practitioners, decision makers and planners with interest in the region. Book excerpt: This book is about the process of water management decentralization in African countries, which is seen as a means of advancing river basin management at the lowest appropriate level. There are very different stages of implementing decentralization in practice. This called for research aiming to understand the following questions: (i) why do some water agencies succeed more than others? (ii) What are the variables involved in such reform process? (iii) which variables have a positive or a negative impact on the implementation of decentralization processes? (iv) Which variables could be affected by policy interventions, and how? This study aimed to answer these questions through the following objectives: (i) analyze the factors that have potentially affected the results of decentralization process in SSA basins, and (ii) analyze the performance of decentralization process in SSA basins. Qualitative and quantitative approaches were used. The main findings are that water scarcity is a major stimulus to reform; water user associations, if not well prepared and trained, may deter the decentralization process; and being part of an existing treaty over an international basin helps foster the process. Conditions improving decentralization performance include: scarcity of water resources, longer period of implementation, bottom-up creation, and appropriate budgetary support.

However, in spite of the intrinsic values of water, its use and management in sub-Saharan Africa has not been without limitations. The demand for water resources is increasing mainly due to rapid population growth, industrialization and urbanization and dealing with water-related issues has been complex and challenging for sustainable growth. Whilst there are various efforts by national governments, non-government organizations and communities to effectively and efficiently utilize and manage water resources, there are few comprehensive studies in sub- Saharan Africa that show the impact of the efforts on poverty reduction. Although certain reports indicate that many SSA countries lack clear vision on how water use can be harnessed with pro-poor growth and how poor communities can be capacitated to use water for poverty reduction, there are little exhaustive studies that clearly show familiar and innovative water use and management interventions followed by communities, national governments and other stakeholders, and demonstrate the challenges and successes of the same. Cognizant of the knowledge gap, in 2012 OSSREA launched a research project on ordinary and innovative water use and management patterns and practices in SSA, with a view to generate new knowledge on unexploited opportunities that could enhance the contribution of water resources to poverty reduction. This anthology documents various issues including water use and management in agriculture especially in irrigation projects in Ethiopia, Kenya, Uganda and Zimbabwe; water harvesting in Kenya and Uganda; the role of local water use institutions in Ethiopia; and water source maintenance and protection in Uganda.

Agriculture is considered to be the largest consumer of the world’s freshwater resources, and more than one-quarter of the energy consumed globally is spent on food production and supply. The linkages between these essential domains require an appropriately integrated approach to ensuring water and food security, sustainable agriculture, and energy production worldwide. Water is a finite resource having to serve exponentially more people and usages, and so ensuring that everyone has access to a reliable supply and sustainable progress. As water resources become more stretched, the energy and food sectors’ dependence on water means that decision-makers are now increasingly focusing on water resources management, ecosystem protection, and water supply and sanitation as part of their policy and practice for sustainable developments goals. In addition, there will need development of less water-intensive renewable energy, such as hydropower and wind power, before it makes a significant impact on water demand. As agriculture set to remain the biggest user of water into the middle of this century, efficiency measures along the entire agrifood technologies can help saving water and energy, such as precision irrigation based on information supplied by water providers, which can motivate farmers to invest in their systems ensuring the best returns from their water investments. The expert workshop held in Aswan, Egypt aimed to exchange knowledge and to share information on water-energy-food challenges and solutions, and to establish a sustainable network of water experts in the MENA Region.

Book excerpt: The overall goal of the Collaborative Program on ‘Investments in Agricultural Water Management in Sub-Saharan Africa’ is to contribute to broad-based sustainable poverty reduction and smallholder agricultural growth. The component on ‘Poverty considerations in investments in agricultural water management’ focuses in more detail on poverty and gender dimensions. It consists of two parts. The first part is thematic and elaborates poverty and gender issues emerging from the literature that complement the other components of the Collaborative Program. Part two is empirical. Acknowledging the lack of empirical data on poverty impacts of investments in agricultural water management, the Collaborative Program initiated case studies throughout Sub-Saharan Africa. Eight case studies on ‘Agricultural Water Development for Poverty Reduction in Eastern and Southern Africa’, for which the field research was conducted in 2003/2004, were supported by IFAD (Peacock,2005). Further, the African Development Bank supported three case studies in West Africa in 2004, two by Kamara et al. (2004), and one by Babatunde Omilola (2005). Part two synthesizes the empirical findings of these case studies.
