Book excerpt: For decades, the European legislators and the Court of Justice have extended the rights to free movement and cross-border welfare in the European Union (EU). Strong assumptions on the impact of these rules have been posed, by some held to lead to welfare migration and thus to be a fundamental challenge to the welfare state. However, studies of how these rules are implemented and what become the de-facto outcomes hereof remain scarce. We address this research gap, by examining domestic responses to and outcomes of dynamic EU rules. Based on a unique set of administrative data, we do so for all EU citizens residing in the universalistic, tax-financed welfare state of Denmark between 2002-2013. We find that domestic responses have been restrictive and outcomes limited.

Systematic analysis of this subject has been held back, however, by the lack of a cross-national index of immigrant exclusion from social benefits over time. The Exclusion of Immigrants from Welfare Programs fills this gap by taking advantage of a novel and original measure called the Immigrant Exclusion from Social Programs Index (IESPI), which includes twenty-five indicators regarding immigrants’ access to seven different social programs, for twenty-two countries, at four moments in time. The book includes an assessment of key trends, an investigation of the origins and consequences of variation, and four detailed country case studies of particular theoretical interest: Norway, Austria, Portugal, and the United States. Presenting a cross-national index to facilitate and encourage systematic cross-country comparisons, this book provides insights and data that will allow researchers to probe such questions as the degree to which countries include or exclude immigrants in developing public policies, why some countries are more exclusionary than others, and what the future consequences of this exclusion might be.

Boundaries count: they are essential in bringing together individuals, groups, and territorial units, and for activating or strengthening shared ties between them. If the profile of boundaries changes over time, we might expect significant consequences on bonding dynamics, i.e. on the way solidarity is structured in a given politicalcommunity.The book addresses these two questions in a broad historical and comparative perspective. The first chapter sets out a novel theoretical framework which re-conceptualizes the welfare state as a 'bounded space' characterized by a distinct spatial politics. This reconceptualization takes as a starting point the 'state-building tradition' in political science and in particular the work of Stein Rokkan. The second chapter briefly outlines the early emergence and expansion of European welfare statestill World War II. Chapters 3 and 4 analyse the relationship between domestic welfare state developments and the formation of a supranational European Community between the 1960s and the 2000s, illustrating how the process of European integration has increasingly eroded the social sovereignty of thenation-state. Chapter 5 focuses on new emerging forms of sub-national and trans-national social protection, while Chapter 6 discusses current trends and future perspectives for a re-structuring of social protection at the EU level.While there is no doubt that European integration has significantly altered the boundaries of national welfare, de-stabilizing delicate political and institutional equilibria, the book concludes by offering some suggestions on how a viable system of multi-level social protection could possibly emerge within the new EU wide boundary configuration.

Even as they scrutinize the relevance of care drain-based analyses, Bahna and Sekulová bring to the fore the interplay of economic differences, social policies, gender and migration regimes with geographic proximity to study long-term impacts of care work, including an analysis of employment after care work.

The assumption that EU immigrants pose a net 'welfare burden' on the host member state has sounded loud and wide in recent years. This calls for an empirical test. In this article, we examine the fiscal impact of EU immigration on the universalistic, tax-financed welfare state of Denmark. We analyse EU citizens' contribution to and consumption of welfare benefits between 2002 and 2013 on the basis of a unique dataset of administrative data, consisting of repeated cross sections of 100% of the EU population residing in Denmark. Book excerpt: I test for welfare-induced migration by comparing AFDC participation in border counties to interior counties in the same state. I assume that migration costs are lower for border county residents. If so, then at a state border with a large cross-border benefit differential, the border counties on the high-benefit side should have higher welfare participation relative to the interior counties of the high-benefit state, having disproportionately attracted welfare migrants. Likewise, the border counties on the low-benefit side should have lower welfare participation relative to the interior counties of the low-benefit state, having disproportionately lost welfare migrants. This suggests that a simple differences-in-differences comparison of welfare participation at state borders to state interiors across high and low benefit states can be used to test for welfare migration. The results obtained using county-level data from 1970-90 indicate that having a neighbor with benefits that are $100 lower increases AFDC expenditures in border counties by 4.0-6.8 percent relative to interior counties.

In Crossing the Border, editors Jorge Durand and Douglas Massey bring the clarity of scientific analysis to this hotly contested but under-researched topic. Leading immigration scholars use data from the Mexican Migration Project—the largest, most comprehensive, and reliable source of data on Mexican immigrants currently available—to answer such important questions as: Who are the people that migrate to the United States from Mexico? Why do they come? How effective is U.S. migration policy in meeting its objectives? Crossing the Border dispels two primary myths about Mexican migration: First, that those who come to the United States are predominantly impoverished and intend to settle here permanently, and second, that the only way to keep them out is with stricter border enforcement. Nadia Flores, Rubén Hernández-León, and Douglas Massey show that Mexican migrants are generally not destitute but in fact cross the border because the higher comparative wages in the United States help them to finance homes back in Mexico, where limited credit opportunities makes it difficult for them to purchase housing. William Kandel's chapter on immigrant agricultural workers debunks the myth that these laborers are part of a shadowy, underground population that sponges off of social services. In contrast, he finds that most Mexican agricultural workers in the United States are paid by check and not under the table. These workers pay their fair share in U.S. taxes and—despite high rates of eligibility—they rarely utilize welfare programs. Research from the project also indicates that heightened border surveillance is an ineffective strategy to reduce the immigrant population. Pia Orrenius demonstrates that strict barriers at popular border crossings have not kept migrants from entering the United States, but rather have prompted them to seek out other crossing points. Belinda Reyes uses statistical models and qualitative interviews to show that the militarization of the Mexican border has actually kept immigrants who want to return to Mexico from doing so by making them fear that if they leave they will not be able to get back into the United States. By replacing anecdotal and speculative evidence with concrete data, Crossing the Border paints a picture of Mexican immigration to the United States that defies the common knowledge. It portrays a group of committed workers, doing what they can to realize the dream of home ownership in the absence of financing opportunities, and a broken immigration system that tries to keep migrants out of this country, but instead has kept them from leaving.
