The Guide is a useful tool and reference point for a broad range of users involved in contract farming practice, policy design, legal research and capacity building. It can contribute as well to create a favourable, equitable and sustainable environment for contract farming.

Book excerpt: FAO’s previous contribution to the development of contract farming saw the publication in 2015 of the UNIDROIT/FAO/IFAD Legal Guide on Contract Farming, which focused on the bilateral relationship between an agricultural producer and a contractor. This Legislative Study develops that research and focuses on the regulatory frameworks for contract farming, aiming to highlight different possible approaches for different contexts. Responsible contract farming can be a powerful tool for small scale farmers in developing countries to move towards larger scalecommercial production. It can create economic wealth, contribute to supply chain efficiency through the production of higher quantities of better quality products, and contribute to achieving domestic food security objectives. Maximizing these benefits while minimizing the inherent risks of contract farming is reliant upon the forging of an enabling environment, a key part of which is the domestic regulatory framework. This Legislative Study provides guidance to domestic regulators and other interested readers on how to appraise and potentially reform domestic regulatory frameworks to achieve responsible contract farming. Recognising that different countries and contextual realties may benefit from different regulatory solutions, this Study provides several examples, supported by representative case studies, on how contract farming can be regulated, without promoting a single solution as the most appropriate. One of the ways that inequality is perpetuated is through differential market access across regions. This research deals with one of the primary determinants of regional inequality manifested in terms of market access. Nepal is one country where hierarchical geography leads to regional inequality. Differential market access can cause as well as accentuate inequality among farmers. Coordination arrangements such as contract farming can improve outcomes for the farmers and integrators on the one hand, but on the other hand it can accentuate inequality if only some regions benefit from it. With this background, in this paper we study the case of contract farming for exports with farmers in remote hilly areas of Nepal. The prospect for contract farming in such areas with accessibility issues owing to underdeveloped markets and lack of amenities is ambiguous. On the one hand, contractors in these areas find it difficult to build links, particularly when final consumers have quality and safety requirements. On the other hand, remoteness can make the contracts more sustainable if the agroecology offers product-specific quality advantages and, more important, if there is a lack of side-selling opportunities. At the same time, concerns remain about buyers’ monopsonistic powers when remotely located small farmers do not have outside options. This study hence quantifies the benefits of contract farming on remotely located farmers’ income and compliance with food safety measures. Results show that contract farming is significantly more profitable (offering a 58 percent greater net income) than independent production, the main pathway being higher price realization, along with training on practices and provision of quality seeds.

Efforts have been taken since then, but these were pursued mainly on a project-by-project basis. A series of consultations were conducted to initiate a holistic approach to the development of SEC. The strategy and action plan is the product of these and subsequent consultations with government officials, representatives of the private sector, and other stakeholders in these countries.Besides providing a vision and framework for developing SEC, this strategy and action plan is aimed at improving coordination, ensuring effective implementation, and helping the mobilization of resources and the broadening of support for SEC development. The second GMS Economic Corridors Forum, held in Phnom Penh, Cambodia on 17 September 2009, discussed and generally agreed with the directions set forth in this strategy and action plan.

EWEC has since achieved many of its infrastructure targets and must now be transformed from a transport corridor into an economic corridor. This report reviews and updates the Pre-Investment Study for EWEC conducted in 2001. It consolidates the interests and concerns of stakeholders into a revised and updated strategy and action plan to provide a vision and framework, improve coordination, and assist in mobilizing resources for EWEC development. Preparation of this revised and updated strategy and action plan for EWEC involved a series of consultations with government officials of EWEC countries and representatives of the private sector, nongovernment organizations, and development partners. These consultations culminated in a regional workshop held on 24 April 2009 in Khon Kaen, Thailand. The revised and updated strategy and action plan for EWEC was endorsed at the 15th GMS Ministerial Conference held in Cha-am, Petchburi Province, Thailand on 17–19 June 2009.

Book excerpt: Tanzania is a politically stable, much aided country that has consistently grown economically during the first decade of the millennium, while also improving its human development indicators. However, poverty has remained persistent, particularly within rural areas. This collaborative work delves into the reasons why this is so and what can be done to improve the record. The book is the product of both Tanzanian and international poverty experts, based on largely qualitative research undertaken within Tanzania by the Chronic Poverty Research Centre (CPRC). The authors highlight and discuss the importance of macro- and micro-level causes of the persistence of poverty. The latter, on which the book is focused, centre around a negative dynamic affecting a large number of poor households in which widespread failure to provide household food security undermines gender relationships and reduces the possibility of saving and asset accumulation which is necessary for escaping poverty. This results in very low upward mobility. Vulnerability is widespread and resilience against shocks minimal, even for those who are not absolutely poor. Through an in-depth and broad analysis of poverty in Tanzania, the book provides alternative conclusions to those often repeated in the poverty discourse in international and local arenas. The conclusions were reached with the specific aim of informing political and policy debates within Tanzania.

Living Under Contract, however, highlights the dynamic, changing character of sub-Saharan agrarian systems by focusing on contract farming. A relatively new and increasingly widespread way of organizing peasant agriculture, contract farming promotes production of a wide variety of crops--from flowers to cocoa, from fresh vegetables to rice--under contract to agribusinesses, exporters, and processers. The proliferation of African growers producing under contract is in fact part of broader changes in the global agro-food system. In this examination of agricultural restructuring and its effect upon various African societies, editors Peter Little and Michael Watts bring together anthropologists, economists, geographers, political scientists, and sociologists to explore the origins, forms, and consequences of contract production in several African countries, particularly Kenya, the Gambia, Zimbabwe, and the Ivory Coast. Documenting how contract production links farmers, agribusiness, and the state, the contributors examine problematic aspects of this method of agrarian reform. Their case studies, based on long-term field work and analysis on the village and household level, chart the complex effects of contract production on the organization of work and the labor process, rural inequality, gender relations, labor markets, local accumulation strategies, and regional development. Living Under Contract reveals that contract farming represents a distinctive form in which African growers are incorporated into national and world markets. Contract production, which has been a central feature of the agricultural landscape in the advanced capitalist states, is an emerging strategy for "capturing peasants" and for confronting the agrarian question in the late twentieth century.

The sourcebook concludes that these tools have potential for catalytic impact, but planners need to make sound choices that respect demonstrated principles and follow good practices for effective design and implementation.
