Book Transportation Planning and Regional Equity

Available in PDF, EPUB and Kindle. Book excerpt: This dissertation investigates regional transportation planning in California from 1967 through the contemporary era, identifying advocates for regional equity as important actors for achieving desired planning outcomes including climate change mitigation. It begins with the creation of the California Department of Transportation (Caltrans). Replacing its predecessor organization in 1973, the creation of Caltrans was thought to signal the beginning of multimodalism in state transportation policy. Opposition from the public and the legislature to this new direction led to the establishment of regional transportation planning organizations that actually located authority at the local (city and county) level. California's transportation policy goals embodied in the contemporary Senate Bill (SB) 375 are similar to those of the 1970s - reducing vehicle-miles traveled through the promotion of compact urban forms - but the institutional arrangements established in the 1970s make progress difficult to achieve. Regional equity advocates are emerging as an important constituency in this fraught planning landscape. Buoyed by foundation funding and federal legislation enacted beginning with Title VI of 1964's Civil Rights Act, these advocates are seeking to ensure that agencies meet planning goals where the law is insufficiently prescriptive. A key method by which advocates access the planning process is through the "equity analysis" of regional transportation plans. A critical review of equity analysis practice reveals standard methods that are not responsive to public input and do not take advantage of recent developments in activity-based travel demand modeling. Improved methods are proposed that are developed in collaboration with equity advocates. Although these improvements will not ensure equitable outcomes, they represent an improvement over existing analysis techniques, more accurately reflect the concerns of advocates, and could be deployed nationwide.

Book Implementing Innovation in Planning Practice

Download or read book Implementing Innovation in Planning Practice written by Gregory Louis Newmark and published by . This book was released on 2011 with total page 180 pages. Available in PDF, EPUB and Kindle. Book excerpt: Travel demand modeling is a core technology of transportation planning and has been so for half a century. This technology refers to the structured use of mathematical formulae and spatial data to forecast the likely travel impacts of possible transportation, land use, and demographic scenarios. Although this planning practice is pervasive, critics have long argued that is has been resistant to innovation. As the policy scenarios explored through modeling become increasingly complex, particularly in the face of climate change, the question arises of whether regional planning agencies will be able to change their practices through implementing innovation. This research addresses this question by examining the history of travel demand modeling as practiced at regional planning agencies, interviewing travel demand modeling experts, conducting detailed case studies of model practice evolution at two metropolitan planning organizations, the San Francisco Bay Area's Metropolitan Transportation Commission (MTC) and the capital region's Sacramento Area Council of Governments (SACOG), and analyzing the early impacts of California's groundbreaking climate change legislation on the modeling practiced in the Golden State. The findings suggest that far from being a static practice, travel demand modeling at regional agencies has advanced, particularly with public interest in exploring the impacts of major policy interventions. The nature of travel demand models does not naturally foster changes in practice; however, government action can structure the innovation process by establishing clear expectations of agency modeling capabilities to meet legislative mandates, providing resources for investments in new approaches, and creating forums for interagency interaction and information dissemination.

Book Activity based Travel Demand Models

Download or read book Activity based Travel Demand Models written by Joe Castiglione (Writer on transportation) and published by . This book was released on 2015 with total page 159 pages. Available in PDF, EPUB and Kindle. Book excerpt: TRB's second Strategic Highway Research Program (SHRP 2) Report S2-C46-RR-1: Activity-Based Travel Demand Models: A Primer explores ways to inform policymakers' decisions about developing and using activity-based travel demand models to better understand how people plan and schedule their daily travel. The document is composed of two parts. The first part provides an overview of activity-based model development and application. The second part discusses issues in linking activity-based models to dynamic network assignment models.

Book excerpt: This study investigates the potential changes in transportation patterns in California associated with the development of smart growth-inspired transportation and land use policies through the application of the California Statewide Travel Demand Model (CSTDM). California's Senate Bill 375 requires local Metropolitan Planning Organizations (MPOs) to develop Sustainable Community Strategies (SCSs) in their Regional Transportation Plans (RTPs), in an effort to reduce greenhouse gas emissions, among other environmental goals, through the integration of land use and transportation planning. While several SCSs are still currently under development, some concerns have been raised about whether the published policies will be able to achieve the proposed environmental targets. This study simulates future transportation demand in California in 2035 through the application of the California Statewide Travel Demand Model to policy scenarios inspired by the SCSs developed so far by local MPOs (where available). The expected impacts of the proposed policies are simulated and compared to the outcomes of a more conservative "control" scenario, based on the previous RTPs developed by local MPOs (before the introduction of the SCSs). The use of a statewide model provides the benefits of using consistent modeling assumptions for all regions of California. Moreover, the study provides insights on the impact of the proposed changes in land use and planned transportation investments on both regional and interregional mobility patterns in California. Reductions of VMT per capita are predicted for all regions that have developed SCSs so far, with greater reductions expected in larger metropolitan areas.

Book Applying an Integrated Model to the Evaluation of Travel Demand Management Policies in the Sacramento Region

Download or read book Applying an Integrated Model to the Evaluation of Travel Demand Management Policies in the Sacramento Region written by and published by . This book was released on 2001 with total page 90 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report describes how an advanced integrated land use and transportation model (the Sacramento MEPLAN) was used to evaluate transit and supportive land use and pricing policies. The model represents the effect that the transportation system has on land use. The interaction of land use and transportation needs to be represented. Otherwise, there may be a biased analysis of transit and highway alternatives. The Sacramento MEPLAN features a more comprehensive representation of induced travel effects, thus increasing sensitivity to policies such as transit, land use measures and pricing policies.
