Book excerpt: The purpose of this qualitative study was to explore the critical skills necessary for a successful superintendency in a challenging fiscal context as perceived by school board presidents, school business managers, and superintendents. Additionally, this study investigated the effect that the context of fiscal strain has on the participants' perceptions of the skills deemed critical for a successful superintendency. Fourteen superintendents, eight business managers, and nine school board presidents from seven eastern and southeastern Pennsylvania school districts participated in the study. Six participants also took part in individual interviews. This study utilized the Pennsylvania Leadership Standards and their related competencies as a framework for the research instruments. Results of this study indicated that superintendents, board presidents, and business managers identified the domains of Vision, Organizational Management, Communication and Collaboration and their related skills as critical for a successful superintendency in the context of fiscal strain. Additionally, this study found that subjects believed that these domains would remain the most significant no matter the challenges faced by their districts.
