Last month, the President proposed elevating homeland security to department status and, at the same time, merging into it several federal organizations. It would comprise four divisions (see graphic). The six organizations to be moved into the new department's Information Analysis and Infrastructure Protection division (and their current parent organizations) are the National Infrastructure Protection Center (FBI), National Communications System (Defense), Critical Infrastructure Assurance Office (Commerce), Computer Security Division (National Institute of Standards and Technology), National Infrastructure Simulation and Analysis Center (Defense, Energy), and the Federal Computer Incident Response Center (General Services Administration).

Book excerpt: On June 18, the President transmitted draft legislation to Congress for the creation of a Department of Homeland Security to prevent terrorist attacks within the United States, reduce America's vulnerability to terrorism, and minimize the damage and recovery from attacks that do occur. As proposed, functions of the Homeland Security Department's Information Analysis and Infrastructure Protection Division would include (1) receiving and analyzing law enforcement information, intelligence, and other information to detect and identify potential threats; (2) assessing the vulnerabilities of the key resources and critical infrastructures; (3) developing a comprehensive national plan for securing these resources and infrastructures; and (4) taking necessary measures to protect these resources and infrastructures, in coordination with other executive agencies, state and local governments, and the private sector. To create this division, six federal organizations that currently play a pivotal role in the protection of national critical infrastructures would be transferred to the new department. Potential benefits for this division include more efficient, effective, and coordinated programs; better control of funding through a single appropriation for the new department and through establishing budget priorities for transferred functions based on their homeland security mission; and the consolidation of points of contact for federal agencies, state and local government, and the private sector in coordinating activities to protect the homeland. Finally, the new department will also face challenges, such as developing a national critical infrastructure protection strategy, improving analytical and warning capabilities, improving information sharing on threats and vulnerabilities, and addressing pervasive weaknesses in federal information security.

New information security provisions introduced by Congress will be a major catalyst for federal agencies to improve their security program management. To help maintain the momentum that the new information security reform provisions have generated, federal agencies must act quickly to implement strong security program management. A key element of the strategy outlined in Presidential Decision Directive (PDD) 63 was establishing the National Infrastructure Protection Center as "a national focal point" for gathering information on threats and facilitating the federal government's response to computer-based incidents. The center has begun critical infrastructure protection efforts to establish a foundation for future governmentwide efforts. However, the analytical and information-sharing capabilities that PDD 63 asserts are needed to protect the nation's critical infrastructures have not yet been achieved.

The security of these systems and data is essential to avoiding disruptions in critical operations and preventing data tampering, fraud, and inappropriate disclosure of sensitive information. However, federal computer systems contain weaknesses that continue to put critical operations and assets at risk. In particular, deficiencies exist in entitywide security programs that are critical to agencies' success in ensuring that risks are understood and effective controls are implemented. Many efforts have been undertaken to implement the nationally critical infrastructure protection strategy outlined in Presidential Decision Directive (PDD) 63. However, progress in key areas has been limited. Although outreach efforts by many federal entities to establish cooperative relationships with and among private and other nonfederal entities have raised awareness and prompted information sharing, efforts to perform substantive analyses of sector-wide and cross-sector interdependencies and related vulnerabilities have been limited. A major impediment to implementing the strategy outlined in PDD 63 is the lack of a national plan that clearly spells out the roles and responsibilities of federal and nonfederal entities and defines interim objectives.
