Download or read book Good Governance for Critical Infrastructure Resilience written by Oecd and published by Org. for Economic Cooperation & Development. This book was released on 2020-02-14 with total page 116 pages. Available in PDF, EPUB and Kindle. Book excerpt: Critical infrastructures are the backbone of modern, interconnected economies. The disruption of key systems and essential services - such as telecommunications, energy or water supply, transportation or finance - can cause substantial economic damage. This report looks at how to boost critical infrastructure resilience in a dynamic risk landscape, and discusses policy options and governance models to promote up-front resilience investments. Based on an international survey, the report analyses the progressive shift of critical infrastructure policies from asset protection to system resilience. The findings are reflected in a proposed Policy Toolkit for the Governance of Critical Infrastructure Resilience, which can guide governments in taking a more coherent, preventive approach to protecting and sustaining essential services.

Download or read book Critical Infrastructure Protection written by Stephen L. Caldwell and published by DIANE Publishing. This book was released on 2011-02 with total page 48 pages. Available in PDF, EPUB and Kindle. Book excerpt: According to the Dept. of Homeland Security (DHS), there are thousands of facilities in the U.S. that if destroyed by a disaster could cause casualties, econ. losses, or disruptions to national security. DHS issued the Nat. Infrastructure Protection Plan (NIPP) in June 2006 to provide the approach for integrating the nation's critical infrastructure and key resources. This report studied DHS's Jan. 2009 revisions to the NIPP in light of a debate over whether DHS has emphasized protection rather than resilience. The report discusses: (1) how the 2009 NIPP changed compared to the 2006 NIPP; and (2) how DHS addressed resiliency as part of their planning efforts. Charts and tables. This is a print on demand edition of an important, hard-to-find report.
Download or read book Framework for Improving Critical Infrastructure Cybersecurity written by and published by . This book was released on 2018 with total page 48 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Framework focuses on using business drivers to guide cybersecurity activities and considering cybersecurity risks as part of the organization’s risk management processes. The Framework consists of three parts: the Framework Core, the Implementation Tiers, and the Framework Profiles. The Framework Core is a set of cybersecurity activities, outcomes, and informative references that are common across sectors and critical infrastructure. Elements of the Core provide detailed guidance for developing individual organizational Profiles. Through use of Profiles, the Framework will help an organization to align and prioritize its cybersecurity activities with its business/mission requirements, risk tolerances, and resources. The Tiers provide a mechanism for organizations to view and understand the characteristics of their approach to managing cybersecurity risk, which will help in prioritizing and achieving cybersecurity objectives.

Download or read book Cyberspace Security and Defense Research Issues written by Janusz S. Kowalik and published by Springer Science & Business Media. This book was released on 2005-08-26 with total page 374 pages. Available in PDF, EPUB and Kindle. Book excerpt: Cyberspace security is a critical subject of our times. On one hand the development of Internet, mobile communications, distributed computing, computer software and databases storing essential enterprise information has helped to conduct business and personal communication between individual people. On the other hand it has created many opportunities for abuse, fraud and expensive damage. This book is a selection of the best papers presented at the NATO Advanced Research Workshop dealing with the Subject of Cyberspace Security and Defense. The level of the individual contributions in the volume is advanced and suitable for senior and graduate students, researchers and technologists who wish to get some feeling of the state of the art in several sub-disciplines of Cyberspace security. Several papers provide a broad-brush description of national security issues and brief summaries of technology states. These papers can be read and appreciated by technically enlightened managers and executives who want to understand security issues and approaches to technical solutions. An important question of our times is not "Should we do something for enhancing our digital assets security", the question is "How to do it".

Download or read book Cybercrime in the Greater China Region written by Yao-Chung Chang and published by Edward Elgar Publishing. This book was released on 2012-01-01 with total page 273 pages. Available in PDF, EPUB and Kindle. Book excerpt: ÔProfessor ChangÕs very thoughtful and impressively researched study of cybercrime in the greater China region is an invaluable contribution to the information and analyses available in this area. It not only provides important, and heretofore unavailable data, about the incidence and nature of cybercrime in this region, it also offers insightful suggestions into how this problem can most effectively be controlled. It belongs in the library of anyone interested in this area.Õ Ð Susan Brenner, University of Dayton, US ÔEast Asia is a heartland of the variegated scams of the cybercrime problem. Yao Chung ChangÕs book is an innovative application of routine activity theory and regulatory theory to cybercrime prevention across the cybergulf between China and Taiwan. The long march through the scams and across the Taiwan Strait is fascinating. Chang leads us to ponder a wiki cybercrime prevention strategy that might work in such treacherous waters.Õ Ð John Braithwaite, Australian National University ÔCybercriminals exploit weaknesses in cross-border crime cooperation and this is aptly illustrated in the context of relations between Taiwan and the PeopleÕs Republic of China. ChangÕs book shows that even in the climate of mistrust that prevails basic forms of cross-border police cooperation can be achieved. Pragmatism and professional interest in what helps to track elusive computer hackers who have driven a massive surge in the application of malware as ÒcrimewareÓ make good grounds for common cause. This book provides a valuable example of what can be achieved even in the most unpromising of mutual legal assistance situations and opens up for readers the problems and issues confronted by Chinese cyber-police.Õ Ð Roderic Broadhurst, Australian National University ÔVery rarely do you read books that impress these days, but for me Cybercrime in the Greater China Region was one of them. Dr Chang is one of a number of young and exciting international academics who are exploring previously unchartered territory in their quest for new understandings about cybercrime. In his book, Dr Chang manages to locate a global policing problem within the sometimes tense political and cultural constraints of regional policing. For me, Professor Grabosky neatly sums up the strengths of the book in his foreword, I can only endorse them.Õ Ð David S. Wall, University College, Durham University, UK ÔLennonÕs research is an important contribution to the current limited understanding of the cybercrimes and related laws/regulations and incident reporting issues across the straits between the two major economies in the Asia region. A well researched book, and highly informative with practical suggestions for enhancing visibility and cooperation to improve the overall state of cybersecurity in the region, especially between the two economies.Õ Ð Meng-Chow Kang, Cisco Systems, China Cybercrime is a worldwide problem of rapidly increasingly magnitude and, of the countries in the Asia Pacific region, Taiwan and China are suffering most. This timely book discusses the extent and nature of cybercrime in and between Taiwan and China, focussing especially on the prevalence of botnets (collections of computers that have been compromised and used for malicious purposes). The book uses routine activity theory to analyse Chinese and Taiwanese legal responses to cybercrime, and reviews mutual assistance between the two countries as well as discussing third party cooperation. To prevent the spread of cybercrime, the book argues the case for a ÔwikiÕ approach to cybercrime and a feasible pre-warning system. Learning from lessons in infectious disease prevention and from aviation safety reporting, Cybercrime in the Greater China Region proposes a feasible information security incident reporting and response system. Academics, government agency workers, policymakers and those in the information security or legal compliance divisions in public and private sectors will find much to interest them in this timely study.
Download or read book Terrornomics written by Sean S. Costigan and published by Routledge. This book was released on 2016-03-16 with total page 242 pages. Available in PDF, EPUB and Kindle. Book excerpt: Today, no single issue dominates the global political landscape as much as terrorism. Aware of their unique position in the newly unipolar world, terrorist leaders have articulated that economic warfare is a key component of the new terrorist agenda. Governments have accentuated the role of economic tools in their counter-terrorism policies while maintaining emphasis on the application of military force, or 'hard power', even though such tools often prove unnecessarily blunt or even sorely inadequate. Given the complexity of the global threat posed by modern transnational terrorist groups, combating terrorism with a mix of 'hard' and 'soft power' is more important than ever. As an invaluable new book in terrorism studies, Terrornomics brings together contributions from renowned international scholars and practitioners to provide a multifaceted view of contemporary financial counterterrorism and terrorist funding efforts. It employs key concepts, terms, case studies and policy recommendations to advance our understanding of the threats and possible courses of action, thus enabling us to grasp the critical financial and economic issues while providing potential counterterrorist strategies.
