Book excerpt: The Nation's health, wealth, and security rely on the production anddistribution of certain goods and services. The array of physical assets, processes, and organizations across which these goods and services move are called "critical infrastructures".1 This statement is as true in the U.S. as in any country in the world. Recent world events such as the 9-11 terrorist attacks, London bombings, and gulf coast hurricanes have highlighted the importance of stable electric, gas and oil, water, transportation, banking and finance, and control and communication infrastructure systems. Be it through direct connectivity, policies and procedures, or geospatial proximity, most critical infrastructure systems interact. These interactions often create complex relationships, dependencies, and interdependencies that cross infrastructure boundaries. The modeling and analysis of interdependencies between critical infrastructure elements is a relatively new and very important field of study. The U.S. Technical Support Working Group (TSWG) has sponsored this survey to identify and describe this current area of research including the current activities in this field being conducted both in the U.S. and internationally. The main objective of this study is to develop a single source reference of critical infrastructure interdependency modeling tools (CIIMT) that could be applied to allow users to objectively assess the capabilities of CIIMT. This information will provide guidance for directing research and development to address the gaps indevelopment. The results will inform researchers of the TSWG InfrastructureProtection Subgroup of research and development efforts and allow a morefocused approach to addressing the needs of CIIMT end-user needs. This report first presents the field of infrastructure interdependencyanalysis, describes the survey methodology, and presents the leading research efforts in both a cumulative table and through individual datasheets. Data was collected from open source material and when possible through direct contact with the individuals leading the research.

Book excerpt: "While strategies for emergency response to large-scale disasters have been extensively studied, little has been done to map medium- to long-term strategies capable of restoring supply chain infrastructure systems and reconnecting such systems from a local urban area to national supply chain systems. This is, in part, because no comprehensive, data-driven model of supply chain networks exists. Without such models communities cannot re-establish the level of connectivity required for timely restoration of goods and services. This dissertation builds a model of supply chain interdependent critical infrastructure (SCICI) as a complex adaptive systems problem. It defines model elements, data needs/element, the interdependency of critical infrastructures, and suggests metrics for evaluating success. Previous studies do not consider the problem from a systematic view and therefore their solutions are piecemeal, rather than integrated with respect to both the model elements and geospatial data components. This dissertation details a methodology to understand the complexities of SCICI within a real urban framework (St. Louis, MO). Interdependencies between the infrastructures are mapped to evaluate resiliency and a framework for quantifying interdependence is proposed. Book excerpt: Critical infrastructures (CIs) provide services that are essential to both the economy and well-being of nations and their citizens. Over the years, CIs are becoming more complex and interconnected, they are all interdependent in various ways, including logically, functionally, and geographically. The interconnection between CIs results in a very complex and dynamic system which increases their vulnerability to failures. In fact, when an infrastructure is experiencing failures, it can rapidly generate a cascade or domino effect to impact the other infrastructures. Thus, identifying, understanding and modeling infrastructure interdependency is a new field of research that deals with interrelationships between critical infrastructure sectors for disaster management. In the present research project, an integrated network-based analysis system with a user-friendly graphic user interface (GUI) was developed for risk analysis of complex critical infrastructure systems and their component interdependencies, called FCEPN (Fragility Curve and Extended Petri Net analysis). This approach combines: 1) Fragility Curve analysis of the vulnerability of the infrastructure, based on predefined "damage states" due to particular "hazards"; 2) Extended Petri Net analysis of the infrastructure system interdependency to determine the possible failure states and risk values. Two types of Extended Petri Net, Stochastic Petri Net and Fuzzy Petri Net were discussed in this study respectively. The FCEPN system was evaluated using the Bluestone Dam in West Virginia and Huai River Watershed in China as the case studies. Evaluation study results suggested that the FCEPN system provides a useful approach for analyzing dam system design, potential and actual vulnerability of dam networks to flood related impact, performance and reliability of existing dam systems, and appropriate maintenance and inspection work.

Book excerpt: This research introduces a novel and dynamic mathematical modeling methodology of infrastructure interdependency which has been examined through two case studies. The urban infrastructure interdependency was illustrated with a case example of California electricity outage in 2001. The developed Petri-Net model captured the interdependencies among the infrastructures in the network of a power plant, oil refinery, natural gas plant, fuel transporting pipes and tanks, water supplying pipes, and telecom. Extended Petri-Net and Markov Chain have been applied to the part of the network to assess the safety of the infrastructures. The developed modeling tools have been used to demonstrate the floodplain infrastructure interdependency with a case study of Canyon Ferry reservoir area having the infrastructures network of a water storage multi-purpose concrete gravity dam, penstock, power plant, transformer substation, intake pipes and pumping station, irrigation systems, municipal water supplying systems, and telecom. Additionally, gravity dam vulnerability assessment with empirical and analytical fragility curves and flood frequency analysis have been integrated with the extended Petri-Net analysis. The obtained results are reasonable showing that the more interdependent infrastructures present in the network, the more vulnerable they are. Also, higher degree of interdependency results in intense coupling leading towards higher vulnerability. Overall, this research contributes to the emergency management planning for safety assessment of the critical infrastructures.

The focus of the tools part is on two distinct simulations engines: OmNet++ and ns-3, while it also deals with issues like parallelization, software integration and hardware simulations. The parts dealing with modeling and models for network simulations are split into a wireless section and a section dealing with higher layers. The wireless section covers all essential modeling principles for dealing with physical layer, link layer and wireless channel behavior. In addition, detailed models for prominent wireless systems like IEEE 802.11 and IEEE 802.16 are presented. In the part on higher layers, classical modeling approaches for the network layer, the transport layer and the application layer are presented in addition to modeling approaches for peer-to-peer networks and topologies of networks. The modeling parts are accompanied with catalogues of model implementations for a large set of different simulation engines. Book excerpt: The critical infrastructures of the nation are a large and complex network of human, physical and cyber-physical systems. In recent times, it has become increasingly apparent that individual critical infrastructures, such as the power and communication networks, do not operate in isolation, but instead are part of a complex interdependent ecosystem where a failure involving a small set of network entities can trigger a cascading event resulting in the failure of a much larger set of entities through the failure propagation process.Recognizing the need for a deeper understanding of the interdependent relationships between such critical infrastructures, several models have been proposed and analyzed in the last few years. However, most of these models are over-simplified and fail to capture the complex interdependencies that may exist between critical infrastructures. To overcome the limitations of existing models, this dissertation presents a new model -- the Implicative Interdependency Model (IIM) that is able to capture such complex interdependency relations. As the potential for a failure cascade in critical interdependent networks poses several risks that can jeopardize the nation, this dissertation explores relevant research problems in the interdependent power and communication networks using the proposed IIM and lays the foundations for further study using this model.Apart from exploring problems in interdependent critical infrastructures, this dissertation also explores resource allocation techniques for environments enabled with cyber-physical systems. Specifically, the problem of efficient path planning for data collection using mobile cyber-physical systems is explored. Two such environments are considered: a Radio-Frequency IDentification (RFID) environment with mobile "Tags" and "Readers", and a sensor data collection environment where both the sensors and the data mules (data collectors) are mobile.Finally, from an applied research perspective, this dissertation presents Raptor, an advanced network planning and management tool for mitigating the impact of spatially correlated, or region based faults on infrastructure networks. Raptor consolidates a wide range of studies conducted in the last few years on region based faults, and provides an interface for network planners, designers and operators to use the results of these studies for designing robust and resilient networks in the presence of spatially correlated faults.

Revolutionary change is required to solve many existing issues, including gaining greater situational awareness and resiliency through embedding modeling and advanced control algorithms in smart sensors and control devices instead of in a central controller. To support design, testing, and component analysis, a flexible simulation and modeling capability is needed. Researchers at Idaho National Laboratory are developing and evaluating such a capability through their CIPRsim modeling and simulation framework.
