Gender is a development issue because social considerations are not easily incorporated into institutions such as policies, regulations, markets and organizations. This process is often referred to as the mainstreaming of gender in development institutions. Women are often in a disadvantaged position in terms of access to assets, services, information and formal decision-making status. Gender equality is considered a critical element in achieving Decent Work for All Women and Men, in order to effect social and institutional change that leads to sustainable development with equity and growth. Gender equality refers to equal rights, responsibilities and opportunities that all persons should enjoy, regardless of whether one is born male or female. Gender developmental scientists are concerned with age-related changes in gender typing, and more broadly, with many issues about the emergence and patterning of gendered behaviors and thinking. Description of these changes is vitally important as it informs theoretical approaches to gender development. Using a broad lens on age-related changes provides important information describing how development occurs, but shorter time frames are also useful for identifying processes that may underlie developmental patterns. Gender has been increasingly acknowledged as a critical variable in analysis and development planning. Gender is an expression of power in social relationship between men and women. The book will be very useful to academicians, researchers, planners, students, NGOs, civil societies and all those who are interested in women studies in general and gender issues in contexts in particular.

This book uncovers the multiple political dynamics that influence governments to adopt and implement gender equity policies, pushing the debate beyond simply the role of women’s inclusion in influencing policy. Bringing the politics of development into discussion with feminist literature on women's empowerment, the book proposes the new concept of ‘power domains’ as a way to capture how inter-elite bargaining, coalitional politics, and social movement activism combine to shape policies that promote gender equity. In particular, the book investigates the conditions under which countries in sub-Saharan Africa and South Asia have adopted legislation against domestic violence, which remains widespread in many developing countries. The book demonstrates that women’s presence in formal politics and policy spaces does not fully explain the pace in adopting and implementing domestic violence law. Underlying drivers of change within broader domains of power also include the role of clientelistic politics and informal processes of bargaining, coalition-building, and persuasion; the discursive framing of gender-equitable ideas; and how transnational norms influence women’s political inclusion and gender-inclusive policy outcomes. The comparative approach across Uganda, Rwanda, South Africa, Ghana, India, and Bangladesh demonstrates how advancing gender equality varies by political context and according to the interests surrounding a particular issue. Negotiating Gender Equity in the Global South will be of interest to students and scholars of gender and development, as well as to activists within governments, political parties, nongovernmental organizations, women’s movements, and donor agencies, at national and international levels, who are looking to develop effective strategies for advancing gender equality.

Book excerpt: We study whether higher gender equality facilitates economic growth by enabling better allocation of a valuable resource: female labor. By allocating female labor to its more productive use, we hypothesize that reducing gender inequality should disproportionately benefit industries with typically higher female share in their employment relative to other industries. Specifically, we exploit within-country variation across industries to test whether those that typically employ more women grow relatively faster in countries with ex-ante lower gender inequality. The test allows us to identify the causal effect of gender inequality on industry growth in value-added and labor productivity. Our findings show that gender inequality affects real economic outcomes.
