Book excerpt: Ongoing allegations of problems with readiness in the current environment of constrained resources and demanding contingency requirements have driven efforts to characterize the effect of this environment of representative operational unit and to capture the features in a readiness management system. A broad recipe for assessing readiness involves defining what is healthy, evaluating the current and future status, and identifying where that status deviates from a healthy state. Results indicate that the fighter wing faces a mismatch between the tasks it must accomplish and the resources at its disposal. Withour the proper standards and the right metrics for tracking how units can meet those standards, senior management will be unable to identify and assess shortfalls in readiness throughout the force.

Commanders are now responsible for determining the training requirements of their individual units and for developing and implementing programs to meet those requirements. The ARTEP and ATMs were designed to assist the unit commanders in carrying out that responsibility. This report presents the results of a brief review of the utility of these documents in the field and the extent to which their content adequately represents the training objectives and requirements for maintaining combat readiness. The research concludes that the documents have been well received and are being utilized effectively by field commanders; that they contain a valid, though not entirely complete, reflection of combat-readiness training objectives and requirements; but, that the required recordkeeping is burdensome and there is a need for a more effective feedback system between its users and its developers. But now, with the Cold War over and defense budgets falling, what will happen to U.S. military forces? Will they revert to a state of unpreparedness or find a new balance? Politicians and military planners alike have found this crucial issue especially difficult to deal with because they have often misunderstood what readiness really means. In this book, security expert Richard Betts surveys problems in developing and measuring combat readiness before, during, and after the Cold War. He analyzes why attempts to maximize it often have counterproductive effects, and how confusions in technical concepts cause political controversy. The book explores conflicts between two objectives that are both vital but work against each other because they compete for resources: operational readiness to fight immediately, and structural readiness—the number of organized units that increase military power, but require time during a crisis to gear up for combat.
