Why do countries choose to adjudicate their trade disputes in the WTO rather than settling their differences on their own? In Why Adjudicate?, Christina Davis investigates the domestic politics behind the filing of WTO complaints and reveals why formal dispute settlement creates better outcomes for governments and their citizens. Davis demonstrates that industry lobbying, legislative demands, and international politics influence which countries and cases appear before the WTO. Democratic checks and balances bias the trade policy process toward public lawsuits and away from informal settlements. Trade officials use legal complaints to manage domestic politics and defend trade interests. In the late eighteenth and early nineteenth centuries, Spanish colonial governments tried to keep revolution out of their provinces. But, as Cristina Soriano shows, hand-copied samizdat materials from the Caribbean flooded the cities and ports of Venezuela, hundreds of foreigners shared news of the French and Haitian revolutions with locals, and Venezuelans of diverse social backgrounds met to read hard-to-come-by texts and to discuss the ideas they expounded. These networks efficiently spread antimonarchical propaganda and abolitionist and egalitarian ideas, allowing Venezuelans to participate in an incipient yet vibrant public sphere and to contemplate new political scenarios. This book offers an in-depth analysis of one of the crucial processes that allowed Venezuela to become one of the first regions in Spanish America to declare independence from Iberia and turn into an influential force for South American independence.

Historically, agriculture stands out as a sector in which countries stubbornly defend domestic programs, and agricultural issues have been the most frequent source of trade disputes in the postwar trading system. While much protection remains, agricultural trade negotiations have resulted in substantial concessions as well as negotiation collapses. Food Fights over Free Trade shows that the liberalization that has occurred has been due to the role of international institutions. Christina Davis examines the past thirty years of U.S. agricultural trade negotiations with Japan and Europe based on statistical analysis of an original dataset, case studies, and in-depth interviews with over one hundred negotiators and politicians. She shows how the use of issue linkage and international law in the negotiation structure transforms narrow interest group politics into a more broad-based decision process that considers the larger stakes of the negotiation. Even when U.S. threats and the spiraling budget costs of agricultural protection have failed to bring policy change, the agenda, rules, and procedures of trade negotiations have often provided the necessary leverage to open Japanese and European markets. This book represents a major contribution to understanding the negotiation process, agricultural politics, and the impact of international institutions on domestic politics.

In response to this questioning, Lynch asserted that: [The matter] is being handled by . . . independent attorneys in the Department of Justice. They follow the evidence, they look at the law and they'll make a recommendation to me when the time is appropriate. . .This will be conducted as every other case. We will review all the facts and all the evidence and come to an independent conclusion as how to best handle it. And I am also aware of no efforts to undermine our review or investigation into this matter at all (Goldman 2016). Despite strong claims of prosecutorial independence, many Republicans complained that a Department of Justice run by Obama appointees could not impartially pass legal judgment on the Hillary Clintonemails matter. A June 27, 2016 meeting between Lynch and former U.S. President Bill Clinton would not help matters. The two privately talked for approximately 20 minutes on a plane sitting on the Phoenix Sky Harbor airport tarmac in a meeting described as unplanned and "primarily social." Despite the meeting's claimed innocuous content, it "caused a cascading political storm" for Hillary Clinton's presidential campaign and "provided fodder for Republicans who have accused the Justice Department of bias in its inquiry into Secretary Clinton's use of a private email server at the State Department" (Chozick 2016). Even Democrats expressed concerns about the meeting Senator Chris Coons (D-DE) remarked that "I do think that this meeting sends the wrong signal . . . I think she should have steered clear, even of a brief, casual social meeting with the former president"--

All shared one thing in common. During the late eighteenth century, they were deemed to be mad and forcefully admitted to the Hospital de San Hipolito in Mexico City, the first hospital of the New World to specialize in the care and custody of the mentally disturbed. Christina Ramos reconstructs the history of this overlooked colonial hospital from its origins in 1567 to its transformation in the eighteenth century, when it began to admit a growing number of patients transferred from the Inquisition and secular criminal courts. Drawing on the poignant voices of patients, doctors, friars, and inquisitors, Ramos treats San Hipolito as both a microcosm and a colonial laboratory of the Hispanic Enlightenment—a site where traditional Catholicism and rationalist models of madness mingled in surprising ways. She shows how the emerging ideals of order, utility, rationalism, and the public good came to reshape the institutional and medical management of madness. While the history of psychiatry's beginnings has often been told as seated in Europe, Ramos proposes an alternative history of madness's medicalization that centers colonial Mexico and places religious figures, including inquisitors, at the pioneering forefront.
