Dulles became fascinated by the story of Mexico’s emergence as a modern nation, and was imbued with the urge to tell that story as it had not yet been told—by letting events speak for themselves, without any interpretations or appraisal. The resultant book offers an interesting paradox: it is “chronicle” in the medieval sense—a straightforward record of events in chronological order, recounted with no effort at evaluation or interpretation; yet in one aspect it is a highly personal narrative, since much of its significant new material came to Dulles as a result of personal interviews with principals of the Revolution. From them he obtained firsthand versions of events and other reminiscences, and he has distilled these accounts into a work of history characterized by thorough research and objective narration. These fascinating interviews were no more important, however, than were the author’s many hours of laborious search in libraries for accounts of the events from Carranza’s last year to Calles’ final retirement from the Mexican scene. The author read scores of impassioned versions of what transpired during these fateful years, accounts written from every point of view, virtually all of them unpublished in English and many of them documents which had never been published in any language. Combining this material with the personal reminiscences, Dulles has provided a narrative rich in its new detail, dispassionate in its presentation of facts, dramatic in its description of the clash of armies and the turbulence of rough-and-tumble politics, and absorbing in its panoramic view of a people’s struggle. In it come to life the colorful men of the Revolution —Obregón, De la Huerta, Carranza, Villa, Pani, Carillo Puerto, Morones, Calles, Portes Gil, Vasconcelos, Ortiz Rubio, Garrido Canabal, Rodríguez, Cárdenas. (Dulles’ narrative of their public actions is illumined occasionally by humorous anecdotes and by intimate glimpses.) From it emerges also, as the main character, Mexico herself, struggling for self-discipline, for economic stability, for justice among her citizens, for international recognition, for democracy. This account will be prized for its encyclopedic collection of facts and for its important clarification of many notable events, among them the assassination of Carranza, the De La Huerta revolt, the assassination of Obregón, the trial of Toral, the resignation of President Ortiz Rubio, and the break between Cárdenas and Calles. Book excerpt: Mexico’s modern middle class emerged in the decades after World War II, a period of spectacular economic growth and social change. Though little studied, the middle class now accounts for one in five Mexican households. This path-breaking book explores the changing fortunes and political transformation of the middle class, especially during the last two decades, as Mexico has adopted new, market-oriented economic policies and has abandoned one-party rule. Blending the personal narratives of middle-class Mexicans with analyses of national surveys of households and voters, Dennis Gilbert traces the development of the middle class since the 1940s. He describes how middle-class Mexicans were affected by the economic upheavals of the 1980s and 1990s and examines their shifting relations with the ruling Partido Revolucionario Institucional (PRI). Long faithful to the PRI, the middle class gradually grew disenchanted. Gilbert examines middle-class reactions to the 1968 Tlatelolco massacre, the 1982 debt crisis, the government’s feeble response to the 1985 Mexico City earthquake, and its brazen manipulation of the vote count in the 1988 presidential election. Drawing on detailed interviews with Mexican families, he describes the effects of the 1994–95 peso crisis on middle-class households and their economic and political responses to it. His analysis of exit poll data from the 2000 elections shows that the lopsided middle-class vote in favor of opposition candidate Vicente Fox played a critical role in the election that drove the PRI from power after seven decades. The book closes with an epilogue on the middle class and the July 2006 presidential elections.

Inflation is under control, capital and foreign investment are returning, and out growth has increased. Mexico's recovery, however, has been neither smooth nor rapid. In mid-1982, Mexico was in deep economic crisis compounded by an unfavorable international environment. Mexico was saddled with a large foreign debt, world interest rates were high, commercial banks had stopped lending, and the price for oil was dropping. Conditions at home were no better with rampant inflation, increasing capital flight, and chaos in financial and foreign exchange markets. To confront internal imbalances and accommodate adverse external conditions, Mexico adjusted its consumption and output, then sought new ways to foster growth. The crisis and adjustment imposed great hardship and demanded enormous discipline on the part of the government. This was accomplished without serious political or social disruption. In this book, Nora Lustig analyzes Mexico's economic evolution from the outset of the debt crisis in 1982 until the sweeping reforms began to bear fruit in the early 1990s. She explains the causes of the 1982 economic crisis and why it took Mexico "so long" to restore stability and growth. She also explores the question of the social costs of economic crisis and adjustment, and why the process may have been easier for Mexico than other debt-ridden countries. A discussion of the emerging role of the state in Mexico and the country's new outward-oriented development strategy is followed by an analysis of its search for greater economic integration with the United States and Canada.
