The argument of such a crisis is mainly used by the New Right to stimulate nationalist feelings and provoke hate and aggression. We, in contrast to this perception, argue that from a historical and current perspective, migration is not endangering the nation state, but rather changing the idea of a nation itself by redefining it. In historical as well as current case studies, the authors determine the political dangers of right wing demagogues, while emphasizing the chances, immigration is offering the progress of the nation state. While it will be discussed how nationalism is impacting on the perception of migration, we also want to emphasize how it is perceived by the people in the specific regions, which are either confronted with migration or those which are not. The authors for the volume come from different fields, namely history and political sciences, and are consequently able to offer the reader a broad insight into the historical roots and the current consequences nationalism had or has on the perception and the local as well as global policies towards migration. The analysis of particular immigrant groups (e.g. North Koreans in post-war Korea, South Asians in the Emirates, Middle Eastern refugees in Europe, Hispanics in the United States) as well as a close reading of crisis related media (newspapers and other media in Europe and the US) will, all in all, establish a broad perspective, due to which the reader will be able to compare and connect the national events to a larger global picture.

Rita Chin argues that there were few efforts to institute state-sponsored policies of multiculturalism, and those that emerged were pronounced failures virtually from their inception. She shows that today's crisis of support for cultural pluralism isn't new but actually has its roots in the 1980s. Chin looks at the touchstones of European multiculturalism, from the urgent need for laborers after World War II to the public furor over the publication of The Satanic Verses and the question of French girls wearing headscarves to school. While many Muslim immigrants had lived in Europe for decades, in the 1980s they came to be defined by their religion and the public's preoccupation with gender relations. Acceptance of sexual equality became the critical gauge of Muslims' compatibility with Western values. The convergence of left and right around the defense of such personal freedoms against a putatively illiberal Islam has threatened to undermine commitment to pluralism as a core ideal. In How Fear Works, Furedi seeks to explain two interrelated themes: why has fear acquired such a morally commanding status in society today and how has the way we fear today changed from the way that it was experienced in the past? Furedi argues that one of the main drivers of the culture of fear is unravelling of moral authority. Fear appears to provide a provisional solution to moral uncertainty and is for that reason embraced by a variety of interests, parties and individuals. Furedi predicts that until society finds a more positive orientation towards uncertainty the politicisation of fear will flourish. Society is continually bombarded with the message that the threats it faces are incalculable and cannot be managed or contained. The ascendancy of this outlook has been paralleled by the cultivation of helplessness and passivity – all this has heightened people's sense of powerlessness and anxiety. As a consequence we are constantly searching for new forms of security, both physical and ontological. What are the drivers of fear, what is the role of the media in its promotion, and who actually benefits from this culture of fear? These are some of the issues Furedi tackles to explain the current predicament. He believes that through understanding how fear works, we can encourage attitudes that will help bring about a less fearful future.

Book excerpt: Fifty years of large-scale immigration has brought significant ethnic, racial, and religious diversity to North America and Western Europe, but has also prompted hostile backlashes. In Fear, Anxiety, and National Identity, a distinguished multidisciplinary group of scholars examine whether and how immigrants and their offspring have been included in the prevailing national identity in the societies where they now live and to what extent they remain perpetual foreigners in the eyes of the long-established native-born. What specific social forces in each country account for the barriers immigrants and their children face, and how do anxieties about immigrant integration and national identity differ on the two sides of the Atlantic? Western European countries such as Germany, the Netherlands, and the United Kingdom have witnessed a significant increase in Muslim immigrants, which has given rise to nativist groups that question their belonging. Contributors Thomas Faist and Christian Ulbricht discuss how German politicians have implicitly compared the purported “backward” values of Muslim immigrants with the German idea of Leitkultur, or a society that values civil liberties and human rights, reinforcing the symbolic exclusion of Muslim immigrants. Similarly, Marieke Slootman and Jan Willem Duyvendak find that in the Netherlands, the conception of citizenship has shifted to focus less on political rights and duties and more on cultural norms and values. In this context, Turkish and Moroccan Muslim immigrants face increasing pressure to adopt “Dutch” culture, yet are simultaneously portrayed as having regressive views on gender and sexuality that make them unable to assimilate. Religion is less of a barrier to immigrants’ inclusion in the United States, where instead undocumented status drives much of the political and social marginalization of immigrants. As Mary C. Waters and Philip Kasinitz note, undocumented immigrants in the United States. are ineligible for the services and freedoms that citizens take for granted and often live in fear of detention and deportation. Yet, as Irene Bloemraad points out, Americans’ conception of national identity expanded to be more inclusive of immigrants and their children with political mobilization and changes in law, institutions, and culture in the wake of the Civil Rights Movement. Canadians’ views also dramatically expanded in recent decades, with multiculturalism now an important part of their national identity, in contrast to Europeans’ fear that diversity undermines national solidarity. With immigration to North America and Western Europe a continuing reality, each region will have to confront anti-immigrant sentiments that create barriers for and threaten the inclusion of newcomers. Fear, Anxiety, and National Identity investigates the multifaceted connections among immigration, belonging, and citizenship, and provides new ways of thinking about national identity.
