Book excerpt: A History of Modern Political Thought in East Central Europe is a synthetic work, authored by an international team of researchers, covering twenty national cultures and 250 years. It goes beyond the conventional nation-centered narratives and presents a novel vision especially sensitive to the cross-cultural entanglement of political ideas and discourses. Its principal aim is to make these cultures available for the global 'market of ideas' and revisit some of the basic assumptions about the history of modern political thought, and modernity as such. The present volume is the final part of the project, following Volume I: Negotiating Modernity in the 'Long Nineteenth Century', and Volume II, Part I: Negotiating Modernity in the 'Short Twentieth Century' (1918-1968) (OUP, 2018). Its starting point is the defeat of the vision of 'socialism with a human face' in 1968 and the political discourses produced by the various 'consolidation' or 'normalization' regimes. It continues with mapping the exile communities' and domestic dissidents' critical engagement with the local democratic and anti-democratic traditions as well as with global trends. Rather than achieving the coveted 'end of history', however, the liberal democratic order created in East Central Europe after 1989 became increasingly contested from left and right alike. Thus, instead of a comfortable conclusion pointing to the European integration of most of these countries, the book closes with a reflection on the fragility of democracy in this part of the world and beyond.

Book excerpt: Moving book history in a new direction, this study examines publishers as brokers of Central Europe's political public sphere. They created international print markets, translated new texts, launched new journals, supported outspoken authors, and experimented with popular formats. Most of all, they contested censorship with finesse and resolve, thereby undermining the aim of Prussia and Austria to criminalize democratic thought. By packaging dissent through popular media, publishers cultivated broad readerships, promoted political literacy, and refashioned citizenship ideals. As political actors, intellectual midwives, and cultural mediators, publishers speak to a broad range of scholarly interests. Their outsize personalities, their entrepreneurial zeal, and their publishing achievements portray how print markets shaped the political world.The narrow perimeters of political communication in the late-absolutist states of Prussia and Austria curtailed the open market of ideas. The publishing industry contested this information order, working both within and outside legal parameters to create a modern public sphere. Their expansion of print markets, their cat-and-mouse game with censors, and their ingenuity in packaging political commentary sheds light on the production and reception of dissent. Against the backdrop of censorship and police surveillance, the successes and failures of these citizens of print tell us much about nineteenth-century civil society and Central Europe's tortuous pathway to political modernization. Cutting across a range of disciplines, this study will engage social and political historians as well as scholars of publishing, literary criticism, cultural studies, translation, and the public sphere. The history of Central Europe's print markets between Napoleon and the era of unification doubles as a political tale. It sheds important new light on political communication and how publishers exposed German-language readers to the Age of Democratic Revolution.

"Reform" today implies rational, incremental change to public institutions and procedures. "Improvement" has a more general application, emphasising the positive outcome to which "reform" is oriented. But the language of reform is today used of historical personalities and movements that did not themselves use the term, and who in many cases were not necessarily seeking the progressive change that we would understand today. The activities of "reform" were embedded in contemporary politics, and while "improvement" was part of a contemporary vocabulary, its real presence has been obscured by the range of natural languages in which it was expressed. Contributors to this volume seek to establish what was meant by contemporary usage. Bringing together scholars of Russia, Southern, Western, Central and Northern Europe, this collection sheds new light on both common and divergent features of a political process too often treated as a uniform movement towards modernity. By examining the rich variety of debates about democracy that took place between 1570 and 1642, it shows the key importance anti-democratic language held in the late Tudor and early Stuart periods. In particular, it argues that anti-democratic critiques were addressed at 'popular government' as a regime that empowered directly and fully the irrational, uneducated, dangerous commonalty; it explains why and how criticism of democracy was articulated in the contexts here under scrutiny; and it demonstrates that the early modern era is far more relevant to the development of democratic concepts and practices than has hitherto been acknowledged. The study of anti-democracy is carried out through a close textual analysis of sources often neglected in the history of political thought and by way of a contextual approach to Elizabethan, Jacobean, and Caroline history. Most importantly, the study re-evaluates the role of religion and cultural factors in the history of democracy and of political ideas more generally. The point of departure is at a time when the establishment and Presbyterians were at loggerheads on pivotal politico-ecclesiastical and theoretical matters; the end coincides with the eruption of the Civil Wars. Cesare Cuttica not only places the unexplored issue of anti-democracy at the centre of historiographical work on early modern England, but also offers a novel analysis of a precious portion of Western political reflection and an ideal platform to discuss the legacy of principles that are still fundamental today.

Over the course of the twentieth century, however, they drifted apart. International Relations largely retained the focus on the affairs and relations of these principal international actors but took a methodological turn leading to higher levels of theoretical abstraction. History, on the other hand, retained the methods that define the discipline but shifted the focus, veering away from matters of state to the vast array of actors, events, activities, and issues that colour everyday life. In recent years, the drift has been arrested by scholars in each discipline who have turned towards the other discipline in their research. International Relations has undergone a 'historiographical turn' while History has taken an 'international turn'. Rise of the International brings together scholars of International Relations and History to capture the emergence and development of the thought, the relations, and the systems that have come to be called international in western discourse. The evidence offered by contributors to the volume suggests there has been no single, stable, unchanging concept or object of theoretical reflection or historical investigation that can be called 'the international', but a variety of historically contingent conceptualizations across different contexts.
