Thatcherism, one expression of this new politics, acquired its distinctive characteristics through the exceptional and deep-seated crisis of state authority that developed in Britain in the mid-1970s. By 1987, the Conservatives under Thatcher's leadership had won their third successive election victory over a divided opposition and enjoyed a degree of political and ideological dominance that led many commentators to speak of the end of the socialist era and the emergence of a new consensus in Britain. A new word--Thatcherism--had entered the political lexicon. It has come to signify a broad-ranging and distinctive program aimed at promoting economic recovery through the privatization of public enterprise and restoring the authority of the state. Since the 1970s, the swelling of financial markets and asset price bubbles has occurred alongside weaker underlying economic growth. Yet financialization was not a spontaneous market development - it was deeply political. States fuelled this process through policies of financial liberalization, and the British state lies at the heart of the story. Britain's radical financial liberalizations in the 1970s and 1980s were instrumental in creating a financialized global economic order in which the City of London emerged as a central hub. But why did the British state propel financialization? The conventional wisdom points to the lobbying power of financial elites and the strength of neoliberal ideology. However, Governing Financialization offers an alternative explanation through an in-depth exploration of declassified state archives. By examining key financial liberalizations in the 1970s and 1980s - including the notorious 'Big Bang' - this book argues that these policies were not part of an intentional scheme to create a new finance-led economic model. Instead, they were designed to address immediate governing dilemmas related to the grinding 'stagflation' crisis and its aftershocks. In this era, British governments found themselves trapped between global competitive pressures to enforce painful domestic adjustment and national political pressures to maintain existing living standards. Financial liberalization was pursued in a trial-and-error manner to navigate this dilemma. By unleashing financial markets, the state hoped to either postpone the worst effects of the crisis, or enact tough economic restructuring in an arm's-length fashion. Financialization was an accidental outcome, not an intentional result.

But why should liberals favor lockdowns, when all the social science research shows that those who suffer most are the economically disadvantaged, without access to good internet or jobs that can be done remotely; that the young will pay the price of the pandemic in future taxes, job prospects, and erosion of public services, when they are already disadvantaged in comparison in terms of pension prospects, paying university fees, and state benefits; and that Covid's impact on the Global South is catastrophic, with the UN predicting potentially tens of millions of deaths from hunger and declaring that decades of work in health and education is being reversed. Toby Green analyses the contradictions emerging through this response as part of a broader crisis in Western thought, where conservative thought is also riven by contradictions, with lockdown policies creating just the sort of big state that it abhors. These contradictions mirror underlying irreconcilable beliefs in society that are now bursting into the open, with devastating consequences for the global poor.

Performance metrics now inform important decisions by politicians, public managers and citizens. However, this performance movement has neglected a second revolution in behavioral science that has revealed cognitive limitations and biases in people's identification, perception, understanding and use of information. This Element introduces a new approach - behavioral public performance - that connects these two revolutions. Drawing especially on evidence from experiments, this approach examines the influence of characteristics of numbers, subtle framing of information, choice of benchmarks or comparisons, human motivation and information sources. These factors combine with the characteristics of information users and the political context to shape perceptions, judgment and decisions. Behavioral public performance suggests lessons to improve design and use of performance metrics in public management and democratic accountability.
