In April 2020 the United Nations predicted that for every three months the COVID-19 lockdowns continued an additional 15 million cases of domestic violence would occur worldwide, termed the "shadow pandemic". Drawing on empirical work situated within an international context, this book presents evidence alongside country specific case studies to provide a global exploration of how women’s insecurity increased during this global health crisis at the same as their access to support services reduced. It provides a timely analysis of the degree to which the pandemic and associated government restrictions impacted on women’s experiences of violence with particular attention to changes in its prevalence and severity, and in system and service responses to women’s help-seeking. In addition, the differential impacts of the pandemic in relation to the experiences of priority cohorts, including violence experienced by children and temporary migrant women is also explored. The key focus is on the nature, extent, and responses to the COVID-19 pandemic on service delivery, accessibility of support, and access to justice for women experiencing domestic and family violence.

Book excerpt: COVID-19 has led to an abrupt change in time spent at home, with many cities and states implementing official stay-at-home (SAH), or "lockdown" policies. Using cell phone block-level activity data and administrative 911 and crime data from the city of Chicago, we estimate the effects of the Illinois governor's SAH order on calls for police service, crimes recorded by police, and arrests made relating to domestic violence. We find that the SAH order announcement increased time spent at home, leading to a decrease in total calls for police service, but a subsequent increase in domestic violence-related calls for police service. Effects are larger in areas with a high proportion of renters. These effects for domestic violence calls, however, are at odds with reported domestic-related crimes and arrests by police officers; we find that official reports and arrests for domestic violence crimes fell by 8.7 percent and 26.3 percent, respectively. Trends in reported domestic violence crimes mirror drops in total reported crimes; however, declines for domestic violence crimes are an order of magnitude smaller than the decline in other non-violent crime rates. Overall, we estimate that nearly 1,000 cases of domestic violence crimes went underreported between March and April.

Book excerpt: Around the world, policymakers and news reports have warned that domestic violence (DV) could increase as a result of the COVID-19 pandemic and the attendant restrictions on individual mobility and commercial activity. However, both anecdotal accounts and academic research have found inconsistent effects of the pandemic on DV across measures and cities. We use high-frequency, real-time data from Los Angeles on 911 calls, crime incidents, arrests, and calls to a DV hotline to study the effects of COVID-19 shutdowns on DV. We find conflicting effects within that single city and even across measures from the same source. We also find varying effects between the initial shutdown period and the one following the initial re-opening. DV calls to police and to the hotline increased during the initial shutdown, but DV crimes decreased, as did arrests for those crimes. The period following re-opening showed a continued decrease in DV crimes and arrests, as well as decreases in calls to the police and to the hotline. Our results highlight the heterogeneous effects of the pandemic across DV measures and caution against relying on a single data type or source.
