Book excerpt: Much of a society’s resources are devoted to dealing with, or preparing for the possibility of, crime. The dominance of concerns about crime also hint at the broader implications that offending has for many different facets of society. They suggest that rather than being an outlawed subset of social activity, crime is an integrated aspect of societal processes. This book reviews some of the direct and indirect social impacts of criminality, proposing that this is worthwhile, not just in terms of understanding crime, but also because of how it elucidates more general social considerations. A range of studies that examine the interactions between crime and society are brought together, drawing on a wide range of countries and cultures including India, Israel, Nigeria, Turkey, and the USA, as well as the UK and Ireland. They include contributions from many different social science disciplines, which, taken together, demonstrate that the implicit and direct impact of crime is very widespread indeed. The chapters in this book were originally published as a special issue of Contemporary Social Science.

But whilst recent studies show that the crime rate for non-nationals is three, four or more, times higher than that of the country’s 'own' citizens, academic interest in these statistics has been inhibited by the political difficulties they raise. Immigration, Social Integration and Crime addresses this issue directly. Providing a thorough analysis of immigration and crime rates in all of the main European countries, as well as examining the situation in the US, Luigi M. Solivetti concludes that the widespread notion that a large non-national population produces high crime rates must be rejected. Noting the undeniably substantial, but significantly variable, contribution of non-nationals to crime statistics in Western Europe, he nevertheless goes on to analyze and explain the factors that influence the relationship between immigration and crime. It is the characteristics of the 'host' countries that are shown to be significantly associated with non-nationals’ integration and, ultimately, their involvement in crime. In particular, Solivetti concludes, it is 'social capital' in the host societies – comprized of features such as education, transparency, and openness – that plays a key role in non-nationals’ integration chances, and so in their likelihood to commit crime. Supported by extensive empirical data and statistical analysis, Immigration, Social Integration and Crime provides an invaluable contribution to one of the most pressing social and political debates – in Europe, and elsewhere.

To what extent is the development of penal methods determined by basic social relations? The answers to these questions are complex, and go well beyond the thesis that institutionalized punishment is simply for the protection of society. While today's punishment of offenders often incorporates aspects of psychology, psychiatry, and sociology, at one time there was a more pronounced difference in criminal punishment based on class and economics. Punishment and Social Structure originated from an article written by Georg Rusche in 1933 entitled "Labor Market and Penal Sanction: Thoughts on the Sociology of Criminal Justice." Originally published in Germany by the Frankfurt Institute of Social Research, this article became the germ of a theory of criminology that laid the groundwork for all subsequent research in this area. Rusche and Kirchheimer look at crime from an historical perspective, and correlate methods of punishment with both temporal cultural values and economic conditions. The authors classify the history of crime into three primary eras: the early Middle Ages, in which penance and fines were the predominant modes of punishment; the later Middle Ages, in which harsh corporal punishment and capital punishment moved to the forefront; and the seventeenth century, in which the prison system was more fully developed. They also discuss more recent forms of penal practice, most notably under the constraints of a fascist state. The majority of the book was translated from German into English, and then reshaped by Rusche's co-author, Otto Kirchheimer, with whom Rusche actually had little discussion. While the main body of Punishment and Social Structure are Rusche's ideas, Kirchheimer was responsible for bringing the book more up-to-date to include the Nazi and fascist era. Punishment and Social Structure is a pioneering work that sets a paradigm for the study of crime and punishment.
