Book excerpt: The Department of Parks and Recreation requested that the Commission on Peace Officer Standards and Training conduct a survey and submit a report on findings and recommendations concerning the law enforcement responsibilities and needs of the State Park System. Five or six field trips were made to the six district headquarter offices and many park units of the park system. Visitations to 35 units were made before the report was finally completed. Interviews were had with district superintendents and park unit staff. Inspections were made of park facilities and equipment. The accumulated data and information were analyzed and assessed in relation to the crime problem, and to the law enforcement capability in the park system.

Book excerpt: .This study examined the performance of a crime prevention program known as Parks After Dark (PAD) and criminal activity around neighborhoods with PAD. Criminal activities included aggravated assault, burglary, and larceny. The changes in crime rates near PAD Parks were compared to the experimental group crime rates near a control group of parks where PAD was not present. A variety of GIS techniques were applied to the analysis, including a novel approach using kernel density smoothing to calculate raster surface of criminal activity, and zonal statistics to transfer the raster measure of criminal activity to vector units. An analysis of the crime data revealed an uneven reduction in criminal activity near parks where PAD was employed. Criminal activity near several neighborhoods employing PAD witnessed a reduction in criminal activity, while other crime activity increased near other PAD parks. We concluded that PAD has an uncertain effect on crime reduction and that a more robust accounting of other factors is necessary before the effects of the PAD program can be fully understood.
