Book excerpt: Proactive policing, as a strategic approach used by police agencies to prevent crime, is a relatively new phenomenon in the United States. It developed from a crisis in confidence in policing that began to emerge in the 1960s because of social unrest, rising crime rates, and growing skepticism regarding the effectiveness of standard approaches to policing. In response, beginning in the 1980s and 1990s, innovative police practices and policies that took a more proactive approach began to develop. This report uses the term "proactive policing" to refer to all policing strategies that have as one of their goals the prevention or reduction of crime and disorder and that are not reactive in terms of focusing primarily on uncovering ongoing crime or on investigating or responding to crimes once they have occurred. Proactive policing is distinguished from the everyday decisions of police officers to be proactive in specific situations and instead refers to a strategic decision by police agencies to use proactive police responses in a programmatic way to reduce crime. Today, proactive policing strategies are used widely in the United States. They are not isolated programs used by a select group of agencies but rather a set of ideas that have spread across the landscape of policing. Proactive Policing reviews the evidence and discusses the data and methodological gaps on: (1) the effects of different forms of proactive policing on crime; (2) whether they are applied in a discriminatory manner; (3) whether they are being used in a legal fashion; and (4) community reaction. This report offers a comprehensive evaluation of proactive policing that includes not only its crime prevention impacts but also its broader implications for justice and U.S. communities.

Such action is likely to have made some contribution to the overall fall in levels of violent crime. It has not yet managed to address successfully barriers which are reducing the effectiveness of crime prevention activities at a local level and which have been raised in previous reports by the National Audit Office and the Committee of Public Accounts. However, the Home Office has made some progress in addressing these barriers. The persistence of these barriers means that good practice has not been extended from small initiatives, and Crime and Disorder Reduction Partnerships have not been able to take a long-term, strategic approach to tackling violent crime. There are a number of NAO recommendations.

On the basis of evidence from the Home Office, this report examines the effectiveness and administration of these schemes. It finds that the initiatives have contributed to reductions in crime but, because they have not been systematically evaluated, it is not clear how much of a difference they have made. It also concludes that the Partnerships have too great an administrative burden and that the number of Partnerships should be reduced and their funding stream should be simplified.

Book excerpt: This is the first report from the Justice Committee in the 2009-10 session and examines the subject of: "Cutting crime: the case for justice reinvestment" (HCP 94-I, ISBN 9780215543080). The report calls for a change in the way we tackle criminal justice and seek to cut re-offending. The Committee states that the criminal justice system faces a "crisis of sustainability" if resources continue to be absorbed by an ever-expanding programme of prison building rather than on preventing crimes from being committed, with prison building not being an effective long-term answer to coping with the already record-breaking prison population which is predicted to rise further. The average prison place costs £41,000 a year (plus further capital costs and health and education expenditure on top), with the Government's new prisons costing - on current estimates - up to £4.2 billion over the next 35 years. The Committee believes that a more "prudent, rational, effective and humane" use of resources is needed to shift the focus of expenditure away from incarceration and towards rehabilitation and prevention. This would involve investment in local education, health, drug, alcohol and community programmes in targeted areas based on analyses of where offences occur, where offenders live and "what works" in reducing offending. In general, violent crime has fallen in recent years, but mores serious violent offences, such as homicide and wounding, have not fallen as swiftly. The number of recorded crimes involving a firearm doubled between 1998-99 and 2005-06, as did the number of 15-17 year olds convicted of carrying a knife in public. The Committee has set out a number of conclusions and recommendations, including: that only since 2007 has it been mandatory for the police to record the presence of a knife at the scene of a crime; that the majority of victims of violent crime treated in A & E units did not report their injuries to the police; that the Committee believes that the Home Office and the Department of Health should jointly establish a national system for the automatic sharing of depersonalised violent crime data between hospitals, police and the Crime & Disorder Reduction Partnerships; that the Department has made little progress since 2005 in managing to distribute funding for tackling violent crime to the Crime & Disorder Reduction Partnerships; that the Home Office has a limited understanding of the nature of gang membership and activity and how such activity has changed over time; that only one third of the Crime & Disorder Reduction Partnerships had developed written strategies to tackle violent crime and that they also lacked the analytical capacity needed to assess the data they collect on violent crime in their locality.
