Book excerpt: This manual gives step-by-step instructions for developing visual investigative analysis, a technique which uses a network approach to display graphically the sequences of events and the relationships of all elements in a criminal incident. Visual investigative analysis, also known as 'crime analysis charting,' can enhance the operation of the criminal justice system and improve productivity, particularly important results in the face of funding cutbacks. Complex investigations are more easily controlled because commanders of investigative bureaus can better monitor investigators' work. In addition, attorneys and judges can better understand cases. A single analyst charting crime cases can save the criminal justice system thousands of dollars in costs of investigations, prosecutions, and adjudications. Steps in developing a chart include summarizing source material, choosing activities to highlight, and making a visual display showing connections between each crime activity. Injured personnel, student interns, and volunteers can work on charts. Crimes suitable for this technique have one or more of the following characteristics: high complexity, lengthy time frame, and multiple suspects. Diagrams, tables, crime scenarios, and appendixes presenting explanations of each task and sample displays are provided.

Book excerpt: This system offers a simple, practical tool for graphically arranging the complex informational workload inherent in many criminal investigations into some understandable and logical format. In California we refer to this system as visual investigative analysis (VIA). The technique has other names, but basically depends upon the definitions, symbols and logic of an older management charting tool called program evaluation and review technique (PERT). The application of this charting technique is hardly new to law enforcement. The investigator must adapt the system to suit his needs without straying too far from the standard format so familiar in other PERT charts. When making these charts, one should attempt to concentrate on simplicity and an end product that is clear to all parties concerned. The VIA chart indicates what direction the investigation or prosecution might take or should be taking. As one often plows through endless pages of investigative reports, it becomes difficult to keep track of the interrelationships of people or objects involved in the crime itself. The abbreviated network of related activities highlighted by the VIA chart clarifies the more important aspects of the case from which the user must draw certain conclusions. Juries listening to weeks of testimony, especially in complicated fraud cases, can easily get lost in the complexity of endless testimony. A VIA chart introduced during final summation would go far in helping the prosecutor to visually and orally explain what has really taken place in a simple, logical display of the relevant facts. In one theft trial, the prosecutor not only won a conviction, but also received a compliment on a job well done from the presiding judge. Each juror had been furnished with his own copy of the investigative chart, and was then able to follow the prosecutor's explanation during his prosecution.
