It is a venue wherein colleges and universities state clearly their policies in granting college credit for successful completion of International Baccalaureate (IB) examinations in high school. The guide also represents certification of these policies to the Department of Education and to the Minnesota State Legislature. International Baccalaureate policies of most Minnesota institutions of higher learning are represented in this guide. Institutions that are part of Minnesota State Colleges and Universities (MnSCU) have adopted a policy establishing common practices among these institutions for awarding credit based on student performance on International Baccalaureate examinations. The policy, stated in this guide, will be observed by member institutions; however, many have individually approved additional credit-equivalent guidelines which are spelled out in this guide.

This grounded theory study examines the policies and practices of nine Minnesota institutions with regard to the awarding of college credit for prior learning and experience. In-depth interviews were conducted with individuals who were serving as advisors to students during the credit transfer and awarding process. Study participants equally represented public institutions, private not-for-profit institutions, and for-profit institutions; large and small enrollments were, likewise, equally represented. Using the computer program NVivo to store and catalog the data, the researcher found that internal authority over transfer policy differed greatly between institutions. Transfer policy was shaped by institutional mission, financial need, influential faculty members, and legislative and regulatory influences. College credit could be earned through the transfer of coursework between schools; it could also be earned through military service, achievement on standardized exams, work experience, and life experiences. Transfer credits were treated differently by institutions, depending on whether these credits were earned from schools that were regionally or nationally accredited. Databases and Web sites played an increasing role in guiding and supporting transfer decisions for students and schools. Finally, non-traditional students over the age of 25 years faced unique challenges when they returned to college and tried to make the most of their prior learning and experience.
