It is hoped that at the end of this discussion, it will assist officials in financial institutions and agricultural business to have a better understanding of the data problems in their activities and how to deal with them.

It is presumed that there exists a relationship between agriculture productivity and poverty alleviation, and hence the critical need to address inadequate credit facilities in rural areas that are a key constraint to farmers’ investments. Given that the major economic function of financial institutions include addressing the restraints imposed by inadequate access to financial services; it is argued that these institutions are well positioned to dealing with these financial constrains among which include access to credit. Literature review in chapter two revealed that access to credit was a challenge facing farmers in various parts of the globe. Studies indicated that a significant proportion of challenges in the farming industry could be alleviated through the provision of sustainable and easily accessible credit. For this study, data was gathered using questionnaires and was analyzed using Ms-Excel and presented using elementary statistical techniques such frequency tables and charts. After analyzing the findings, the researcher drew conclusions and made recommendations. Areas for further studies were identified as well. Research established that collateral, basic loan requirements and interest rates on loans are key determinants to farmer’s access to credit, deficiency in any of the above factors hindered farmers from getting credit. After assessing the findings of the study, the researcher made recommendations aimed at improving and making it easy for farmers to access credit, e.g. coming up with loan products specifically tailored for farmers and opening of rural branches by financial institutions to bring services closer to farmers.

Though many improvements have been made, there is considerable room to better small businesses' access to finance. This dissertation - a collection of four studies on small business lending in developing countries - argues that an ever-increasing amount of data about borrowers and modern technologies, together with a well-guided approach to improve the conditions small business lenders work in, could bring about considerable improvements for small business borrowers and lenders in developing countries. Chapter 1 presents a study on the risk exposure of microfinance institutions to financial risk. The new insights clearly show: The international community's attempts to support microfinance institutions and to ensure their outreach to small business borrowers is not always attuned to the lenders' most pressing financial risks. The studies in Chapters 2, 3 and 4 elucidate how borrower-level data from credit information sharing systems - which is available in increasing quantity and sophistication in many developing countries - changes the way of small business lending. The three chapters shed light on this evolution on three different levels: the effects on a credit market in total; the ability of banks to forecast borrowers' performance; and the way of making credit decisions based on borrower-level data by means of modern data-processing technologies. Chapter 2 tells the story of the introduction of a credit information sharing system in Africa. The difference-in-differences analysis - guided by a theoretical model in the beginning of Chapter 2 - demonstrates: The credit bureau data helps borrowers who built up a positive track-record to signal their creditworthiness to other banks. Given the difficulties experienced in arranging traditional forms of loan security, such as land or chattel mortgages, various collateral substitutes have been proposed. Among the substitutes for traditional collateral is the loan guarantee. Guarantee systems for loans have been proposed, planned and implemented in various countries. The assumption made by proponents of such a service is that the guarantee organization is either better informed about the risk of the loan than the lender or it is better structured financially to be able to manage the risk. Despite the apparent attractiveness of a loan guarantee, the empirical evidence available gives little encouragement. Nevertheless, interest in guarantees continues.

Targeting means focusing benefits on one size-class of firms to the exclusion of others. Targeted support for SMEs is a big business for the World Bank Group, averaging around $3 billion a year in commitments, expenditures, and gross exposure over the 2006-12 period. In the context of broader reforms, such targeted support can be a powerful tool. Targeting SMEs is not an end in itself, but a means to create economies that can employ more people and create more opportunity for citizens to achieve prosperity. A thriving and growing SME sector is associated with rapidly growing economies. A central challenge is to level the economic playing field by ensuring dynamic markets; strengthening market-support institutions; and removing constraints to participation. IEG found that financial sector development can have both a pro-growth and pro-poor impact by alleviating SMEs' financing constraints, enabling new entry of firms and entrepreneurs and better resource allocation. Layered on top of this are targeted forms of assistance; these interventions may build on a foundation of more systemic reforms, may come in tandem with them, or may in fact be a means to build systemic reforms from the bottom up. Any credible justification of targeted support to SMEs must be focused on establishing well-functioning markets and institutions, not simply providing a temporary supply of benefits to a small group of firms during a project's lifespan. Thus, targeted interventions need to leverage resources to produce broader benefits for institutions and markets. To make targeted support for SMEs more effective, the World Bank Group needs to do several things: Clarify its approach to targeted support to SMEs; Enhance the support's relevance and additionality; Institute a tailored research agenda; Strengthen guidance and quality control for such support; Reform MIGA s Small Investment Program.
