Not only must they reconcile their own policy preferences with the preferences of their constituents, but they must consider the impact of actions taken by both the federal government and competing states. Glenn Beamer uses a series of in-depth case studies in eleven states to show how legislators made decisions dealing with taxation, economic development, education financing, and Medicaid. Beamer identifies six factors that influence legislators' decisions: accountability, dependability, equity, obscurability, and horizontal and vertical transferability. Within the context created by citizen demands, intergovernmental politics, policy histories, court interventions, and state constitutions, this study analyzes how legislators employ these principles to develop and enact policies. In addition to modeling state politics within the context of federalism, Creative Politics, reflecting the author's extensive interviews with legislators, is novel in its focus on politicians' views about public services, the strategies to finance them, and efforts to develop and maintain political support for them. Public innovation has risen to the top of the agenda among governments all over the Western world. The message is clear: the public sector needs to become more innovative in order to meet the demands of modern society. There is also a growing interest in public innovation amongst students of public policy and governance, who are currently working to define and conceptualize public innovation, analyze drivers of, and barriers to, innovation in the public sector, and prescribe ways to make the public sector more innovative. However, researchers have so far mainly theorized, studied and analyzed issues related to innovations in public services and public delivery. Few have payed attention to the fact that public service innovation takes place in a political context, and that innovations in polity, politics and policy are fundamental aspects of public innovation. A comprehensive research agenda on public innovation should therefore include studies of political innovation. This book will be of great value to scholars and researchers interested in Public Administration, Policy Making and Innovation, Public Governance and Political Leadership. It synthesizes over fifty years of theory and research on national innovation rates, bringing together the current political and economic wisdom, and latest findings, about how nations become S&T leaders. Many experts mistakenly believe that domestic institutions and policies determine national innovation rates. However, after decades of research, there is still no agreement on precisely how this happens, exactly which institutions matter, and little aggregate evidence has been produced to support any particular explanation. Yet, despite these problems, a core faith in a relationship between domestic institutions and national innovation rates remains widely held and little challenged. The Politics of Innovation confronts head-on this contradiction between theory, evidence, and the popularity of the institutions-innovation hypothesis. It presents extensive evidence to show that domestic institutions and policies do not determine innovation rates. Instead, it argues that social networks are as important as institutions in determining national innovation rates. The Politics of Innovation also introduces a new theory of "creative insecurity" which explains how institutions, policies, and networks are all subservient to politics. It argues that, ultimately, each country's balance of domestic rivalries vs. external threats, and the ensuing political fights, are what drive S&T competitiveness. In making its case, The Politics of Innovation draws upon statistical analysis and comparative case studies of the United States, Japan, South Korea, China, Taiwan, Thailand, the Philippines, Argentina, Brazil, Mexico, Canada, Turkey, Israel, Russia and a dozen countries across Western Europe.

To many in the industry, LA was certainly not hard-edged and urban enough to generate authentic hip-hop; a new brand of black rebel music could never come from La-La Land. But it did. She takes readers into South Central, Compton, Long Beach, and Watts two decades after the long hot summer of 1965. By the end of the 1980s, these self-styled “ghetto reporters” had fought their way onto the nation’s radio and TV stations and thus into America’s consciousness, mocking law-and-order crusaders, exposing police brutality, outraging both feminists and traditionalists with their often retrograde treatment of sex and gender, and demanding that America confront an urban crisis too often ignored.

As wars, peace treaties, sanctions, and large-scale economic developments have reshaped the region, this cohort of cultural producers has also found themselves at the center of intergenerational debates on the role of art in society. Central to these cultural debates is a steady stream of support from North American and European funding organizations—resources that only increased with the start of the Arab uprisings in the early 2010s. The Politics of Art offers an unprecedented look into the entanglement of art and international politics in Beirut, Ramallah, and Amman to understand the aesthetics of material production within liberal economies. Hanan Toukan outlines the political and social functions of transnationally connected and internationally funded arts organizations and initiatives, and reveals how the production of art within global frameworks can contribute to hegemonic structures even as it is critiquing them—or how it can be counterhegemonic even when it first appears not to be. In so doing, Toukan proposes not only a new way of reading contemporary art practices as they situate themselves globally, but also a new way of reading the domestic politics of the region from the vantage point of art.
