In the vacuum left by the decline of the Democratic and Republican parties, single-interest groups have risen and flourished. Protest movements on the left and the New Right at the opposite pole have challenged and divided the major parties, and the Reagan Revolution--in reversing a fifty-year trend toward governmental expansion--may turn out to have revolutionized the party system too. In this edition, as in the first, current political trends and events are placed in a historical and theoretical context. Focusing upon three major realignments of the past--those of the 1850s, the 1890s, and the 1930s--Sundquist traces the processes by which basic transformations of the country's two-party system occur. From the historical case studies, he fashions a theory as to the why and how of party realignment, then applies it to current and recent developments, through the first two years of the Reagan presidency and the midterm election of 1982. The theoretical sections of the first edition are refined in this one, the historical sections are revised to take account of recent scholarship, and the chapters dealing with the postwar period are almost wholly rewritten. The conclusion of the original work is, in general, confirmed: the existing party system is likely to be strengthened as public attention is again riveted on domestic economic issues, and the headlong trend of recent decades toward political independence and party disintegration reversed, at least for a time.

Political science has moved from describing institutions to the thorough analysis of behavior within these institutions and the interactions between them. The inevitable consequences of the maturing and institutionalization of the discipline of political science in many countries include the forming of sub-fields and specialized research communities. At the same time the number of democracies has vastly increased since the 1980s and although not each attempt at democratization was eventually successful, more heterogeneous systems with some form of party competition exist than ever before. As a consequence, the literature addressing the large issues of party democracy spreads over many research fields and has become difficult to master for individual students of party democracy and party governance. The present volume sets out to review the behavior and larger role of political parties in modern democracies. In so doing the book takes its departure from the idea that the main contribution of political parties to the working of democracy is their role as vehicles of political competition in systems of government. Consequently the focus is not merely in the internal functioning of political parties, but rather their behavior the electoral, legislative, and governmental arenas. Thus several chapters address how political parties perform within the existing institutional frameworks. One more chapter looks at the role of political parties in building and adapting these institutions. Finally, two chapters explicitly address the party contributions to democracy in established and new democracies, respectively.

This book, Japan's New Party System, has a different purpose than the previous volumes. The first two books had as their task the presentation of a vast amount of material on the various parties of the 1955-1993 party system. Since 1955, Japanese politics and parties had been rather uneventful and predictable; consequently, many Japanese political scientists preferred to study other nations. Decade after decade, the Liberal Democratic Party (LDP) ruled Japan while the permanent opposition party, the Japan Socialist Party GSP) revolved around it but could never even come close to replacing it in power on the national level. All of this changed in 1993 after the LOP split, new parties emerged and formed a non-LOP government, and a new party system began. This book is about the Second Party System and how Japanese politics has changed from the old LOP-dominated First Party System.
