Climate change is already a significant stressor on most global and local value chains and threatens food security. This makes timely implementation of sustainable adaptation actions that catalyse agrifood system resilience indispensable for working towards better nutrition, better environments and better production, leaving no one behind. Recognizing the important role adaptation plays for agrifood systems, and its prominence in the Paris Agreement, the paper presents and reflects on FAO’s repertoire of different adaptation actions and solutions. Complementing the conclusion of the Global Stocktake at COP28, it comprehensively summarizes FAO’s efforts to boost progress in global adaptation actions. The paper (a) emphasizes the importance of bringing agrifood systems into the global adaptation agenda and policy landscape; (b) creates a cross-sectoral portfolio of FAO adaptation solutions covering multiple scales and approaches; (c) gives an insight into FAO's work with partners and Members and presents relevant networks and collaborations. Laying out FAO’s guiding principles according to the FAO Strategy on Climate Change 2022–2031, it underscores FAO’s efforts for transformative action in agrifood systems and demonstrates FAO's people-centered approach to climate change adaptation.

Case studies reflect multidisciplinary perspectives and focus on a range of issues, from microfinance to informal seed systems. The book’s gender perspective also incorporates consideration of age or generational relations and cultural dimensions in order to embrace the complexity of existing socio-economic realities in rural farming communities. The issue of succession of farmland has become a general concern, both to farmers and to researchers focused on building resilient farming systems. Building resilience here is shown to involve strengthening households’ and communities’ overall livelihood capabilities in the face of ongoing climate change, global market volatility and political instability.

Book excerpt: This report provides an overview of a study conducted in the NENA region in 2015-2016 in partnership with FAO, CIRAD, CIHEAM-IAMM and six national teams, each of which prepared a national report. In the six countries under review in the NENA region (Egypt, Lebanon, Morocco, Mauritania, Sudan and Tunisia), agriculture is carried out primarily by small-scale family farmers, the majority of whom run the risk of falling into the poverty trap, largely due to the continuous fragmentation of inherited landholdings. As such, the development of small-scale family farming can no longer be based solely on intensifying agriculture, as the farmers are not able to produce sufficient marketable surplus due to the limited size of their landholdings. An approach based strictly on agricultural activity is also insufficient (as small-scale family farms have already diversified their livelihoods with off-farm activities). In fact, developing small-scale farming cannot be achieved by focusing strictly on t he dimension of production.

The concept of Blue Transformation emerged from the Thirty-fourth Session of the FAO Committee on Fisheries in February 2021, and in particular the Declaration for Sustainable Fisheries and Aquaculture, which was negotiated and endorsed by all FAO Members. The Declaration calls for support for “an evolving and positive vision for fisheries and aquaculture in the twenty first century, where the sector is fully recognized for its contribution to fighting poverty, hunger and malnutrition.” In this context, Part 1 of this edition of The State of World Fisheries and Aquaculture reviews the world status of fisheries and aquaculture, while Parts 2 and 3 are devoted to Blue Transformation and its pillars on intensifying and expanding aquaculture, improving fisheries management and innovating fisheries and aquaculture value chains. Blue Transformation emphasizes the need for forward-looking and bold actions to be launched or accelerated in coming years to achieve the objectives of the Declaration and in support of the 2030 Agenda. Part 4 covers current and high-impact emerging issues – COVID-19, climate change and gender equality – that require thorough consideration for transformative steps and preparedness to secure sustainable, efficient and equitable fisheries and aquaculture, and finally draws some outlook on future trends based on projections. The indicators measure the robustness of primary production and food availability, as well as physical and economic access to food. They can thus help assess the capacity of national agrifood systems to absorb shocks and stresses, a key aspect of resilience. The report analyses the vulnerabilities of food supply chains and how rural households cope with risks and shocks. It discusses options to minimize trade-offs that building resilience may have with efficiency and inclusivity. The aim is to offer guidance on policies to enhance food supply chain resilience, support livelihoods in the agrifood system and, in the face of disruption, ensure sustainable access to sufficient, safe and nutritious food to all.

Thanks to its scope and wide range of themes surrounding climate change, the ambition is that this book will be a lead publication on the topic, which may be regularly updated and hence capture further works. Climate change is a major global challenge. However, some geographical regions are more severly affected than others. One of these regions is the African continent. Due to a combination of unfavourable socio-economic and meteorological conditions, African countries are particularly vulnerable to climate change and its impacts. The recently released IPCC special report "Global Warming of 1.5o C" outlines the fact that keeping global warming by the level of 1.5o C is possible, but also suggested that an increase by 2o C could lead to crises with crops (agriculture fed by rain could drop by 50% in some African countries by 2020) and livestock production, could damage water supplies and pose an additonal threat to coastal areas. The 5th Assessment Report produced by IPCC predicts that wheat may disappear from Africa by 2080, and that maize— a staple—will fall significantly in southern Africa. Also, arid and semi-arid lands are likely to increase by up to 8%, with severe ramifications for livelihoods, poverty eradication and meeting the SDGs. Pursuing appropriate adaptation strategies is thus vital, in order to address the current and future challenges posed by a changing climate. It is against this background that the "African Handbook of Climate Change Adaptation" is being published. It contains papers prepared by scholars, representatives from social movements, practitioners and members of governmental agencies, undertaking research and/or executing climate change projects in Africa, and working with communities across the African continent. Encompassing over 100 contribtions from across Africa, it is the most comprehensive publication on climate change adaptation in Africa ever produced.

Book excerpt: Ethiopia is a low-income country and agriculture is the mainstay of the economy, accounting for for 34 percent of GDP and 70 percent of total employment share. Ethiopia remains one of the world’s poorest countries, despite the significant progress achieved in reducing poverty and hunger. The Government of Ethiopia through its Growth and Transformation Plan (GTP II) has consistently prioritized the transformation of agriculture from low-input, subsistence-oriented production systems to a fast-growing, intensive and commercially oriented sector to support the country’s aspirations to become a middle-income country by 2025. FAO’s Country Programme Framework (2016-2020), was formulated based on the GTP II. Over the evaluation period (2014-2019), FAO exceeded the resource mobilization targets. Overall, FAO’s programme displays several imbalances and disconnects, specifically between development activities and emergency response. The evaluation calls for FAO to adopt a more cohesive programmatic approach and continue to consolidate its fragmented programme. In the context of the Government’s plans for agricultural transformation, the evaluation also recommends that FAO support an economically sound value chain and market-based approach to agricultural development, while upholding normative values of inclusiveness and ecological sustainability.

Book excerpt: This policy guide is drawn from the results of the FAO Project “Strengthening Agricultural Water Efficiency and Productivity at the African and Global Level” funded by the Swiss Agency for Development and cooperation (SDC). The long term vision of the project was that the in-country findings and processes which are of common nature can be synthesized and scaled up to other countries in a regional cooperation process and globally. This will eventually lead to the increase of investment in Agricultural Water Management (AWM) in the targeted countries – and beyond – that is socially equitable, profitable at the farm level, economically viable, environmentally neutral or positive, and sustainable. The Guide focuses on the specific component of Enhancing Water Use Efficiency at small scale irrigation as one of the major outputs of the project. While creating and implementing Water Use Efficiency (WUE) measures at field level, existing policy frameworks were mapped and analyzed, and recommendations were defined as scalable policy instruments with the aim to demonstrate case-specific experiences to the collectively agreed goal of using water resources efficiently.

Book excerpt: Forest and farm producers’ livelihoods are threatened by a complex risk context, where environmental change is accelerating (climate change, degradation of natural resources) and chronic and episodic stressors and disturbances (poverty, pests, economic shocks) are occurring outside of the range of past experience. Forest and farm producers’ livelihood systems are characterized by small-scale farms and woodlots, direct dependence on natural resources, and smallholder value chains extending over larger landscapes. Building the resilience of these systems and their functions requires i) improving the short- and long-term viability of livelihoods through sustainability, efficiency, and profitability in production and along the value chain; ii) increasing preparedness and the capacity to act in the face of climate change and other stressors and shocks; and iii) stewarding farm ecosystems and aiming for ecological co-benefits in all actions. In addition, participatory and inclusive service landscapes and management processes are considered preconditions for all the above-mentioned domains of resilience, largely defining the long-term impact and overall success of resilience actions.
