The election of Maithripala Sirisena as president in January 2015 began to alleviate some of the worst of these post-war abuses of power, but many long-term problems will take longer to solve. Book excerpt: In the early 2000s, Liberian women wearing wrap skirts and white T-shirts, shouting: ‘We want peace, no more war’, attracted international attention. After almost fifteen years of civil war, the enduring active, multifaceted, and non-violent campaigning for peace by women’s organisations contributed to the end of the fighting and the signing of a peace agreement between the warring factions. Although it is widely assumed that women’s inclusion in peace processes yields greater attention to women’s issues and needs in the aftermath of a conflict, this is only partly the case in Liberia. Thus, this analysis looks beyond the extraordinary commitment by women in Liberia and deals with the questions to what extent their role in the peace process has contributed to gender-sensitive outcomes in post-conflict Liberian society and why greater gender sensitivity was not achieved. By focusing on manifestations of patterns of masculinity in the public and private spheres, Anne Theobald identifies factors at different levels of analysis within different time frames that elucidate the unexpected outcome. Not only does this provide for a more encompassing understanding of dynamics of gender relations and context-specific variables impeding gender sensitivity in post-conflict settings, but it also helps to refine prevailing theoretical approaches on gender in peacemaking and peacebuilding and to develop more holistic, context-specific, and efficient policy approaches, which can effectively lead to gender-sensitive peace.

Outside parties learn how to facilitate cooperation by engaging local leaders in intensive, interactive workshops. These opposing leaders reside in small, ethnically divided countries, including Burundi, Cyprus, Estonia, Guyana, Sri Lanka, and Tajikistan, that have experienced communal conflicts in recent years. In Estonia and Guyana, peacebuilding initiatives sought to ward off violence. In Burundi and Sri Lanka, initiatives focused on ending ongoing hostilities, and in Cyprus and Tajikistan, these efforts brought peace to the country after its violence had ended. The contributors follow a systematic assessment framework, including a common set of questions for interviewing participants to prepare comparable results from a set of diverse cases. Their findings weigh the successes and failures of this particular approach to conflict resolution and draw conclusions about the conditions under which such interactive approaches work, as well as assess the audience and the methodologies used. This work features research conducted in conjunction with the Working Group on Preventing and Rebuilding Failed States, convened by the Wilson Center's Project on Leadership and Building State Capacity.

Book excerpt: In this volume the author then GOC, Indian Peacekeeping Force (IPKF) gives a first hand account of the initial induction and operations of the IPKF in Sri Lanka. He describes the trials and tribulations of the IPKF as it grappled with an operational situation inexorably tangled with politics. The book gives an insight into how inadequately prepared the IPKF was for the task set out for it and explains how difficult it was to fight the LTTE guerrilla, especially when the Indian government itself was not clear about its political and military aims. It highlights the operations of the IPKF in Sri Lanka and attempts to set the record straight on a number of key issues, including the surrender of arms by the LTTE, and the famous 'boat tragedy'. The IPKF went in as peacekeepers, with the responsibility to disarm the LTTE, if necessary by force, and maintain law and order. But clear-cut orders regarding possible IPKF action against the LTTE was never issued. Therefore, when the time came to fight the LTTE the IPKF found itself at a disadvantage. This compelling narrative is an important addition to the extensive literature on the IPKF in Sri Lanka.

This book presents a comprehensive insight into the politics of reconstruction and development in Sri Lanka, focussing on the ceasefire which was negotiated between the Government of Sri Lanka and the separatist Liberation Tigers of Tamil Eelam in 2002 and which lasted until 2006. Based on extensive empirical fieldwork, the book provides a unique ethnographic account of this specific historical period of peace. It explains how development was shaped by interplay and cooperation, but also by the disparities and conflicts between a variety of local and intervening actors, including local organizations and civil society, LTTE, Government of Sri Lanka, international development cooperation and the Tamil diaspora. Starting from an interdisciplinary viewpoint, the author integrates findings from development sociology with new perspectives on transnationalization and the migration-development-nexus. The lessons of Ulster have been applied by prime ministers, presidents, diplomats and intelligence agents to many areas of violent conflict, from Spain to Sri Lanka, from Afghanistan to Iraq and, frequently, the Israel-Palestine crisis. From Belfast to Basra, the notion that it is necessary to engage in dialogue with one's enemies has been fetishised across the political spectrum. Talking to terrorists is a necessary pre-requisite to peace, it is argued, and governments should avoid rigid pre-conditions in their attempt to bring in the extremes. But does this understanding really reflect what happened in Northern Ireland? Moreover, does it apply to other areas where democratic governments face threats from terrorist organisations, such as in the Basque region of northern Spain? In challenging this notion, the authors offer an analytical history of the transition from war to peace in Northern Ireland, and compare the violent conflict in the Basque country over the same period, demonstrating how events there have developed very differently than the advocates of 'the Northern Ireland model' might presume. The authors recognise that governments have often talked to terrorists and will continue to do so in the future. But they argue that what really matters is not the act of talking to terrorists itself but a range of other variables including the role of state actors, intelligence agencies, hard power and the wider democratic process. Above all, there is a crucial difference between talking to terrorists who believe that their strategy is succeeding and those who have been made to realise that their aims are unattainable by violence.
