Book excerpt: This book investigates the selection process of heritagisation to understand what specific pasts are being selected or rejected for representation, who is selecting them, how and to whom they are being represented and why they are being presented, or dismissed, in the ways that they are. Some aspects of our pasts are venerated and memorialised for a variety of reasons, while others are forgotten or even hidden. This volume, thus, provides examples from across a spectrum. Some phenomena are well-suited to heritagisation, such as animals memorialised for their bravery, long past agricultural techniques and implements, and impressive landscapes. However, this book also deals with products (e.g. tobacco), historical periods (e.g. the Third Reich) and scientific techniques (e.g. genetic modification) with negative connotations that extend beyond their heritage attributes. This volume considers how the actors in the heritage industry admit, valorise, prioritise and rationalise historic resources as heritage products. These findings provide practical examples of how heritage institutions privilege, frame and/or exclude a wide range of heritage items. They also contrast the invocations of sectional (local, national or class based) and more cosmopolitan heritages and consider the extent to which innovation and change are or can be acknowledged within the heritage discourse.

What are the interpretation and presentation challenges for the future? Cultural heritage, as an expression of a diversity of cultures, can be an important mediator between pasts and futures. In the past, people in power from the dominant ethnic, racial, socio-economic, gender, and religious groups determined the heritage message. Minorities were often silenced; their participation in the building and growth of a city, county, or nation’s history was overlooked. New philosophical/methodological trends in public interpretation are reshaping the messages delivered at archaeological/cultural heritage sites worldwide. The role of the experts, as well as the participatory engagement of audiences and stakeholders are being redefined and reassessed. This book explores these processes, their results and effects on the future.

This book looks at the development politics that shaped the UNESCO World Heritage programme, with a case study of Ethiopian World Heritage sites from the 1960s to the 1980s. In a large-scale conservation and tourism planning project, selected sites were set up and promoted as images of the Ethiopian nation. This story serves to illustrate UNESCO’s role in constructing a “useful past” in many African countries engaged in the process of nation-building. UNESCO experts and Ethiopian elites had a shared interest in producing a portfolio of antiquities and national parks to underwrite Ethiopia’s imperial claims to regional hegemony with ancient history. The key findings of this book highlight a continuity in Ethiopian history, despite the political ruptures caused by the 1974 revolution and UNESCO’s transformation from knowledge producer to actual provider of development policies. The particular focus on the bureaucratic and political practices of heritage, bridges a gap between cultural heritage studies and the history of international organisations. The result is a first study of the global discourse on heritage as it emerged in the 1960s development decade.
