Drawing on ethnographic field research conducted across ten countries at sites that have been awarded with the European Heritage Label, the authors of the book approach heritage as an entangled social, spatial, temporal, discursive, narrative, performative, and embodied process. Recognising that heritage is inherently political and used by diverse actors as a tool for re-imagining communities, identities, and borders, and for generating notions of inclusion and exclusion in Europe, the book also considers the idea of Europe itself as a narrative. Chapters tackle issues such as multilevel governance of heritage; geopolitics of border-crossings and border-making; participation and non-participation; and embodiment and affective experience of heritage. Creating and Governing Cultural Heritage in the European Union advances heritage studies with an interdisciplinary approach that utilises and combines theories and conceptualizations from critical geopolitics, political studies, EU and European studies, cultural policy research, and cultural studies. The preservation of architectural monuments has played a key role in the formation of national identities from the nineteenth century to the present. The task of maintaining the collective memories and ideas of a shared heritage often focused on the historic built environment as the most visible sign of a link with the past. The meaning of such monuments and sites has, however, often been the subject of keen dispute: whose heritage is being commemorated, by whom and for whom? The answers to such questions are not always straightforward, particularly in Central and Eastern Europe, the recent history of which has been characterized by territorial disputes, the large-scale movement of peoples, and cultural dispossession. This volume considers the dilemmas presented by the recent and complex histories of European states such as Germany, Greece, Poland, Hungary, Romania and Bulgaria. Book excerpt: The idea of heritage as a “capital of irreplaceable cultural, social and economic value” was already present in the European Charter of the Architectural Heritage, adopted by the Council of Europe in 1975 (par.3). Today, this discourse is getting increasing attention on the research agenda. Some argue that, although heritage is always valued highly, the current interest in the impact of heritage is caused by the democratisation of heritage and the increased importance of heritage in today’s society. Others argue that a universal scarcity of funds for heritage management and conservation is the reason to give it its proper attention. Therefore, the Raymond Lemaire International Centre for Conservation (University of Leuven) considered “Heritage Counts” a relevant and timely topic for its yearly international conference, the “thematic week”. This edition twins with the “Cultural Heritage Counts for Europe” project, funded by the EU Culture Programme. The opening day of the conference was co-organised by the lead partner of this project, EUROPA NOSTRA, and brought together European policymakers and international researchers involved in cultural heritage. This volume specifically reports on the lectures and fruitful debates on heritage impact during the 2015 thematic week. It was observed that evolutions in discourse and policy hold a significant prospect, which also entail an increasing demand for shared insights and formation. In response, this publication reflects on heritage impact by providing research, case studies and reflections that can serve as baseline records, guidance - and hopefully inspiration. The findings are subdivided in three main chapters: “Framing the paradigm”, “Impact assessments: research, methods and practice” and “Linking management, conservation and sustainable development”.

The authors describe their approach as ‘ethnography of Europeanization’ and conceptualize the attempts at Europeanization in the European Union’s cultural policy as politics of belonging.
