Many of these towns use tourism as a tool for community development. The purpose of this investigation was to understand how a community develops into an arts destination. With its Appalachian heritage and traditional mountain culture, tourism was a natural avenue for community leaders in Waynesville, North Carolina to initiate. The investigation included a case study methodology and relied on multiple sources of evidence including direct observations, personal and focus group interviews, and historical documents and records. Guided by grounded theory, seven critical elements of community development emerged from the data. The seven critical elements were: downtown revitalization, heritage incorporation, tourism development, public-private partnerships, collaborative leadership, community buy-in, and the value of arts. Citizen participation encompassed all elements and was critical to the success of Waynesville's community development. Community development in Waynesville resulted in both a stronger and more diverse economy and created a sense of cohesiveness and pride in its citizens. The results reinforced community development and tourism development literature and provided insight into the emerging research that introduces the role of art in tourism development. Findings from the study support the value of integrating culture and arts into community and tourism development initiatives. Through telling this story other rural communities and small towns can learn from Waynesville's holistic and citizen-based approach to community development.

Book excerpt: The private working land base of America's forests is being converted to developed uses, with implications for the condition and management of affected private forests and the watersheds in which they occur. The Forests on the Edge project seeks to improve understanding of the processes and thresholds associated with increases in housing density in private forests and likely effects on the contributions of those forests to timber, wildlife, and water resources. This report, the first in a series, displays and describes housing density projections on private forests, by watershed, across the conterminous United States. An interdisciplinary team used geographic information system (GIS) techniques to identify fourth-level watersheds containing private forests that are projected to experience increased housing density by 2030. Results indicate that some 44.2 million acres (over 11 percent) of private forests--particularly in the East, where most private forests occur--are likely to see dramatic increases in housing development in the next three decades, with consequent impacts on ecological, economic, and social services. Although conversion of forest land to other uses over time is inevitable, local jurisdictions and states can target efforts to prevent or reduce conversion of the most valuable forest lands to keep private working forests resilient and productive.

Book excerpt: The fight for the future of the city street between pedestrians, street railways, and promoters of the automobile between 1915 and 1930. Before the advent of the automobile, users of city streets were diverse and included children at play and pedestrians at large. By 1930, most streets were primarily a motor thoroughfares where children did not belong and where pedestrians were condemned as “jaywalkers.” In Fighting Traffic, Peter Norton argues that to accommodate automobiles, the American city required not only a physical change but also a social one: before the city could be reconstructed for the sake of motorists, its streets had to be socially reconstructed as places where motorists belonged. It was not an evolution, he writes, but a bloody and sometimes violent revolution. Norton describes how street users struggled to define and redefine what streets were for. He examines developments in the crucial transitional years from the 1910s to the 1930s, uncovering a broad anti-automobile campaign that reviled motorists as “road hogs” or “speed demons” and cars as “juggernauts” or “death cars.” He considers the perspectives of all users—pedestrians, police (who had to become “traffic cops”), street railways, downtown businesses, traffic engineers (who often saw cars as the problem, not the solution), and automobile promoters. He finds that pedestrians and parents campaigned in moral terms, fighting for “justice.” Cities and downtown businesses tried to regulate traffic in the name of “efficiency.” Automotive interest groups, meanwhile, legitimized their claim to the streets by invoking “freedom”—a rhetorical stance of particular power in the United States. Fighting Traffic offers a new look at both the origins of the automotive city in America and how social groups shape technological change.
