Admittedly, the existence of many violent conflicts in Africa, as well as their 'domino' effects at the sub-regional level, contributed significantly to the growing desire for collective security systems and conflict management mechanisms. The broadening of the role and functions of African regional organisations to include responsibility for peacebuilding and conflict management generally adds credence to the efficacy of regional integration. Many issues, however, present themselves in the engagement of RECs with the peacebuilding process in Africa. Although primarily set up to promote economic integration, Africa's RECs have increasingly taken up a prominent role in conflict resolution and peace support operations, as evident in the recent peace processes in Burundi, Liberia, Sierra Leone, Guinea, Guinea-Bissau, Mali, Cote d'Ivoire, Zimbabwe, Mali, Congo DRC, Sudan, and South Sudan, among others. In spite of the challenges they face, RECs are capable of playing important roles with regard to peace mediation, peacekeeping and peacebuilding.

The outcomes of these attempts have urgent and complex implications for the future of the continent with respect to human rights, principles of democracy, and economic development. In this book, African, European, and U.S. experts examine these important issues and the prospects for conflict management and resolution in Africa. They review the scholarship in resolution in light of international changes now taking place. Addressing the undying, internal causes of conflict, they question whether global events will promote peace or threaten to unleash even more conflict. The authors focus their analysis on the issues involved in African conflicts and examine the areas in need of the most dramatic changes. Book excerpt: During the Cold War ideological and politico-military rivalries mostly dictated the actions of the competing blocs, including their involvement in foreign conflicts. In Africa for instance, the East-West rivalry of the time not only fuelled conflicts but also appeared to undermine the use of diplomacy as a tool for peacemaking and conflict resolution. With the fall of the Berlin Wall in 1989 and the demise of the Soviet Union however, there was a transformation of the conflict arena in the continent, which presented new opportunities and threats. This therefore raises a fundamental question of how the end of the Cold War has affected the character of conflicts and their successful management in Africa. Using Liberia and Somalia as case studies, Post-Cold War Conflicts in Africa analyses how the post Cold War conflicts in these two countries and their management differed from what they would have been during the Cold War era. It shows for instance that while in Liberia the major powers appeared content to cede the management of the conflict to the sub-regional group, ECOMOG, in Somalia, the conflict appeared to be turned into an arena for simple military experiment without any of the old Cold War ideological rivalries playing any role in its trajectory or management. The book argues that the end of the Cold War offers an opportunity for the successful use of a new approach to conflict management in the continent, which would be anchored on traditional African diplomacy. This new approach would involve a triumvirate of eminent men and women from the continent, regional peacekeeping forces, and the warring factions themselves working in concert to replace the rifle with 'talking till every one agrees'

Although mostly intra-state, these conflicts have spread across borders and threatened international peace and security. One of the worst affected regions is West Africa which has been home to some of Africa's most brutal and intractable conflicts for more than a decade. This volume locates the peacekeeping operations of the Economic Community of West African States (ECOWAS) within an expanded post-Cold War conceptualization of humanitarian intervention. It examines the organization's capacity to protect civilians at risk in civil conflicts and to facilitate the processes of peacemaking and post-war peace-building. Taking the empirical case of ECOWAS, the book looks at the challenges posed by complex political emergencies (CPEs) to humanitarian intervention and traces the evolution of ECOWAS from an economic integration project to a security organization, examining the challenges inherent in such a transition.
