This is all from him, but it is enough. "The Unsteady assembly" is, itself, a text. We shall expatiate on what he has so briefly said, and add to the extent of the history, if we do not greatly increase its value. Our work is not that of the review exactly; but there is nothing misplaced in subjecting countries to the same treatment which we bestow on books. It is as an old resident that we give our regards to Craven county in South-Carolina. Local attachments are strongest among the inhabitants of the country. Those especially whose youth has been nurtured among mountains, are bound by a chain, stronger than adamant to the homes of their infancy. The denizen of a crowded metropolis is vain-glorious, perhaps proud, of his city, but he has no love for it. He forms a very insignificant atom in the vast mass of humanity which surrounds him, and he easily transfers his affection to whatsoever portion of the world may contain his household gods. Not so with the rural citizen or the inhabitant of a village. No throng of uninterested spectators ever torments him with a consciousness of his own littleness. He feels that he is a man of note; that he holds a conspicuous and an important place in society; he can calculate the political value of his life. He doubts whether his existence is not necessary to the well-being of the world; and he rewards, with the devotion of his whole heart, the spot which confers such importance upon him. It has been remarked, in many localities, that the youth who had grown up amid them, however far they may have roamed in quest of fortune, invariably return to close their days within reach of the scenes hallowed by their early associations. It is said that every sweep who ascends the chimneys of Paris, has constantly in his mind the picture of some cherished nook in the Savoy Alps, the hope of returning to which as its owner, gives him courage to toil and fortitude to save the rewards of his labours. Book excerpt: In North Carolina’s Free People of Color, 1715–1885, Warren Eugene Milteer Jr. examines the lives of free persons categorized by their communities as “negroes,” “mulattoes,” “mustees,” “Indians,” “mixed-bloods,” or simply “free people of color.” From the colonial period through Reconstruction, lawmakers passed legislation that curbed the rights and privileges of these non-enslaved residents, from prohibiting their testimony against whites to barring them from the ballot box. While such laws suggest that most white North Carolinians desired to limit the freedoms and civil liberties enjoyed by free people of color, Milteer reveals that the two groups often interacted—praying together, working the same land, and occasionally sharing households and starting families. Some free people of color also rose to prominence in their communities, becoming successful businesspeople and winning the respect of their white neighbors. Milteer’s innovative study moves beyond depictions of the American South as a region controlled by a strict racial hierarchy. He contends that although North Carolinians frequently sorted themselves into races imbued with legal and social entitlements—with whites placing themselves above persons of color—those efforts regularly clashed with their concurrent recognition of class, gender, kinship, and occupational distinctions. Whites often determined the position of free nonwhites by designating them as either valuable or expendable members of society. In early North Carolina, free people of color of certain statuses enjoyed access to institutions unavailable even to some whites. Prior to 1835, for instance, some free men of color possessed the right to vote while the law disenfranchised all women, white and nonwhite included. North Carolina’s Free People of Color, 1715–1885 demonstrates that conceptions of race were complex and fluid, defying easy characterization. Despite the reductive labels often assigned to them by whites, free people of color in the state emerged from an array of backgrounds, lived widely varied lives, and created distinct cultures—all of which, Milteer suggests, allowed them to adjust to and counter ever-evolving forms of racial discrimination.

Janette Thomas Greenwood relates the history of a network forged between Worcester County, Massachusetts, and eastern North Carolina as a result of Worcester regiments taking control of northeastern North Carolina during the war. White soldiers from Worcester, a hotbed of abolitionism, protected refugee slaves, set up schools for them, and led them north at war's end. White patrons and a supportive black community helped many migrants fulfill their aspirations for complete emancipation and facilitated the arrival of additional family members and friends. Migrants established a small black community in Worcester with a distinctive southern flavor. But even in the North, white sympathy did not continue after the Civil War. Despite their many efforts, black Worcesterites were generally disappointed in their hopes for full-fledged citizenship, reflecting the larger national trajectory of Reconstruction and its aftermath.

A North Carolina representative from 1897 to 1901, White was the last man of his race to serve in the Congress during the post-Reconstruction period, and his departure left a void that would go unfilled for nearly thirty years. At once the most acclaimed and reviled symbol of the freed slaves whose cause he heralded, White remains today largely a footnote to history. In this exhaustively researched biography, Benjamin R. Justesen rescues from obscurity the fascinating story of this compelling figure's life and accomplishments. The mixed-race son of a free turpentine farmer, White became a teacher, lawyer, and prosecutor in rural North Carolina. From these modest beginnings he rose in 1896 to become the only black member of the House of Representatives and perhaps the most nationally visible African American politician of his time. White was outspoken in his challenge to racial injustice, but, as Justesen shows, he was no militant racial extremist as antagonistic white democrats charged. His plea was always for simple justice in a nation whose democratic principles he passionately loved. A conservative by philosophy, he was a dedicated Republican to the end. After he retired from Congress, he remained active in the fight against racial discrimination, working with national leaderas of both races, from Booker T. Washington to the founders of the NAACP. Through judicious use of public documents, White's speeches, newspapers, letters, and secondary sources, Justesen creates an authoritative and balanced portrait of this complex man and proves him to be a much more effective leader than previously believed.
